    IT Security (User Access Management Domain) (10183)

    Job Purpose

    • To provide identification, authentication, and authorization services to SARS users as directed within the existing information security policies and contracted SLAs.
    • The specific role includes the creation of RACF profiles, which facilitate access to the mainframe applications.
    • The role entails the effective design and implementation of security on the SARS Mainframe systems.
    • This is mainly in the realm of Mainframe user account administration and lifecycle management using IBM’s Resource Access Control Facility (RACF), also known as the z/OS Security Server

    Education and Experience

    Minimum Qualification & Experience Required

    • Bachelor’s degree in Information Technology / Advanced Diploma Information Technology (NQF 7) AND 2 - 3 years' experience in Information Security, of which 1-2 years at functional specialist level.

    • Senior Certificate (NQF 4) AND 5 years' Information Security experience of which 1-2 years at knowledge worker level.

    Job Outputs:

    Process

    • Configuration, administration, of the IAM infrastructure (IBM RACF (Vanguard), SAP (GRC), in area of responsibility according to set standards to ensure 24X7 operations.
    • Provisioning of end-to-end user and administrative account identification services by the creation, termination suspension and re-activation of user access accounts across multiple access control technologies (SAP, Mainframe).
    • Provisioning of end-to-end user and administrative account authentication services by supporting user password creation, resets and password-self-service technologies across multiple access control technologies (SAP, Mainframe).
    • Giving input to risk management principles through risk assessments, risk mitigation proposals, and inputs on various forums including but not limited to change/release management processes, projects, governance initiatives, audit requirements, vulnerability assessments and other processes.
    • To design and develop reports that will provide visibility to line managers in order to manage any risks within their respective areas relating to fraud, prevention of fraud and access to information.
    • To provide input to current/new IT Security strategies, architectures, policies, standard, procedures, SOPs, user training material and guides or other organisational policies which influences IT security to align with business and audit requirements relating to the prevention of fraud or access to information.

    Specialist: Legal Delivery (10102)

    Job Purpose

    • To represent SARS during Legal ADR process, to do presentations to the internal governance committees as well the drafting of legal agreements.  In addition, to provide expertise, advice, and support to develop operational implementation plans and / or associated service delivery processes, by providing a full suite of services of the unit, prepare solutions to new precedents for consideration, and contribute to the resolution of complex issues facing the unit, to continuously enhance service delivery.

    Service Consultant (Beginner) (10321)

    Job Purpose

    • To handle inbound and outbound scripted and partially scripted service requests across tax products from 1 - 2 interaction channels in compliance with SARS policies and procedures by consulting with clients, facilitate query resolution, maintaining taxpayer and trader profiles, registering and de-registering taxpayers, taxpayer education, debt collection up to a civil judgements and outstanding returns, thereby ensuring enhanced service delivery and compliance.

    Education and Experience

    Minimum Qualification & Experience Required

    • NQF Level 6 and above (Relevant National Diploma / Advanced Certificate) in Taxation, Accounting or Finance. The qualification type was made specific to attract candidates with finance/tax/accounting.
    • At least 2 years Customer Service experience.
    • Age criteria – 18-35 years to specifically attract the youth

    Minimum Functional Requirements

    • Must have a basic overview of all taxes (incl. C&E) plus proficiency in PIT with basic knowledge of non-core taxes associated with PIT only (Prov. Tax, CGT, Dividends, Donations, fund Benefits, Estate Duty, Transfer Duty, Withholding Tax on Interest & Royalties)

    • Handle inbound and outbound (scripted service interactions) through 1-2 channels interactions for all tax products, in compliance with SARS policies and procedures. (E-mail, Face to Face, Digital Channels, Virtual, Education and Promotion).
    • Maintain the profile of existing taxpayers, register new taxpayers, code and subsequently deregister taxpayer on SARS core system in order to enhance taxpayer services.
    • Follow-up on non-compliance at an entry level to enhance taxpayer service and improve taxpayer compliance.
    • Receive, sort, register, process, and distribute all documentation to relevant business units, to enhance taxpayer services.
