    M&E Officers (2x)

    Job Purpose

    To lead and oversee the monitoring and evaluation activities of all Soul City Institute GBVF programme interventions.

    Key Responsibilities

    • Ensure the successful implementation and alignment of monitoring and evaluation activities for Soul City Institute GVBF programme interventions and campaigns based on the M and E plan.
    • Develop and report on appropriate indicators and track progress against targets.
    • Conduct data quality audits internally and with partner organisations where required.
    • Disseminate results from evaluation studies where required.
    • Conduct training on monitoring and evaluation for Soul City Institute staff and l partners when required.
    • Participate in the monitoring and evaluation processes with partners from the NGO, government and academic sectors.
    • Keep abreast of national and international monitoring and evaluation techniques and integrate such into the organisation’s monitoring and evaluation systems to enhance the effectiveness thereof.
    • Contribute to the donor and board reports.
    • Manage field-based data collection activities ensuring timeous, accurate and complete reporting.
    • Contribute to the preparation of the annual M and E budget.
    • Develop the capacity of the Community Based Organisations to ensure that they have the necessary knowledge and skills to perform their functions optimally.
    • Prepare reports as and when required.
    • Prepare and deliver presentations at relevant forums and meetings.

    Qualifications and Experience

    Minimum requirements

    • A post graduate qualification or an equivalent qualification in social sciences, research, public health or epidemiology.
    • Experience in monitoring and evaluation of health-related projects and programmes.
    • At least 3 - 5 years’ experience in monitoring & evaluation
    • Experience in data analysis of health-related data using appropriate software such as SPSS or STATA 8;
    • Experience at an M&E officer level will be an added advantage.

    Additional requirements (advantageous but not essential)

    • Experience in writing and presenting papers at national and global conferences.
    • Experience in social and behaviour change communication; and
    • Training/teaching experience.

    Competencies

    • Sound knowledge of public health.
    • Sound project management skills and understanding of project management processes and methodologies.
    • Able to analyse and evaluate data and information.
    • Excellent report writing skills.
    • Excellent interpersonal skills.

    Social Mobilisers - Limpopo - Waterberg District (Thabazimbi Municipality)

    Job Purpose

    The Social Mobilisers will be responsible for supporting the Programme Coordinator to implement the GBVF response in SIOC-cdt beneficiaries' communities in Limpopo and Northern Cape aimed at combating Gender-Based Violence and Femicide (GBVF).

    Key Responsibilities

    • Work with the project coordinator to implementing the GBVF response grant.
    • Implement the recruitment and registration of Rise Young Women’s clubs and provide club fieldwork support.
    • Implement Raising Voices coalition advocacy with provincial and local government.
    • Collect attendance registers and registration forms from clubs.
    • Distribute relevant tools to clubs.
    • Ensure that clubs allocated to them meet weekly and report their attendance appropriately as required by Soul City
    • Develop monthly/quarterly club activities in consultation with Programme Officer Weekly face to face and remote coaching sessions twice a month with RISE club members
    • Documentation of all coaching session and other club activities
    • Identify challenges faced by club that may impact on the participation in the programme and identify appropriate interventions to mitigate dropouts.

    • Prepare and submit monthly progress reports.

    Stakeholder Management

    • Identify key stakeholders who can contribute to meeting clubs’ objectives.

    Project Coordinators - Limpopo - Waterberg District (Thabazimbi Municipality)

    Job Purpose

    Key Responsibilities

    • Identify diverse community-based organisations to partner with for innovative campaign execution.
    • Oversee Social mobilisers and other service providers/suppliers in the province in accordance with the terms and conditions of their relevant contracts.

    Conduct community mapping and ongoing intelligence gathering for project risk and opportunities.

    •  In consultation with the Grant Implementation Manager, develop and implement project plans for the training and fieldwork activities required to support Community Based Organisations and/or Rise Young Women’s Clubs in the province.
    •  Facilitate trainings and dialogues for projects in the province and districts.
    • Co-ordinate the logistical support required for the implementation of training, fieldwork and monitoring activities in the province.
    • Develop and implement distribution plans for Rise Young Women’s Clubs programmes.
    • Monitor the distribution of materials to Rise Young Women’s Clubs in the province.

    Coordination of Provincial projects

    • Represent SCI in provincial forums relating to SCI provincial work.
    • Run community dialogues where appropriate.
    • Train communities in the province where appropriate

    • Work with the M&E unit in the development and implementation of a monitoring plan (including visits) for the province.
    • Collect and collate data and reports from CBOs and Social Mobilisers.
    • Prepare monthly reports on training, fieldwork, and monitoring activities in the province.
    • Prepare and deliver presentations at relevant meetings and forums.
    • Ensure that Social Mobilisers have the relevant data collection tools: attendance registers, dialogue and training reports and evaluation forms and other relevant tools which the M&E team will provide as and when required.
    • Ensure that data collected is captured correctly and it meets the required M&E standards.
    • Capture visual and audio footage of various activities.

    Relationship Building and Management

    • Maintain relationships with all relevant stakeholders at provincial and district levels.
    • Develop, strengthen, and sustain strategic partnerships and alliances with key government departments and other stakeholders in the province that are critical for the success of the programme.
    • Keep abreast of developmental changes in the province and gather intelligence to ensure the programme stays relevant to the provincial context and meets best practice standards.
    • Attend meetings with government and other key stakeholders and give verbal and written feedback.
    • In consultation with the Grant Implementation Manager prepare, deliver, and represent Soul City in various meetings and forums.
    • Project Cycle Management
      • In consultation with the Grant Implementation Manager, develop and present programme presentations where required for both internal and external stakeholders.
      • Co-ordinate relevant workshops and generate workshop reports.
      • Prepare and submit monthly reports.
      • Administration and project planning.
      • Maintain and grow the youth programme’s sourcing opportunities to extend the brand with various stakeholders.
      • Provide the necessary administrative support and assistance for the implementation of the youth projects at provincial and district levels.

    Financial Management

    • Co-ordinate the receipt, checking and submission of invoices to the provincial manager in order to facilitate timeous payments.
    • Assist with the procurement, and payment of service providers/suppliers.
    • Comply with all financial policies and procedures (including procurement).
    • Undertake spending with regard to value for money and ensure that service provider pricing is competitive.

    Human Resources Management

    • Participate in the recruitment of provincial fieldworkers and service providers.
    • In consultation with the Grant Implementation Manager, identify own training and coaching requirements to achieve optimal performance.
    • Represent the organization at provincial and district levels with a high level of professionalism, efficiency, and ethics.
    • Comply with all HR policies and procedures.

    Qualifications And Experience

    • A 3 year diploma, a degree or an equivalent qualification in communication, education, health, public health, social science or social work.
    • At least 3 years’ experience in the health and/or development sector.
    • Experience in developing educational materials would be an added advantage.
    • Experience and understanding of children sector issues is essential.

    Competencies

    • Knowledge of all legislation relevant to children’s issues i.e. the Child Protection Act, The Constitution of South Africa, etc.
    • Knowledge of the edutainment development process would be an added advantage.
    • Advanced proficiency in MS Office - including word, Excel, PowerPoint and Outlook.
    • Excellent English verbal and written communication skills.
    • Communication skills in other South African languages would be an added advantage.
