    Specialist Software Programmer (Magix: Fixed Term Contract ) ICT Operations Department

    Purpose of the Job:

    • To apply system solutions to business problems through the design and programming of automated systems. To configure, analyze, design, develop, and maintain in-house developed applications to support business processes and functions. The person appointed to this position will report to the Senior Manager: Applications and Maintenance Support.

    Key Performance Areas:

    • Leverage knowledge of application architecture, databases and development techniques to design technical solutions to satisfy business requirements;
    • Program applications according to specifications and design. The various modules must integrate with business processes. Test the functionality with special data in the development environment. 
    • Demonstrate new functionality and assist users with testing in a test environment;
    • Fix problems with applications and change functionality according to changing business requirements. Work according to the change management procedures of the ICT Department;
    • Develop interfaces and link different components with each other and with workflow;
    • Train users to utilise in-house applications and provide general support to all application related problems;
    • Keep up to date with new developments in the ICT industry (e.g. programming techniques, best practices, etc.) by studying technical manuals and magazines and attending special training.

    Crypto Asset Forensic Analyst Specialist Enforcement Support Department

    Purpose of the Job: 

    • To conduct and guide forensic investigations in crypto-related inquiries, overseeing necessary tasks, analysing transaction data within the financial services industry (financial markets, insurance, collective investment schemes, hedge funds, pension funds and financial and advisory services) Duties will include tracing cryptocurrency transaction audit trails, analyzing public blockchain ledgers to map the flow of funds from wallet to wallet using transaction IDs, addresses, and timestamps. Use forensic tools to identify entities and trace transactions across networks. Take responsibility for regulatory and enforcement action, following from such investigations. The person appointed to this position will report to the Senior Manager. 

    Key Performance Areas:

    • Develop and execute a precise and efficient investigation plan for the crypto inquiry, providing support to the investigation team.
    • Conduct intricate data analysis and deliver comprehensive reports on findings (gathering all relevant, admissible evidence and proper analysis of the evidence).
    • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement meetings.
    • Provide external stakeholders with training and guidance on compliance matters related to cryptocurrency regulations.
    • Ensure compliance with protocols and procedures, including confidentiality and non-abuse of investigation powers.
    • Identify and implement methods to improve efficiency and quality.
    • Collaborate with other investigative teams to integrate data analysis insights into broader investigative strategies and decision-making processes.
    • Monitor and interpret evolving laws, regulations, and industry standards in the cryptocurrency space, producing comprehensive compliance policies and procedures documentation.

    Requirements

    • A Bachelor's degree in finance, accounting, and or computer science. Crypto related certificate courses that are SANS (SysAdmin, Audit, Network, and Security) recognised or Global Information Assurance Certification (GAIC) will be advantageous. With minimum of 5 years’ experience in the crypto asset industry including exposure to cybercrime and open- source intelligence, technical knowledge of investigation techniques, evidence and the functioning of the financial services industry and the financial sector laws will be an advantage.

    Divisional Executive Conduct of Business Supervision

    Purpose of the Job: 

    • To provide strategic and operational oversight of the Conduct of Business Supervision Division ensuring effective frontline supervision of licensed financial institutions, including banks and payment providers, life and non-life insurers, micro- and access product providers, financial advisors and intermediaries, crypto asset service providers and investment providers. The role is responsible for promoting fair customer outcomes and supervising adherence with market conduct and (where applicable) AML/CFT regulatory requirements through proactive and risk-based supervisory interventions. The Divisional Executive leads and guides supervisory teams responsible for monitoring, assessing and addressing market conduct risks and trends across the financial sector, contributing to a safe, fair and trusted financial system in line with the mandate, objectives and strategic priorities of the FSCA. The person appointed to this position will report to the Deputy Commissioner.

    Key Performance Areas:

    • Develop and implement the division’s front-line supervisory strategy, supervisory plan and business plan in alignment with the FSCA’s mandate and strategic objectives.
    • Drive the FSCA’s transition toward proactive, outcomes-focused and risk-based market conduct supervision.
    • Provide strategic insights on emerging conduct risks, industry developments, and regulatory priorities.
    • Contribute to the execution of the FSCA’s strategy as a member of senior management structures.
    • Ensure alignment between supervisory activities and broader regulatory objectives.
    • Lead the coordination and execution of risk-based supervisory activities across regulated entities.
    • Oversee onsite inspections, thematic reviews, supervisory engagements, and monitoring activities.
    • Ensure effective identification, assessment, escalation, and mitigation of market conduct risks.
    • Direct appropriate supervisory responses to significant conduct failures and emerging systemic risks.

    Requirements

    • A master’s degree in law, Public Policy or Risk Management (NQF9). Relevant professional qualification would be advantageous (eg Admitted Attorney, Advocate, Compliance Professional (CProf). At least 13 years’ experience in financial sector regulation, supervision, enforcement, compliance, conduct risk or legal, of which 8 years must be in a senior regulatory and/or front-facing decision-making role. Candidates must demonstrate deep technical knowledge of the functioning of the financial system, with direct and well-established experience in at least three of the key sectors falling within the scope of the Division.

    OD and Effectiveness Specialist Human Resources Department

    Purpose of the Job:

    • To be responsible for optimisation of organisation structure. Acts as a Change Ambassador providing the support and mechanism to implement major changes to the operations of the business. Facilitates team building workshops, exercises, or programs to enhance the cohesiveness of the teams. Conducts job analysis and job profiling. Implement and monitor organisational development plans.

    Technical Product Manager ICT: Technology and Digital Product Development Department

    Purpose of the Job: 

    • The main purpose of this position is to lead the technical execution, delivery, reliability, and continuous improvement of the FSCA’s digital products and technology platforms. The role manages a multidisciplinary technical team and works collaboratively with the PMO, Business Analysts, ICT Infrastructure, Enterprise Architecture, ICT Operations, and Information Security to ensure secure, high‑quality, and cost‑effective delivery aligned with the FSCA’s digital transformation objectives. The incumbent will report directly to the Departmental Head: Technology and Digital Product Development.

    Key Performance Areas:

    • Lead end‑to‑end technical delivery of digital and technology products in alignment with PMO plans, business requirements, architecture standards, ICT Operations, Information Security, and ICT Infrastructure
    • Ensure compliance with enterprise architecture standards, security policies, DevOps practices, and cloud governance
    • Manage the design, build, testing, deployment, and optimisation of:
    • Azure cloud‑based solutions
    • Power Platform solutions (including Power Pages external sites)
    • Microsoft 365 integrations
    • NET applications
    • AI‑enabled services and digital automation
    • Provide technical leadership through coaching, quality assurance, performance oversight, and skills development
    • Own and manage the release pipeline for all digital products and services
    • Prepare, submit, and present release items for Change Advisory Board (CAB) approval and co‑ordinate releases with the Release Manager and Testing Team

    Requisite Technical Capabilities include:

    • Strong expertise in digital product engineering and product‑led delivery models

    • Proven experience with the Microsoft Power Platform (Power Apps, Power Automate, Power Pages, Dataverse)
    • Expert understanding of .NET application development, API integration, and service‑based architectures
    • Advanced proficiency in SQL and relational data platforms
    • Hands‑on experience with DevOps, CI/CD pipelines, and Application Lifecycle Management (ALM)
    • Working knowledge of enterprise and solution architecture principles

    Requirements

    • A BSc or BCom degree in Computer Science, Software Engineering, Information Systems, or an equivalent technical field with more than 10 years’ relevant technical experience, including at least 3–5 years in a technical leadership or management role. Proven hands‑on experience delivering cloud‑based and digital services in production environments. Power Platform developer or architect certifications will be an added advantage.

    Human Resources Practitioner : Human Resources Department

    Purpose of the Job:

    • To provide HR Generalist function and support the HR Department in the successful execution of the FSCA Strategic Human Capital objectives.

    Key Performance Areas (KPAs):

    • Partner with business leaders to ensure alignment of HR outputs with the objectives of the Departments and Divisions
    • Ensure that talent management initiatives of the Departments/Divisions are monitored and discussed with line management 
    • Manage the talent acquisition processes for the Departments/Divisions by coordinating and supporting recruitment and selection processes.
    • Ensure vacancies are filled within agreed turnaround times
    • Oversee onboarding and integration of new employees, including administration of appointments and transfers ensure that off boarding processes are managed timeously;

    Requirements

    • A 3-year National Diploma or bachelor’s degree in human resources management. Exposure in the following fields of HR is a must: recruitment and selection, benefits and rewards, employee relations; performance management and employee wellness. The successful candidate will be required to avail themselves for any projects relating to their scope of work or FSCA in general.
