    Specialist - Licensing Insurers & Investment Providers Department

    Purpose of the Job:

    • To provide specialist technical support in respect of various financial sector licence applications which shall include but not limited to crypto asset providers, over-the-counter derivative providers (“ODPs”), online derivatives and forex trading platforms licence applications. To assist with developing and reviewing licensing processes, procedures, and frameworks. The person appointed to this position will report to the Departmental Head. 

    Key Performance Areas:

    • Ensures consistency in the application of the legislation in the licensing and variation of licence processes.
    • Identify gaps in the regulatory framework and initiates changes to be made to the framework and policy.
    • Provide specialist technical support on all complex licence applications.
    • Ensure that all determination of fit and proper requirements are fully evaluated.
    • Assist the department in executing licensing functions within defined SLCs.
    • Identify emerging trends during the review process that can introduce potential risk into the financial       system.
    • Assist with ensuring that the review process fully incorporate quality assessment.
    • Provide inputs on draft documents circulated for consultation, where required.
    • Where required, attend monthly ,bi-annual and annual financial sector meetings and provide an update to     management.
    • Liaise with internal and external stakeholders.
    • Assist the Departmental Head with developing and compiling reports on a monthly and quarterly basis.

    Requirements

    • BCOM/LLB and a minimum of 5 to 7 years relevant experience in the financial services industry, regulatory environment, risk and/or compliance management functions/roles. Must have a good understanding of the following sectors -  banking, insurance, investment management (including collective investment schemes), capital markets, and retirement fund administration. 
    • Good technical understanding of the workings of the aforementioned sectors and the interplay between them is key. Knowledge and understanding of the working of crypto assets/currencies is an advantage. Ability to work with conceptual aspects, breaking them down to a practical level to enable self-application and resolution of problems where resolution is required.

    Communication Specialist

    Purpose of the Job:

    • To support the FSCA’s communication strategy through content generation, and the provision of editorial services for FSCA published material. The person appointed will report to the Departmental Head: Communication and Language Services.

    Key Performance Areas:

    • Write, edit, and produce content for multiple channels.
    • Draft speeches and presentations for the FSCA leadership team.
    • Work collaboratively as a trusted business partner to internal stakeholders, and all business functions, to proactively ascertain stakeholder requirements   and provide strategic advice on issues.
    • Provide tactical input to ensure that speeches of FSCA leaders are delivered in an effective way. 
    • Assist to plan, craft, and deliver regular communications to colleagues in succinct and persuasive ways. 
    • Keep record of all speeches and critical written material as released by the FSCA.
    • Manage the production of editorial content for various FSCA publications.
    • Conduct research to support the positioning of the FSCA both locally and internationally.
    • Provide international-level inputs to FSCA written content for publication and create content of a consistently excellent quality.
    • Stay abreast of latest developments in research tools and techniques within the communications field.
    • Liaise with all Divisions to ensure that their written communication requirements are met.
    • Ensure all communication is in line with internal brand guidelines and corporate identity principles.
    • Report on all publications to measure effectiveness and provide inputs to the Communications calendar.
    • Support the delivery of content to external stakeholders, both digitally and face to face.
    • Support the development of communications plans for change projects within the FSCA.
    • Ensure that all activities comply with the required quality and compliance standards.
    • Partner with other managers in the department to drive performance of the team to ensure that business goals are met.

    Requirements

    • A Bachelor`s Degrees in Marketing, Advertising, Journalism, Communication or Public Relations with a minimum of 5 - 10 years’ experience in a Communications, Publishing or Media related environment and a proven track record of developing communications strategies, policies and procedures. Knowledge of financial sector laws will be an added advantage.

    Specialist Analyst - Legal Market Risk and Transparency Department

    Purpose of the Job

    • To advise the Market Integrity Division internally on a wide range of practices, conduct and concerns affecting the industry and allied activities of the financial markets. The person appointed to this position will report to the Senior Legal Manager.

    Key Performance Areas

    • Identify shortcomings and anomalies to regulatory framework and subordinate legislation;
    • Assist the Department with the provision of legal advice on financial markets legislation;   
    • Assist with the reform of financial markets legislation and drafting of amendments as the need arises; 
    • Consider and advise the Department on proposed amendments to the listing requirements and rules of the market infrastructures; 
    • Assist the Department to maintain an effective framework for supervision of Over-the-Counter Derivatives Providers (ODPs);
    • Assist in the supervision and the monitoring of compliance with financial markets legislation, regulations and the rules of the market infrastructures;
    • Consider legal frameworks and international requirements;
    • Represent the Authority at relevant meetings of the regulated entities; 
    • Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Manager and Head of Department.

    Other Key Competencies:

    • The candidate must demonstrate the following skills and attributes: strong analytical abilities, attention to detail, leadership skills, active listening, critical thinking, financial and numeracy skills, excellent communication skills (verbal and written) and innovative and strategic thinking, good understanding of complex financial instruments, including derivatives, demonstrate an understanding of operational and quantitative risk management, excellent project management skills, detailed understanding of the regulatory framework, excellent report writing skills, decisive and confident, approaching all tasks in a professional manner.

    Requirements

    • An LLB degree or similar degree, with at least 6 years relevant experience in the South African Capital Markets Industry, finance or related commerce. Experience within a financial markets environment, investment banking, structured finance or similar will be a distinct advantage. An ability to understand complex financial instruments and processes including derivatives, bonds, equities and foreign exchange and the risks associated with these instruments would be desirable. Solid experience in the monitoring of corporate governance frameworks including experience in establishing and maintaining professional relationships with internal and external stakeholders and other professionals (auditors and risk specialists), demonstrable experience in reporting on business plans and assessing general performance is preferred. A Master’s degree would be an added advantage.
