    JOB SUMMARY

    • The successful candidate will be responsible to provide library and information services to Members of Parliament, staff, and others.

     Your key responsibilities will be:

    • Proactive and reactive provision of information services.
    • Provision of specialized information services.
    • Acquisition of print and electronic library resources.
    • Collection, processing, and indexing. Collection, development, and maintenance.
    • User education and library promotion.
    • Planning and administration.
    • Project management.

     To qualify, you must have:

    • Honours degree in Library Sciences with 2 years relevant experience.

    Content Advisor: Water and Sanitation

    Your key responsibilities will be:

    • Develop a strategic plan for the Committee in conjunction with the Chairperson and other role- players.
    • Determine Committee members' expectations in accordance with the Strategic Plan.
    • Monitor and evaluate the implementation of the strategic plan.
    • Develop and maintain a comprehensive knowledge of the rules of procedure, domestic and international law and practice, particularly in relation to the work of the Committee.
    • Identify areas of work of the Committee where interaction with other Committees and co- operation between the Committees of the two Houses is required and advise the Chairperson accordingly.
    • Co-ordinate the joint planning of the business of Committees of the two Houses.
    • Contribute to the annual report of the Committee with regards to substantive content, outcomes of activities and expenditure of the Committee.
    • Prepare reports in compliance with Parliamentary Services Reporting timeframe and format.
    • Review and ensure the quality and timeliness of all Committee minutes, reports and other products.
    • Prepare and support the Committee for participation in domestic and international engagements.
    • Assist the Committee to process sector Bills, committee oversight and public involvement processes). 

    To qualify, you must have:

    • A relevant Master’s degree with 5 years’ experience of research, content analysis, advisory experience and a demonstrable understanding of national and international policies and legal frameworks in the Water and Sanitation sectors. THIS POST IS SUBJECT TO A 6 MONTHS’ PROBATION PERIOD.

    You must also demonstrate:

    • In- depth knowledge of the water and sanitation and environment disciplines and their interrelatedness

    Language Practitioner IsiNdebele

    Your key responsibilities will be:

    • Translating
    • Hansard reporting
    • Interpreting

     To qualify, you must have:

    • Grade 12 or NQF Level 4 plus Bachelor’s Degree or 3-year national Diploma with isiNdebele as a major or a National Diploma in Language Practice with isiNdebele as a major.
    • At least 3 years’ relevant experience.

     You must also demonstrate:

    • Proficiency in English and isiNdebele
    • Sound communication skills (written and verbal)
    • Sound interpersonal skills
    • Computer literacy (MS Word, Internet, Email)

    Procedural Officer

    Your key responsibilities will be:

    Provision of advice, guidance and support to plenaries of the National Assembly, House Committees and Members Forums

    • Contribute to the effective functioning of plenary sittings including mini-plenary sittings, by providing procedural advice, guidance and support during plenary sittings of the Assembly.
    • Ensure compliance with the Constitution, Assembly Rules and Joint Rules.
    • Prepare documentation required for plenary sittings, house committees and members forums. This may include the drafting of Guides, Minutes, Order Papers and Division Guides.
    • Fulfil secretariat functions for assigned house committees and/or forums.
    • Ensure effective record keeping of meeting artefacts and conveying of decisions.

    Contribute to the creation and review of institutional memory instruments on plenary-related matters

    • Monitor, record, and analyse procedural developments regarding plenary related issues.
    • Prepare write-ups for NA Table Publications including for Procedural Developments and Fact Sheets.
    • Ensure a record of institutional memory instruments is maintained electronically and is accessible.
    • Contribute to the division’s monthly, quarterly and annual reports.

    Processing of Membership matters pertaining to the National Assembly related matters

    • Processes and advises on matters pertaining to the Membership of the National Assembly including the supplementation and review of lists, the publication of reviewed and supplemented lists and the appointment of whips.
    • Maintains accurate records of all membership related matters including updated membership lists of the Assembly.

    Preparation of rulings by Presiding Officers

    • Develops and produces rulings for presiding officers

     To qualify, you must have:

    • Relevant four-year degree / Post Graduate Diploma at NQF Level 8
    • At least 5 years’ experience in a Parliamentary or related environment.
    • THIS POST IS SUBJECT TO A 6 MONTH PROBATIONARY PERIOD.

     You must also demonstrate:

    • Thorough knowledge of Parliamentary processes and procedures and of constitutional framework and relevant legislation
    • Knowledge of political environment.
    • Excellent written and oral language skills.
    • Excellent analytical ability.
    • The ability to work long and irregular hours under sustained pressure.
