    Administrative and Program Support–OneBadge Coordinator [USEFM - U.S.Citizen Eligible Family Member]

    Job  Description

    • The Administrative and Program Support OneBadge Coordinator position provides administrative, data analysis/report, program/project coordination, and management in support of the Post’s OneBadge program and the Regional Security Office (RSO). In addition to administrative and program support, this position provides cleared escort responsibilities. This position primarily supports the OneBadge program, but also addresses short-term OMS/OMA staffing gaps, ad-hoc projects, and/or short-term workload increases in the Regional Security Office.
    • This is a full-time position. Post DRSO supervises the position, but the incumbent will work closely with the Human Resources Office in support of the OneBadge program.

    Requirements:
    EXPERIENCE:  

    • Three years of office administration and management experience is required.

    Education Requirements:

    • Completion of two years post-secondary education is required.

    SKILLS AND ABILITIES:

    • Knowledge of office management and core tools such as the core Microsoft Office Suite (Outlook, Word, Excel, PowerPoint SharePoint) and computer literacy (keyboarding, internet searches), in order to perform assignment and do basic troubleshooting on information technology issues.

    Accounts Payable Technician / Alternate Cashier - All Interested Applicants / All Sources

    Job Description 
    The Voucher Examiner / Alternate Cashier works in the Regional Financial Management Office and reports to the Supervisory Voucher Examiner/Certifying Officer when serving in the capacity as Voucher Examiner, when serving as Alternate Cashier, the position received direction from the SFMO and/or DFMO.  The incumbent audits, reviews and examines difficult and complex multi-source funded contracts, grants and cooperative agreement payment documents for goods and services relating to multiple agencies project / program, general activities, operating expenses, international and entitlement travel vouchers, and USDH benefit and allowance payments.  This includes vouchers, invoices, advance requests, and advance liquidations in US dollars and local currencies from multiple countries.  The incumbent is responsible for operating CGFS Global Financial Management Systems and information security to a level of “Separation of Duties, “Individual Accountability” and “Need to Know” as defined in the relevant Foreign Affairs Manuals and Handbooks.


    The incumbent serves as the alternate Principal Class "B" Cashier at post responsible for the full range of cashiering duties in support of multiple federal agenci0es at post, including management of USD and foreign currency accountabilities. The Incumbent is to perform duties in compliance with USG regulations and ICASS service standards. The incumbent will not have their own accountability and will take on the CLASS-B Cashier’s accountability and/or have a permanent Alternate Cashier Advance, when executing this role.


    Qualifications and Evaluations
    Requirements:

    EXPERIENCE:  

    • Three years' experience in any of the following financial disciplines: accounting, debtors, creditors, voucher examination with at least one of these three years’ experience in cashiering is required.  

    JOB KNOWLEDGE:  S/He communicates both orally and in writing with contractors, cooperative agreement holders, staff, and vendors to provide guidance, interpret examination requirements and, when required, request additional information regarding proposed payments.

    Education Requirements:
    Two-year diploma / certificated course in accounting, business, finance is required.

    Evaluations:
    LANGUAGE:  Fluency in English - written/spoken is required.  (This will be tested).


    SKILLS AND ABILITIES:  A strong working knowledge of computer spreadsheet software and accounting systems. Intermediate knowledge of MS Office applications Word, Excel, Outlook, SharePoint is required.

    Registered Nurse - All Interested Candidates / All Sources

    Duties
    The incumbent serves as the post’s nurse with responsibilities that include the medical care of Mission employees and eligible family members under MED approved clinical guidelines, as well as maintenance and inventory of all medical equipment and supplies, implementation of a robust vaccination program, administration of group and individual health education programs, and medical emergency contingency planning for the Mission.  The incumbent will work in the Medical Unit under the direct supervision of the Regional Medical Officer (RMO) or Medical Provider (MP).


    Qualifications and Evaluations
    Requirements:
    EXPERIENCE: 

    • A minimum of two (2) years of post-qualification work as a professional nurse is required. 


    JOB KNOWLEDGE: 

    • The incumbent possesses critical-thinking skills and comprehends MED’s policies and procedures regarding medical evacuations, hospitalizations and insurance reimbursement methodology. 
    • Must maintain current knowledge of local and regional medical services that can provide care for all acuity levels, including betted specialists and hospitals. 
    • Is a resource for arranging the best method to transport critically ill patients and maintains a working relationship with transport facilities.

    Education Requirements:

    • Degree (RN Level) in Nursing or Diploma/Certificate equivalent from an accredited School of Nursing. 
    • Must possess and maintain a valid nursing license or a current unrestricted Registered Nursing license from the host nation, country of origin, or the U.S

    Youth Exchanges Coordinator - All Interested Applicants / All Sources

    Job Description

    • The youth Exchanges Coordinator works under the direct supervision of the EV Specialist or Public Affairs Officer (PAO) designee.  The position has no supervisory responsibilities.  Coordinates the Embassy's exchange programs for youth and communities that are not included in traditional U.S. diplomatic engagement, such as civil society groups and populations vulnerable to extremist appeals.  The incumbent also serves as Education USA academic advisor to promote higher education study opportunities in the United States.


    Qualifications and Evaluations
    Requirements:

    EXPERIENCE:  

    • A minimum of three years of progressively responsible experience in a multilingual, multicultural, or multinational work environment is required, with project management, marketing, public relations, communication, or education duties as a significant part of the job.                              

    Education Requirements:

    • University degree in international relations, communications, business, public relations, American Studies, intercultural or multicultural studies, is required.

    SKILLS AND ABILITIES: 
    Analytic Skills:  Must have strong analytic skills and the ability to conceptualize how best to use PD tools to move South African attitudes in positive ways.  Must be able to advise senior leaders of opportunities to promote Mission objectives through exchanges to and from the United States; identify, analyze, predict, and continually assess EV audience attitudes; and evaluate the impact of projects and modify approaches for best outcomes.  Must be able to perceive the emergence of new influencers and adjust operations and programming accordingly.
    Communication/Interpersonal Skills:  Must have excellent customer relations and interpersonal cross-cultural communication skills and be able to identify and engage key figures critical to shaping local public opinion.  Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, and writing reports and contributing material for publication in English and local language; must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures.  Must be able to brief on a variety of issues and interpret informally between English and local language for public programs.
    Management Skills:  Strong management skills are required, including the ability to develop and oversee project budgets and organize, run, and present professional and exchange projects such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps.  Must be able to negotiate agreements with partner institutions and manage their fulfillment.
    Technical Skills:  Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required.  Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word, Excel, graphic design and photo editing software, and PD-specific software, databases, and reporting tools, is required.  Must be able to use social media and mobile platforms, photo and video sharing sites, podcast creation, and basic photo and video tools.  Must have good numerical skills to develop and manage projects and monitor grant budgets; must be able to develop descriptive statistical analysis of target audience segments and impact EV exchanges activities and initiatives.


    Availability: Must be available to travel throughout South Africa to support EV projects and activities.


    Proficiency in the use of Microsoft Word and familiarity in the use of Microsoft Excel is required.
