    Chief Financial Officer

    TOTAL REMUNERATION PACKAGE:

    • R1 291 138 (minimum), R1 322 125 (lower), R1 353 856 (midpoint), R1 386 348 (upper), R1 419 621(maximum)

    Requirements:  

    • Matric (National Senior Certificate);  A Bachelor’s Degree in Accounting / Finance / Economics, relevant NQF Level 7 qualification or Chartered Accountant (SA). Registration with relevant Professional body.  A minimum 7 years work-related experience of which two (2) years must be at senior management level and 5 years must be at middle management level.  A proven record of accomplishment at a management level in local government finance.  Extensive and practical experience in the local government financial environment.  Demonstrate practical experience with the implementation of the Municipal Finance Management Act, Treasury Regulations, Supply Chain Management and other related legislation governing Local Government.  A qualification in the Certificate Programme in Management Development for Municipal Finance (CPMD/MFMP) in terms of the Municipal Regulations on Minimum Competency Levels of 2007.  A valid code B driver’s license.

    • Reporting directly to the Accounting Officer, the incumbent shall be expected to:  Ensure the implementation of General Accounting Practice (GRAP) Standards;  Provide strategic leadership in the Finance Services Department of the Municipality;  Develop and continuously evaluate short- and long-term strategic financial objectives and ensure that internal financial targets and budgets are fully consistent with the Municipality’s IDP, SDBIP and relevant agreements with other sectors of government;  Ensure effective and efficient management and control of municipal bank accounts and investment of surplus funds;  Meet reporting requirements as required in terms of financial management legislation such as the MFMA, Treasury Regulations and the DORA;  Monitor financial risks and implement an anti-fraud and corruption strategy in collaboration with risk management;  Compile budget estimates, monthly forecasts, project planning and produce adjusted cash flows;  Participate during the preparation of the Municipality’s IDP and SDBIP to ensure effective and efficient performance;  Develop tools and systems to provide critical and operational information to the Management of the Municipality and make actionable recommendations on both strategy and operations;  Formulate creative solutions to enhance cost-effectiveness in the delivery of services and the administration of the Municipality;  Liaise with relevant role-players in the financial environment regarding transverse financial matters;  Manage all resources assigned to the incumbent and provide exemplary leadership toward a culture of Corporate Governance and Ethics; Be responsible for Financial Performance Management Reporting, Municipal Supply Chain Management, Internal and External Audits and Accountability;  Assist the Accounting Officer with other roles and responsibilities delegated to the CFO position in terms of the relevant legislation;  Effective utilisation of staff, labour relations and discipline.

    Director: Technical Services

    TOTAL REMUNERATION PACKAGE:

    Requirements:  

    • Matric (National Senior Certificate);  Bachelor of Science Degree in Engineering/B-Tech in Civil Engineering (NQF Level 7) or equivalent  Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 as amended on the 26 October 2018; Certificate of competency as required in terms of the General Machinery Regulations 1988 and any additional relevant qualifications will be an added advantage Registration with ECSA will be an added advantage.  Five (5) years’ experience in middle management level, or as programme/project manager, preferably in municipal environment, and 3-4 must be professional/management level engineering experience  Knowledge of project management and information system management  Sound knowledge of and exposure to local government operations and municipal financial management  Solid knowledge and understanding of the relevant policies and legislation and a good understanding of institutional governance systems and performance management  In-depth knowledge of local government legislation and the statutory requirements pertaining to the post including but not limited to Occupational Health and Safety Act and its Regulations   Valid driver’s license.

    • Reporting directly to the Municipal Manager, the incumbent shall be expected to:  Provide overall strategic management, direction, and leadership for the Technical Services Directorate.  Manage the overall planning, administration, operation, and maintenance of municipal infrastructure network - including water, sanitation, roads, storm-water, and electricity.  Direct civil engineering services, electrical engineering services, and the municipality's Project Management Unit (PMU).  Oversee fleet management and develop infrastructure master plans and programmes.  Develop, implement, monitor, and control capital projects and contract administration.  Manage and administer capital infrastructure-related grants, specifically the Municipal Infrastructure Grant (MIG) programmes.  Compile and manage the directorate’s operational and capital budget.  Develop, implement, and manage departmental strategic plans, the Service Delivery and Budget Implementation Plan (SDBIP), and policies aligned to the municipality’s Integrated Development Plan (IDP) objectives.  Develop and implement council policies and standards, ensuring technical knowledge is leveraged, shared, and integrated seamlessly across other directorates.  Ensure strict legislative and regulatory compliance relevant to the directorate (including performance management, reporting, and legal conditions from different spheres of government).  Establish Key Performance Indicators (KPIs) to measure and assess the level of municipal service delivery.  Providing strategic support and advice to the Municipal Manager and Council.  Liaise with stakeholders and agencies at senior levels across all three spheres of government.  Promote community participation on matters of local governance and service delivery.

    Director: Community Services

    Job Purpose:

    • The Director: Community oversees Traffic and Licensing Services, Security Services, Parks and Cemeteries, Solid Waste Management, Municipal Facilities and Libraries. Operating at a strategic level, the incumbent will provide overall leadership and strategic direction for the directorate.

    Requirements:  

    • Matric (National Senior Certificate);  A recognised Bachelor’s Degree or B-Tech in Social Sciences / Public Administration / Law or equivalent.  Certificate in Municipal Finance Management Programme as prescribed by National Treasury, Government Gazette No. 29967 dated 15 June 2007 as amended on the 26 October 2018.  Registration with the South African Council of Social Service Professionals (SACSSP) or similar recognized relevant professional body will be an added advantage.   Five (5) years’ experience in Middle Management position in Local Government level or public service.  Computer literacy (MS Office applications).  A valid driver’s license.

    Competencies:

    •  Develop and drive a facilities management strategy that ensure effective management, maintenance and upgrading of all community facilities including sports fields and parks.  Ensures that community members have access to library services.  Ensure that cemeteries are managed in an efficient and effective manner.  Develop and drive waste management strategies to effectively manage and reduce waste and keep public open spaces well maintained.  Implement, manage and monitor the directorate’s performance management systems.  Oversee departmental policy and by-law formulation and monitor that these are implemented properly.  Ensure that the directorate has adequate resources and capacity to perform its duties.

    Director: Local Economic Development Planning

    Requirements:  

    • Matric (National Senior Certificate)  Bachelor’s Degree in Building Sciences / Architect / Bachelor’s Degree in Town Regional Planning & Development Studies or equivalent. A valid driver’s license  Certificate in Municipal Finance Management Programmes as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 as amended on the 26 October 2026  Registration as a Professional Planner in terms of the Planning Professional Act, 2002 (Act 32 of 2002), as verified by the SA Council for Planners (SACPLAN), which will include an accredited and appropriate qualification in Planning;  Project management certificate or diploma will be an added advantage;  Five (5) years relevant experience in Middle Management position within Local Government / economic environment.

    Competencies:

    • Reporting directly to the Municipal Manager, the incumbent shall be expected to:  Provide strategic direction, planning, and operational control for the LED and Planning Department;  Align departmental activities, the Service Delivery and Budget Implementation Plan (SDBIP), and municipal strategies with the Integrated Development Plan (IDP) and Performance Management System (PMS);  Align Council activities and municipal strategies with the Provincial Growth and Development Strategy (PGDS) and National Spatial Development Perspective (NSDP);  Drive the timely implementation of Council resolutions related to the department.  Oversee the formulation, review, and implementation of all departmental policies, frameworks, and legislative strategies;  Oversee the review, development, and implementation of the Local Economic Development Strategy;  Facilitate, coordinate, and monitor investment promotion and attraction programmes;  Manage, facilitate, and coordinate SMME, Co-operative, and Entrepreneurship development initiatives;  Design, implement, and monitor targeted SMME Support Programmes;  Prepare business plans and proposals to source funding for LED project implementation;  Promote skills development and capacity building within the local economic sector;  Oversee development planning, land use management, and town planning application processes;  Ensure strict departmental compliance with Spatial Planning and Land Use Management Act (SPLUMA) requirements;  Oversee the regular review, development, and implementation of the Municipal Spatial Development Framework (MSDF); Guide human settlement planning and facilitate the implementation of housing and human settlement projects;  Manage, monitor, and report on municipal performance regarding LED and Tourism functions;   Oversee the efficient administration and optimisation of municipal properties;  Ensure cost-effective, transparent management of the departmental budget in line with the MFMA;  Lead, manage, and facilitate accountability through the performance management of departmental staff.

    Director: Cooperate Services

    Key Requirements:  

    • Matric (National Senior Certificate); A Bachelor’s Degree in Public Administration/ Management Sciences/or an equivalent qualification (NQF 7).  Postgraduate qualification (NQF Level 8) in a relevant field will be an added advantage.  Certificate in Municipal Finance Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD).  A valid Drivers’ License.  A minimum of five (5) years’ experience at middle management level preferably, in Local Government.  Knowledge of Local Government sector, legislations, policies, regulations, standards, and procedures.  Strategic thinking, planning, prioritising and effective communication skills are essential.  Excellent computer skills. 

    Competencies:
