Requirements:

• R120 000 per annum (All inclusive)
• 2 years' internship contract
• The appointment will be in accordance with the Conditions of Service of Ehlanzeni District Municipality
• Grade 12 plus a National Diploma in Internal Auditing, (an Advanced Diploma / BTech in Internal Auditing will be an added advantage), Computer Literacy (MS Office Packages MS Word, Excel, and PowerPoint).
• A general knowledge of the (Global Internal Audit Standards (GIAS), Developments in Local Government's finances and Corporate Governance, Good Interpersonal Skills; Good Written and Oral Communication Skills.
• The incumbent will primarily be trained and required to assist in the following roles:
• Perform internal audit tasks as per audit program; report to the Chief Audit Executive on the implementation of the internal audit plan on matters relating to:
• The internal audit; internal controls; accounting procedures and practices; risk and risk management; performance management; loss control; execution of council resolutions and compliance with the MFMA and any other applicable legislation.
• Examine and review the reliability and integrity of financial and operational information and the means used to identify, measure, classify and report this information;
• Examine and review the systems established to ensure compliance with policies, plans, procedures, laws, regulations, and contracts that could have an impact on the overall operations and reporting to the council; Examine and review the system of internal controls for safeguarding assets of the municipality; Periodically verify the existence of property and equipment assets of the municipality;
• Evaluate the economy and efficiency with which the municipality has utilized resources;
• Review the operations and programmes of the municipality to ascertain whether the results are consistent with established goals and objectives

• REMUNERATION: All-inclusive remuneration Category 5 package between (Minimum) RI 379 607 (Midpoint) R1 632 671 (Maximum) R1 834 374 as per Government Gazette No. 50737 of 30 May 2024.
• DURATION: The appointment will be a fixed term contract from the date of appointment of the remaining 5-years and will not exceed a period of 1 (one) year after the election of the next council. The successful candidate will be required to sign an employment contract before commencement of duty, a performance agreement and disclosure of financial interest.

MINIMUM REQUIREMENTS:

• Bachelor's degree in Public Administration/Political Science/Social Sciences/Law or equivalent.
• A postgraduate degree would be an added advantage.
• Compliance with the minimum competency levels as prescribed by the Government Gazette No. 29967 of 15 June 2007 is essential.
• A minimum of five (5) years' experience at senior management level, preferably in Local Government.
• Extensive experience in financial management, policy development and management, strategic planning and implementation, programme management, monitoring and evaluation, and reporting on service delivery.
• Valid driver's license.

KEY PERFORMANCE AREAS:

• As Head of administration and Accounting Officer, the incumbent will be responsible for carrying out all the duties of the Municipal Manager as contained in section 55 of the Municipal Systems Act 32 of 2000.
• Implement the municipality's integrated development plan and monitor its progress in terms of implementation. Responsible for the formation and development of an economic, effective, efficient and accountable administration.
• Manage the municipality's administration in accordance with the Municipal Systems Act (MSA) and other applicable legislation. Manage the provision of services to the local communities in a sustainable and equitable manner.
• Appoint staff other than those referred to in terms of Section 56 of the MSA, subject to the Employment Equity Act 55 of 1998. Ensure effective utilization, training and discipline of staff.
• Provide sound and strategic advice to political structures and political office-bearers of the municipality. Manage communication between the municipality.
