    Electric Vehicles Workstream Integration Specialist

    Primary Duties and Responsibilities: 

    • Supporting workstream chairs and the JET PMO Technical Coordinator in developing and tracking implementation action plans.
    • Conducting background research, rapid assessments, and technical briefs on NEV and related policy issues.
    • Facilitating communication, follow-up, and issue resolution between the PMO and workstream teams.
    • Supporting the PMO’s quarterly and annual reporting to the JET PMU.
    • Providing secretariat support to ensure well-documented meetings and actionable follow-ups.

    • Your work will enable coherent delivery of South Africa’s NEV roadmap, ensuring policy commitments translate into bankable, investible projects that advance a just and inclusive energy transition.

    Requirements

    • Bachelor’s degree (Honours or equivalent) in engineering, economics, public policy, business management, or a related field.
    • Track record of professional experience in programme coordination, project delivery, or policy implementation - ideally in complex, multi-stakeholder settings.
    • Demonstrated ability to work effectively with either SA Government departments, development finance institutions, or private sector stakeholders.
    • Strong analytical and writing skills, with the ability to synthesise technical and policy information into clear, actionable insights.
    • Proven experience in monitoring, planning, and delivering multi-sector programmes within tight timelines.
    • Familiarity with the energy transition, the auto sector, electric vehicles (EV), and battery value chain sectors in South Africa.
    • Candidates will need to be able to demonstrate valid authorisation to work in South Africa for the full duration of the role.  

    Preferred

    • Experience working in or with public institutions (e.g., DTIC, NT, IDC, DBSA, Eskom, DFFE, or Presidency).
    • Understanding of policy development, regulatory frameworks, or development finance.
    • Strong interpersonal, facilitation, and stakeholder management skills.
    • Highly organised, self-driven, and comfortable operating within evolving institutional structures.

    Health Enterprise Architecture and Health Information Exchange Framework

    Role Summary

    • Palladium seeks a Health Enterprise Architecture and Health Information Exchange Framework consultant to provide technical assistance to the National Department of Health (NDoH) in the implementation of its Digital Health Transformation agenda. This will enable a robust, interoperable digital health architecture that supports equitable access, efficiency, and integration across the national health system. The consultant will assist the NDoH in its process of developing and operationalizing key components of the National Health Insurance Fund (NHIF) digital architecture, governance framework, and enterprise systems.

    Key Responsibilities
    Enterprise Architecture and Strategy

    • Define enterprise-wide digital architecture and technology standards.
    • Develop and refine road maps, modules, and tools for implementation.
    • Provide expert advice on complex architecture and evolving digital health models.
    • Guide technology enablement for digital health business strategies.
    • Define strategic architecture blueprints using TOGAF as a reference framework.
    • Ensure alignment between architecture, technology strategy, and business goals.

    Technical Development and Governance

    • Design and implement Proof-of-Concept projects to validate new architectures.
    • Strengthen the Digital Health Governance Framework, integrating enterprise architecture principles.
    • Support systems development teams with enterprise reference architecture and technical reviews.
    • Engage with global digital health communities to incorporate best practices.

    Key Deliverables

    • Architecture Governance:- Coordinate bi-monthly Architecture Review Committee meetings and documentation.
    • Interoperability and Standards Testing:- Identify required standards and draft an interoperability testing process using Gazelle software.
    • SMART Guidelines & Shared EHR:- Identify points of potential integration of WHO SMART Guidelines into EMR systems and related SEHR design.
    • Normative Standards Framework:- Initiate the development of application use cases for Version 4 of the NSF for Digital Health.
    • Governance Documentation:- Review existing governance documentation to identify required frameworks, policies, and SOPs for digital health governance.
    • National EMR and HIE Advancement:- Provide technical input as requested on interoperability and data exchange between national systems and edge tools (e.g., NHLS lab data, prescription data).

    Qualifications and Experience

    • Advanced degree in Information Systems, Computer Science, Health Informatics, or related field.
    • Minimum 10 years’ experience in enterprise architecture, digital health systems, or ICT strategy within large-scale public or health sector programmes.
    • Demonstrated experience applying TOGAF or similar architecture frameworks.
    • Proven expertise in interoperability standards, digital health governance, and enterprise-level solution design.
    • Strong understanding of the South African digital health ecosystem.

    Provincial Service Centre Technician -Data.FI South Africa Consultant

    Primary Duties and Responsibilities: 

    User Account Management

    • Create and maintain internal and external curator accounts for HIS platforms.Amend user roles at provincial, district, and facility levels.Review and verify stakeholder user status lists; escalate issues as needed.Maintain daily tracking of user access requests and resolutions.Conduct desktop data verification and analysis.Prepare HIS data for audits by the Auditor General of South Africa (AGSA).

    Capacity Building

    • Co-facilitate national HIS training sessions and resolve participant queries.Maintain and update FAQs from training sessions for dissemination.Plan and deliver Master Trainer and End-User training sessions; compile reports.Develop and update training materials for in-person and web-based programs.

    Data Quality and Technical Assistance

    • Support HIS development teams with data cleaning and quality assurance.Address queries and errors identified during data validation processes.Provide datasets in required formats for interoperability and operational processes.

    Technical Support

    • Provide technical assistance to HIS users, including frontline workers and managers.Monitor and resolve helpdesk tickets (OSTicket) within SLA targets.Act as second-tier escalation point; escalate unresolved cases to HIS developers.Provide remote technical support and assist provincial/district HIS champions.Facilitate escalation of hardware-related faults for facilities under warranty.Test and validate new HIS technologies prior to deployment.

    Service Desk Management

    • Supervise 1st and 2nd Tier Technical Support teams.Coordinate strategies for HIS improvements and evolving needs.Conduct performance reviews and identify training needs for service desk agents.Generate daily and monthly reports on service desk performance.Ensure compliance with SOPs and NDoH regulations for system access and security.

    Reporting & Professionalism

    • Attend and contribute to daily, weekly, and monthly progress meetings.Compile and submit comprehensive monthly activity and performance reports.Demonstrate professionalism, integrity, and positive work ethic in all interactions.Participate in NDoH meetings, workshops, and strategic sessions.

    Key Deliverables and Performance Expectations

    • Timely resolution of support tickets within SLA targets.Accurate user account management and documentation.Effective delivery and documentation of training sessions.Contribution to data quality and audit readiness.Compliance with SOPs, data security, and professional standards.

    Required Qualifications:

    • Diploma or 3-year degree in Health Sciences, Information Technology, or related field.Additional qualifications in Health Systems, Development, or Management advantageous.Minimum 3 years in health or related technical field.Proven experience with IT systems or Department of Health Information Management Systems.Practical experience with EVDS, HPRS, MHFL, EMR, or other national HIS platforms preferred.Strong understanding of health information systems and digital health environments.Proficiency in Microsoft Office Suite and helpdesk tools (e.g., OSTicket).Analytical, troubleshooting, and problem-solving skills.Excellent written and verbal communication skills in English.Ability to plan and deliver training for adult learners.Strong interpersonal skills and ability to work collaboratively.Attention to detail and ability to meet deadlines under pressure.

    Workshop Planning and Implementation Consultant - Data.FI South Africa

    Primary Duties and Responsibilities: 

    Schedule and implement workshops: 

    • Ensure that all workshops identified by the NDoH are successfully scheduled with required participants.
    • Track implementation of each workshop and timeously address any issues arising with relevant stakeholders. 
    • Apply relevant financial and accounting requirements in the scheduling and booking of each workshop. 
    • Be on site and on hand during each workshop to manage the processes and ensure the successful recording of each workshop and its outputs. 

    Report on workshops and ensure all agreed outputs are recorded in required formats:

    • Ensure each workshop has a complete financial and administrative record that is audit ready. 
    • Convert all workshop outputs into electronic formats.
    • Ensure each completed workshop has an accompanying narrative report that documents both its process, implementation and outcomes.  

    Key Deliverables

     Workshop documentation:

    •  Provide a complete financial and administrative record for each workshop delivered in line with NDoH and Data.FI South Africa requirements. 

    Workshop reports: 

    • Provide a written electronic record of each workshop in an agreed template. 
    • Collate all outputs for each individual workshop in an electronic format.

    Final report: 

    •  Provide a written electronic report detailing work done and any issues encountered by the end of the contract.

     Required Qualifications:

    • Demonstrated experience in scheduling and implementing workshops for government officials in South Africa. Specific experience with national and/or provincial Departments of Health is desirable.  
    • Proven experience in following and meeting financial and accounting project requirements of the U.S. Government. 
    • Strong understanding of the South African public health ecosystem.
