    Head: eLearning Library Application & Services Extension

    Minimum Requirements: 

    • Matric Certificate plus Four (4) year tertiary qualification - B.Bibl /B.Inf /B.Tech LIS /Degree plus Post-graduate Diploma in Library and Information Science (PDGDLIS) at NQF level 8; 
    • Registered member of LIASA; 
    • 7 – 9 years’ experience in a senior management position within public library services. 
    • 5 years professional experience relating to planning, development and specialist library services; 
    • Code 8 driver’s license. 

    Primary Function:

    • Plan, lead, direct, control and monitor the eLearning, Library Applications and Extension Services function to ensure the ongoing extension, development and improvement of library service, facilities collection and staff skills through the alignment of policies, strategies, procedures and standards as well as the delivering of reading development programmes, the promotion of library service and the provision of support to the Director: Library and Information Services with regard to the performance areas and service delivery objectives of the Library and Information Services Directorate (LIS) and the department. 

    Key Performance Areas: 

    • Contribute to the development of the Directorate and department’s strategic planning process; 
    • Lead the sub-directorate tactical planning process; 
    • Ensure sound financial planning and budgeting process for the sub directorate; 
    • Lead and facilitate the sub directorate demand planning process; 
    • Lead and facilitate the directorate performance management planning process; 
    • Lead and manage the development of the sub-directorates Personal Development Plans (PDP) process; 
    • Ensure effective and efficient sub directorate functions, processes procedures, systems and policies; 
    • Ensure effective and efficient procurement management in line with Supply Chain Management processes, legislative, regulatory and policy framework; 
    • Provide sound leadership for the achievement of the sub-directorates objectives; 
    • Direct the rendering of the eLearning Library Application and Extension Services operation in line with applicable processes, policy and procedures; 
    • Implement good governance and effective risk management systems; 
    • Ensure effective control of the sub directorate Human Resources; 
    • Ensure effective Financial Resource control; 
    • Ensure effective directorate Assets Management and Control; 
    • Establish and maintain strategic relationships with key stakeholders through engagement planning, regular communication, compliance and outcome monitoring to support sub-directorate objectives; 
    • Ensure effective management of specific administrative and reporting requirement associated with the sub-directorate and individual performance.

    Deputy Director: Modelling and Economics

    Minimum Requirements: 

    • Postgraduate Degree with either Economics and Statistics or Econometrics (NQF level 7), Masters will be an added advantage; 
    • 7 - 9 years’ experience in policy research and statistical modelling. At least 3 years’ middle management experience in managing research projects and a proven track record of successful completion of such projects. Experience in setting up and managing, monitoring, and evaluating systems for the public sector. Experience in business intelligence, data analysis, interpretation, and reporting on socio-economic statistics and macroeconomic trends; 
    • Significant experience in data analysis and modelling and/or econometric techniques and familiarity with South African sub-national data – province, municipal, and sub-municipal; 
    • Experience of working on regional and local economic development issues; 
    • Sound knowledge of research techniques; 
    • Experience in preparation of high specification data-driven interpretative economic reports and publications; 
    • Significant insight into survey data and data collection techniques; 
    • Experienced user of Microsoft Excel in data analysis and presentation, and experience in the use of industry standard software for statistical analysis, database development, spatial mapping, or economic modelling – examples include: STATA, EViews, GIS, ArcView, RStudio, GAMS, or other CGE modelling software; 
    • Ability to work accurately under pressure and to tight deadlines; 
    • Self-management skills. 

    Primary Function: 

    • To support City economic development planning and strategy formulation and related research and stakeholder engagement activities, to lead database development and data acquisition, economic and data modelling, statistical analysis, and reporting on the socio-economic and economic context and performance of the economy of the City of Johannesburg. 

    Key Performance Areas: 

    • Develop an execution strategy and plan for the sub-unit using the strategy planning framework and process of the Department in order to provide input into the Strategic Planning of the Department. 
    • Lead high-quality and relevant economic development research by providing forward-looking economic policy advice and acting as an advisor to the Chief Economist of the Department of Economic Development (DED) on economic issues. 
    • Lead and design, development, and maintenance of a database of socio-economic, economic data, and City service delivery performance information relevant to economic development and related strategic planning in the City. 
    • Provide quality reporting and monitoring on the functions and performance of the Staff & Governance of the Sub-Directorate, which are factual, accurate, complete, timely, and are in line with the City’s requirements. 
    • Maximise the productivity of staff by optimizing the effectiveness of its employees in order to enable the achievement of the objectives of the Directorate and manage the human resources thereof. 
    • Maximise the productivity of Logistics by optimizing the effectiveness of its employees in order to enable achievement of the objectives of the Sub-Directorate. 
    • Build and maintain strong relations with internal and external business units, City entities, key stakeholders (Private Sector), and peers to ensure all appropriate economic development issues are incorporated within the City’s plans and strategies. 
    • Comply with all relevant legislative frameworks, including the City’s Code of Ethics, and manage and mitigate risk effectively.

    Deputy Director: Nodal Economic Development

    Minimum Requirements: 

    • Matric plus a Degree in Development Economics, Business Development, Development Planning, Town and Regional Planning, or Development Studies/any related discipline (NQF 7); 
    • 7 – 9 years in Economic Development Facilitation or Development planning environment; 
    • At least 5 years of experience in local government and/or public sector; 
    • Relevant experience in the formulation of nodal economic development plans and economic precinct plans; 
    • Experience in managing the implementation of large-scale projects; 
    • Knowledge of economic indicators relative to international, national, provincial, and local government trends; 
    • Advanced Project Management and familiar with applicable project management tools; 
    • Strong liaison, report writing, and presentation skills; 
    • Strong stakeholder relationship management; 
    • General Human Resources Management and Networking experience. 

    Primary Function: 

    • To direct, lead, and manage the implementation of area-based economic growth and development programmes throughout the City of Johannesburg to facilitate sustainable Nodal and area-based economic development. 

    Key Performance Areas: 

    • Planning to ensure that the strategic direction of the directorate and more specifically the sub-directorate function aligns to support the broader strategic direction of Economic Development; 
    • Nodal economic profiling to promote economic growth, spatial transformation, and sustainable livelihoods; 
    • Driving and championing Regional Economic Development Plans/ Programmes 
    • Implementation and monitoring to build economic competitiveness of the regions within the City’s economy; 
    • Stakeholder management to build and maintain strong relations with internal and external business units, entities, key stakeholders, and peers; 
    • Performance management to drive a high-performance culture by taking accountability for an effective and well-articulated performance management process; 
    • Human Resources management to ensure efficiency and prudence in the work of the directorate; 
    • Asset and resource (materials and tools management) to manage the operational assets and resources in line with the legal framework or policies and procedures of the City; 
    • Governance and risk to mitigate the risks associated with the operations in line with the legal frameworks, policies, and procedures of the City.

    Director: Integrated Regional Economic Development

    Minimum Requirements: 

    • Matric Certificate plus a Bachelor’s Degree in Development Economics, Development Studies, Town/Urban and Regional Planning, or a related field at NQF level 7; 
    • Professional registration in Town and Regional Planning is a basic requirement; 
    • Minimum 10 years’ experience in regional economic development, spatial planning, or economic transformation, including 5 years in a senior leadership role. Expertise in the establishment and operationalization of SEZs, industrial parks, and sector-specific economic clusters. 
    • Demonstrated ability to develop and package technical proposals, business cases, and implementation plans for complex economic development infrastructure projects. Experience in driving catalytic projects across multiple sectors and economic corridors. 
    • Effective written/verbal communication and organization/analytical skills; experience recording/writing detailed technical data and reports will be a plus. Excellent working knowledge of public sector strategies and developmental imperatives. 
    • Minimum Code 8 Driver’s license. 

    Primary Function: 

    • To direct, lead, and manage the development of integrated regional economic plans that align spatial planning with economic intelligence to enhance the city’s economic competitiveness. This includes the identification, development, and implementation of optimized economic investment strategies for all regional corridors, wards, precincts, and spatially defined areas. 

    Key Performance Areas: 

    • Analyze inherent comparative advantages in a particular locality relative to strategic sectors and value-chains by driving and championing the regional economic development programme 
    • Build coherence and links with national and provincial departments and development agencies 
    • Plan, monitor, and control the Directorate's annual operating and capital budget so that spending is in line with the Municipal requirements and or Municipal Financial Management Act

    Director: Trade and Investment Promotion

    Minimum Requirements: 

    • Matric Certificate plus a Bachelor’s Degree in Economics, Business Administration, Public Administration, Development Planning, or related field at NQF level 7; 
    • 10 years’ experience in Relevant Economic Development and Regulation and Development Planning, of which 5 years must be at middle management level or above;
