    Junior Firefighters X4 (Permanent)

    Duties:

    • Responding to fires, rescues and related emergency and non-emergency humanitarian incidents.
    • Responding to incidents involving hazardous substances. 
    • Extricating and/or releasing casualties and carrying out emergency operations as directed by the level of authority. 
    • Resuscitating and treating injured persons and carrying out emergency operations as directed by next level of authority.

    Superintendent: Networks Worcester & Rawsonville (Permanent)

    Superintendent: Court Services (Permanent)

    Job Purpose: 

    Responsible for the coordination and utilization of personnel in the Court section in order to ensure the effective functioning of the section and its processes.

    Duties: 

    • Ensure proper functioning of the Traffic Contravention Systems. 
    • Ensure that all accused are being prosecuted for the correct offence in terms of the National Road Traffic Act, TCSP guidelines, Municipal bylaws and National Transportation Act. 
    • Ensuring continuous supply of Section 341 and Section 56 notice books as well as other Court Section related documents. 
    • Ensuring that court documents including the court role, warrant of arrest registers, control documents, speeding and red-light violations camera cases adhere to legal requirements. 
    • Recommend reduction/withdrawal of fines after consideration of written representation from the public to the immediate superior. 
    • Consult with Clerk of Court regarding warrants of arrests and Section 56 and Section 54 notices. 
    • Responsible for archiving of documents as per Archiving Act. 
    • Monitoring/reviewing capital and operating expenditure of the Section and implementing various checks and balances with a view to identifying, investigating and notifying the immediate superior/line manager of variances and outcomes. 
    • Exercising expenditure control over line items on the budget and analysing resource requirements against project scope and time frames with a view to optimising utilisation and achieving cost effectiveness. 
    • Communicating to the immediate superior through the verbal and written mediums statutory and procedural requirements for adoption and compliance. Inspecting work sites and/or conducting observations of work sequences and determining extent of awareness and/or the need for corrective/remedial measures. 
    • Consult with Public Prosecutors, Magistrates and the Department of Public
    • Prosecutions regarding legislative guidelines and the National Road Traffic Act. 
    • Advise the public on interpretation of the National Road Traffic Act and Criminal Procedure Act as well as guidelines from the Prosecuting Authority. 
    • Liaise with service providers and other Traffic authorities within the region. 
    • Monitoring attendance/conduct and output and addressing deviations from agreed performance indicators through meetings/counselling and/or other approved methods designed to improve and motivate personnel.
    • Leading and managing staff in the Section to ensure that they meet their career objectives and the
    • Directorate’s objectives in line with Council’s requirements and resource constraints. 
    • Checking details of transactional documentation prior to approving and submitting for further processing. 
    • Compile a report for contempt of court and request the payment from the Supply Chain department. 
    • Formulating responses to correspondence and enquires from the public, internal requests, etc., referring to work schedules/programmes and management resolutions. 
    • Monitoring and collecting statistical information on accidents and forwarding to the immediate superior to ensure the availability of adequate management information for inclusion into specific agendas/reports. 
    • Ensure a safe working environment, promote a healthy workforce and to ensure the safety of the community.

    Minimum Requirements:

    • Grade 12
    • National Traffic Diploma
    • Diploma in Metropolitan and Traffic Policing (Institute for Traffic Officers 3) or 2nd year B Tech in Municipal
    • Traffic and Policing or relevant NQF 6 Level qualification

    Small Plant Operator X4 (Permanent)

    Job Purpose:

    • Undertakes general manual labour activities associated with maintaining roads and stormwater infrastructure in accordance with laid down instructions to support acceptable standards of service delivery.

    Duties:

    • Supporting the Supervisor with the placing of pre-cast concrete products (e.g. kerbs, pavers, etc.), cleaning and preparing potholes for filling and laying and compacting materials (e.g. crusher run, asphalt, etc.) using handheld tools (e.g. hand-stamper, spade etc.).
    • Operate and drive small plant machinery and equipment during maintenance operations and construction of tar roads/streets, gravel roads, bridges, sidewalks and stormwater systems.
    • Removing debris/ rubble, grass cuttings, foreign articles and clean worksites, identified areas within road reserve and stormwater infrastructure.
    • Undertake general tasks and operate small plant and equipment during road works, stormwater drainage and road maintenance.
    • Cleans vehicles, tools and attends to the storage and care of cleaning tools.
    • Ensuring that the small plant equipment is kept in a neat and tidy condition.
    • Informing the immediate superior when the small plant equipment is due for service.

    • Responsible for the safe keeping and maintenance of tools and equipment.

    Operator/ Driver (Digger Loader) (Permanent)

    Job Purpose:

    • Operation of heavy mechanical plant and or specialized vehicles during parks and cemeteries, solid waste, roads and storm water, water & sewage and electricity maintenance activities and performs tasks/activities associated with the transportation of material/equipment and personnel to and from sites.

    Duties:

    • Communicating with the immediate superior on site and confirming requirements/ specifications.

    • Operate the front-end loader to execute timely solid waste duties.

    • Controlling the utilization of covering materials in the process of covering dumped waste according to the prescribed specifications.
    • Dig trenches and open broken water pipes, power cables, sewerage pipes and storm water channels.
    • Referring to work schedules and registers to correct deviations in entries raised during processing.
    • Execute gravel fillings, asphalt at tar roads.
    • Level and cleaning the surface at the cemeteries.
    • Submitting all completed vehicle Log Sheets to the immediate superior for authorisation.
    • Adhere to Health and Safety in terms of Council`s Occupational and Health policy.

    Minimum Requirements:

    • Grade 8
    • Valid Digger Loader Operator Certificate
    • Valid Code B driver’s license
    • 2 years relevant experience.
    • Good machine operating skills
    • Proficient in at least two (2) of the three (3) official languages in the Western Cape

    Handyman: Mechanical Workshop (Permanent)

    Job Purpose: 

    • Performs specific mechanical activities supporting the colleagues and immediate superior during the maintenance and repair of plant and vehicles, removing and replacing worn-out/ punctured tyres, defective components, loosening and fastening bolts, flushing and cleaning engines, attending to, and/ or holding parts, clamps and tension springs in place during the replacement of brake linings, hoses, gaskets and covers and conducting audio-visual inspections and reporting on the operating functionality of specific devices.

    Duties: 

    • Communicating with the immediate superior and establishes Specific servicing or repair requirements and/ or sequences to be applied in connection with specific repairs. Attending to replacement worn or damaged bearings and bushes, reinstalling repaired or new parts (Switches and gauges). 
    • Checking oil levels, electronic components, and breaking devices and/ or replacing defective parts. 
    • Checking the operating functionality of safety and warning devices (headlamps, turn signals, wiper blades, hooter, etc.) and attending to the replacement of defective parts.
    • Flushing water systems and replacing anti-coolants and/ or cleaning and removing blockages or other forms of debris from inlets/ outlets restricting flow of fluid/ lubricants to movable parts and/ or replacing broken/ defective pipes. 
    • Removing and replacing gaskets, seals, v-belts, and bearings and/ or attending to the lubrication of movable parts. 
    • Removing and replacing defective tyres.
    • Cleaning and/ or replacing air, oil and dust filters and/ or replacing hose clamps, screws and protective covers. 
    • Repair small plant appliances. Cleaning work-bays using pressurized cleaning systems. 
    • Placing and stacking tools in allocated positions according to size and type references.
    • Removing and isolating defective parts and components from the workshop area. 
    • Carry out pre trip inspections and report any problems to the immediate Superior. Attend to breakdowns and tow in vehicles.

    Minimum Requirements:

    • Grade 10
    • 2 years’ relevant experience.
    • Other Requirements:
    • Valid Code EC Driver’s License + PrDP.
    • Fluency in at least (two) 2 of the three (3) official languages of the Western Cape

    Chief Laboratory Analyst (Permanent)

    Job Purpose: 

    • Manages the implementation, monitoring, evaluation and reporting sequences of outcomes associated with plans and programmes designed to accomplish key service delivery objectives and statutory requirements related to laboratory services associated with wastewater treatment/ drinking water treatment plants, river/landfill site and industrial effluent monitoring in order to ensure the provision of a healthy environment conducive to and supporting a better quality of life in the municipal area.

    • Plans, prioritises and schedules the installation and repair/maintenance of electrical metering projects and quality of supply.
    • Performs activities associated with procurement and co-ordinates the administration of contracts for laboratory goods and services.
    • Coordinate and control that the inventory of the chemical store in terms of usage of consumables and coordinate and control the procurement of depleted stock.
    • Performs specific activities associated with the collection, testing and recording of samples.
    • Performs specific procedural applications to ensure quality laboratory services.
    • Co-ordinates and conducts training courses based on relevant laboratory topics and functionalities.
    • Co-ordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality.
    • Coordinating of Air Quality Monitoring within jurisdiction of Breede Valley Municipality.
    • Adhere to health and safety regulations in terms of OHS Act.

    Minimum Requirements:

    • Relevant 4-year tertiary qualification preferably in Analytical Chemistry, Chemical Engineering, Microbiology, Environmental or other related Science qualification.
    • Registration with SACNASP as Pr.Sci.Nat.
    • Computer literacy: MS Office.
    • 2–5 years of relevant experience post professional registration or 2-5 years post graduate research experience (i.e. MSc research Thesis).
    • Code B Drivers’ license.
    • hSound mathematical and laboratory skills.
    • Ability to give attention to detail.
