    Junior Project Engineer (2583)

    MINIMUM REQUIREMENTS:

    • BTech Civil Engineering/BEng / BSc Engineering degree;
    • Candidate Engineer with ECSA (finalizing Engineering report and/or finalized submission); or in the process of submitting to ECSA for registration.
    • 5 years’ SANRAL completed training program: Design, Site & Lab, SCM (internal PMT) and/or;
    • 5 years external post qualification relevant experience.

    WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:

    • Travel as and when required.
    • Driver’s License.

    KEY RESPONSIBILITIES:

    PROJECT ENGINEERING

    • Shadowing Project Engineer and Senior Project Engineer as per requirements in Junior Project Engineer Development Plan.

    Junior Project engineer duties include but not limited to:

    • Management and reporting on spending against approved budget;
    • Involved in annual regional network inspection in identification of projects and assessment;
    • Liaison with Statutory Control division on all statutory requirements including survey and land requirements on projects;
    • Undertakes scoping assessment for projects and prepared draft consultant tender documentation for review;
    • Involved with procurement of projects to meet regional procurement plan milestones;
    • Involved in progress meetings with consultant in assessment and design phase of project;
    • Reviews design reports for various stages of project and obtains comments from regional subject matter specialists and D&C manager;
    • Update cashflows on SAP and various project requirements including project risk assessment on ITIS for design phase;
    • Involved in procurement phase for contractor to meet regional procurement plan milestones;
    • Attend monthly meetings on site and report on progress;
    • Update cashflows on SAP and various project requirements including project risk assessment on ITIS for supervision and construction phases;
    • Ensure site audits are being undertaken with regional audit teams as well as OHS Agent and ECO audits;
    • Engage with stakeholders across project life cycle;
    • Participate in at least one Focus Group.

    Project Manager (2582)

    MINIMUM REQUIREMENTS:

    • B Eng. or B Sc. or B Tech Eng. Degree in Civil Engineering.
    • A minimum of 5 years’ relevant experience in any of the following fields: planning, design, construction, operations and maintenance, project, and contract management of major roadworks.
    • Registered with ECSA as a Professional Engineer or Professional Engineering Technologist.

    WORKING CONDITIONS / INHERENT REQUIREMENTS OF THE JOB:

    • Travel as and when required.
    • Attend Cluster Meetings as an when required.
    • Driver’s License.
    • Work is performed in a combination of office and construction site environment, as and when required.

    Skills and Competency of the ideal candidate:

    • Extensive knowledge of relevant industry standards and specifications, as well as the FIDIC suite of General Conditions of Contract and relevant legislation. The ability to demonstrate attention to detail and solve problems in a timely manner. The candidate should exhibit sound and accurate engineering and project management judgment and work well under pressure. Extensive project management experience in the roads sector post ECSA registration.

    KEY PERFORMANCE AREAS INCLUDE, BUT ARE NOT LIMITED TO:

    Identification of Projects     

    • Participates in the identification and prioritizing of projects using data from relevant management systems, network inspections, and personal knowledge.
    • Based on requirements of the project, prepare annual budget and program.
    • Ensure accurate identification of projects.
    • Ensure effective prioritizing of projects.
    • Ensure correct allocation of project funds.
    • Ensure accurate project scope and realistic timeframes based on relevant requirements.

    Procurement Management 

    • Participates in the procurement processes for the appointment of consulting engineers and contractors as per the Employer’s standard operating procedures for procurement.
    • Prepare relevant tender documentation for appointment of consulting engineers.
    • Prepare relevant tender documentation for construction, in association with the consulting engineer, based on the scope of the project.
    • Attend tenderer’s briefing meetings and site inspections to brief contractors on services required for project.
    • Understands risk identification and analysis in respect of tender evaluations.
    • Understands Pricing Schedules and analysis of tendered rates.
    • Ensure use of appropriate and correct tender documentation as per specifications.
    • Ensure compliance to SANRAL’s procurement policy.

    Project Management

    • Manages both Consultant and Construction Contracts over the full spectrum of SANRAL projects.
    • Visits sites on a regular basis to monitor progress against the project plan.
    • Monitors performance of projects through regular meetings with consultants and contractors.
    • Ensure that appointed service provider conducts regular site audits.
    • Monitors financial performance to ensure the project remains within budget.
    • Prepare monthly forecast of expenditure for each project.
    • Verify fee accounts and payment certificates prior to approval for payment.
    • Review scope of work and potential impact on the budget and request additional funds if necessary.
    • Identify possible hazardous locations of pedestrians and vehicles on network.
    • Monitor transformation targets in terms of targets on construction projects.
    • Identify and manage community development projects.
    • Maintain good corporative governance in terms of risks and audits requirements on projects.
    • Consider innovation in project life cycle.
    • Ensure early identification of problems and mitigation thereof.
    • Ensure effective project and contract management.
    • Ensure completion of projects on time, within budget and conformance with quality standards.
    • Ensure compliance with all technical, financial and quality requirements of the contract.
    • Ensure compliance to terms and conditions of the contract.
    • Understand the Claims process and ensure that Notices, Claims and Engineer’s Determinations are reported to the Chair of the Claims Committee.
    • Understand the Dispute process and the functions of the Dispute Adjudication Board.
    • Ensure effective cash flow management.
    • Identify changes in project scope timeously.
    • Mitigate and report on incidents as and when required.

    Specialist Support   

    • Heads up and/or actively participates in activities of a relevant technical cluster.
    • Shares knowledge and experience with colleagues.
    • Pursue research and best practice.
    • Involved with development and improvement of specifications for SANRAL.
    • Reviewing of Regional Memoranda and contract documentation.
    • Ensure quality service delivery through use of appropriate solutions.
    • Promote SANRAL’s credibility and promote aims and objectives of SANRAL.

    Communication Management

    • Maintains good working relationships with all colleagues in all regions and areas of expertise.
    • Cultivates and maintains good working relationships with key stakeholders, consultants and contractors.

    N2 Program Manager (2442)

    MINIMUM REQUIREMENTS:

    • NQF level 8: Degree in Civil Engineering.
    • ECSA Registration as Pr. Engineer/ Pr. Technologist.
    • 10-15 years’ experience in construction and project management of which 3 years was supervisory experience of a project management team in large civil engineering projects. 
    • At least 5 years’ experience in projects exceeding a budget of R500 million or more.

    ADVANTAGEOUS

    • SACPCMP registration.
    • Experience in road related projects will be highly advantageous.

    TYPICAL WORK DUTIES

    • Monitor and control program cost, schedule, performance, change control, and risk (technical, cost, schedule)
    • Develop program documents that satisfy stakeholder’s requirements and expectations
    • Develop program management plans
    • Direct and manage program execution
    • Perform integrated change control
    • Close or complete the program in a manner that satisfies stakeholder’s needs and expectations
    • Direct the work of the N2 project managers
    • Establish and coordinate improvements to program management processes and procedures for the organization
    • Participate in the strategic planning process and provide input into strategic decisions for organization, unit and strategic partners; assist in developing the strategic vision and goals of the organization
    • Prepare various reports including budget reports and program plans
    • Research emerging best practices and technologies for program and portfolio management
    • Lead the creation of program plans and interact regularly with program sponsors, stakeholders, program teams and others in completion of the work and communicating status
    • Review progress of programs and recommend and support improvement strategies where needed
    • Provide expertise on program management methodology
    • Resolve or assist in the resolution of conflicts and the mitigation of risks within programs and programs
    • May be responsible to provide specialized leadership, direction and oversight
    • May serve as liaison with industry and various other groups to disseminate appropriate information
    • Provide regular program progress updates through reports and presentations to divisional and regional manager

    KEY RESPONSIBILITIES:

    N2 Planning and Design

    In conjunction with the N2 project managers:

    • Prioritizing of projects using data from N2 corridor studies and SIP2 program of projects in coordination with other strategic partners.
    • Based on requirements of the various projects monitor and track annual spending against budgets.
    • Oversee and evaluate designs and specifications for the various work packages in relation to the National Route 2 together with each package project manager.
    • Oversee that the design processes will use cost-effective solutions or that designs developed are according to SANRAL’s policies and specifications.
    • Study and evaluate design reports and drawings to ensure that minimum standards are met.
    • Provide expert opinion and recommend solutions when required.
    • Involvement in planning initiatives with other strategic partners on SIP2 program including Transnet, eThekwini Municipality, KZN Dept. of Transport, developers and other district and local municipalities.

    Project Management & Coordination

    In conjunction with the N2 project managers:

    • Monitor and consolidate Procurement Plan for the various work packages in conjunction with the project managers in relation to:
    • Progress on the various N2 work package,
    • Expenditure and variance on the various projects,
    • Approvals required for variations on projects,
    • Progress on SCM processes for various projects
    • Monitor Project implementation of various projects.
    • Oversee the transition of design to construction phase.
    • Manage, monitor and evaluate construction phase of the various N2 work packages.
    • Project administration.
    • Attend project related meetings and site inspections.
    • Ensure that enquiries are attended to timeously.
    • Monitor the progress on all construction project related to the N2.
    • Track the baseline program against progress of the various packages and report on critical areas on the program needing intervention.
    • Interrogate audit reports and recommend corrective measures where required and mitigating methods.
    • Oversee approval of payment certificates and reconciliation of overall expenditure against budget for the N2 corridor.
    • Work in conjunction with the project managers for the audit plan of the N2 work packages.
    • Work in conjunction with the project managers for the Road Safety plan of the N2 work packages – plan, monitor and implement.
    • Work in conjunction with the project managers in the management of contractual disputes for all projects on the N2 project.

    Communication & Stakeholder Management

    • Liaise with corporate as well as other involved stakeholders.
    • Share knowledge and experience with colleagues.
    • Liaise closely with authorities such as metropolitan councils, city councils and roads authorities.
    • Oversee that all stakeholder engagement platforms are in place and actively contribute to relationship building and maintenance.
    • Implementation and maintenance of stakeholder relationships along the project in accordance to SANRAL Transformation Policy.
    • Work closely with regional stakeholder coordinator.

    Management of Subordinates

    • Manage the key performance areas of directly reporting support staff to ensure the achievement of their agreed objectives.
    • Allocate tasks and ensure that they are performed.
    • Determine the agreed staff objectives and ensure that they are achieved.
