    REMUNERATION: –

    • As per Government Gazette No 54505  of 14 April 2026 on the determination of upper limits of total remuneration package payable to municipal managers and managers directly accountable to municipal managers for Category  Municipality.
    • Minimum R1,419,621,  Midpoint R1,488,580,  Maximum R1,560,890

    REQUIREMENTS:

    HIGHER EDUCATION QUALIFICATION

    • Bachelor of Science Degree in Engineering / BTech: Civil Engineering; registered on the National Qualification Framework at NQF Level 7 with a minimum of 360 credits.

    MINIMUM COMPETENCY LEVELS FOR SENIOR MANAGERS

    • Certificate in Municipal Finance Management (SAQA Qualification ID No. 48965)  or the ability to complete Certificate in Municipal Finance Management Programme within 18 months after appointment.

    WORK RELATED EXPERIENCE 

    • Five Years  Experience at middle management level, or as programme/project manager; and  3-4 years must be at professional / engineering management experience.

    TYPE OF KNOWLEDGE

    • Good knowledge and understanding of relevant policy and legislation;
    • Good knowledge and understanding of institutional governance systems and performance management;
    • Must have extensive knowledge of the public office environment, and
    • Must be able to formulate engineering master planning, project management and implementation.

    Senior Superintendent: Parks

    Job Purpose:

    • To plan, coordinate, supervise and manage the operations, maintenance and development of municipal parks, gardens, open spaces, cemeteries (where applicable), recreational facilities and horticultural services to ensure aesthetically pleasing, safe and sustainable public spaces.

    Requirements: Qualifications and Experience:

    • National Diploma (NQF Level 6) in Parks and Recreation Management, Horticulture, Arboriculture, Landscape Technology, Landscape Management, Nature Conservation, Environmental Management, Agriculture (Horticultural Specialisation).
    • Five (5) to eight (8) years' relevant experience in parks, horticulture, landscaping, environmental services or municipal open space management.
    • Minimum of two (2) to three (3) years' supervisory or management experience.
    • Valid Code B driver's licence.

    Key Performance Areas:

    • Plan, coordinate and supervise the maintenance and development of municipal parks, landscape areas, open spaces, recreational facilities, cemeteries, swimming pools and sports fields.
    • Manage horticultural, landscaping and grounds maintenance operations.
    • Supervise staff, contractors, vehicles, plant and equipment.
    • Develop and implement operational work programmes and maintenance schedules.

    • Ensure compliance with Occupational Health and Safety legislation, environmental legislation and municipal Policies, by laws and NEMA Regulations.

    Head: Security

    Job Purpose:

    • To lead, manage and coordinate the Municipality's security services to ensure the effective protection of municipal assets, facilities and stakeholders through the implementation of security policies, procedures and legislative requirements, risk management, regulatory compliance and effective service delivery.

    Requirements: Qualifications and Experience:

    • Grade 12 (Matric)
    • National Diploma (NQF Level 6) in Policing, Safety and Security Management, Security Management, Public Administration, Public Management or an equivalent qualification relevant to security, law enforcement and municipal protection services.
    •  Minimum of eight (8) years' relevant experience in a security, policing, law enforcement or municipal protection services environment, of which at least three (3) years must have been gained at supervisory or management level.
    • Security Grade A - Valid PSIRA Registration
    • Firearm Competency Certificate
    • Police clearance (clean SAPS clearance) - No criminal record
    • Valid Code 8 (B) Driver’s Licence
    • Computer literacy – MS Office
    • Strong communication and management leadership skills

    Key Performance Areas:

    • Provide strategic leadership, management and oversight of the Municipality's Security Unit and related security operations.
    • Develop, implement, review and maintain security policies, procedures, strategies and operational plans to safeguard municipal assets, facilities, employees, councilors and members of the public.
    • Plan, coordinate and monitor security operations, priorities and resource allocation to ensure effective and efficient service delivery.
    • Manage, monitor and report on departmental Key Performance Indicators (KPIs), performance targets and operational outcomes.
    • Ensure compliance with all applicable security legislation, regulations, standards, municipal policies and procedures, including PSIRA requirements.
    • Manage and oversee PSIRA registrations, compliance requirements and related regulatory submissions.
    • Direct and oversee the investigation of security incidents, breaches, losses and irregularities, and implement corrective and preventative actions.
    • Conduct security risk assessments, threat analyses and vulnerability assessments, and implement appropriate mitigation and preventative measures.
    • Manage the deployment, performance, discipline, training and development of security personnel.
    • Coordinate security-related matters with law enforcement agencies, emergency services, government departments and other relevant stakeholders.
    • Promote a security-conscious culture and enhance security awareness throughout the Municipality.
    • Manage the security budget, assets, equipment, contracts and other resources in accordance with municipal policies and applicable legislation.
    • Prepare and submit monthly, quarterly, annual and ad hoc operational, management and security reports to senior management, Council and relevant Council Committees.
    • Provide professional security advice and support to Council, municipal management and departments on security- related matters.
    • Respond to security emergencies, incidents and high-risk situations, ensuring appropriate intervention and continuity of municipal operations.

    Senior Manager: Electro-Mechanical Services

    • SALARY SCALE : R 771 132 – R 803 076 per year.
    • Benefits: Applicable to a Category B Local Authority.

    Job Purpose:

    • To manage and coordinate the Municipality's electro-mechanical services and infrastructure by ensuring the effective operation, maintenance and optimisation of electrical and mechanical assets, plant and equipment, while promoting sustainable service delivery, regulatory compliance and the achievement of municipal strategic objectives.

    Requirements: Qualifications and Experience:

    • Grade 12 (Matric).
    • A minimum NQF Level 7 - B Degree or BTech in Electrical Engineering, Electro Mechanical Engineering or equivalent relevant engineering qualification.
    • Government Certificate of Competency (GCC) – Electrical Engineering or Mechanical Engineering in terms of the Occupational Health and Safety Act, 1993 (Act 85 of 1993).
    • Registered or eligibility for registration with the relevant professional body such as the Engineering Council of South Africa (ECSA) as a Professional Engineer, Professional Engineering Technologist or Professional Engineering Technician will be advantageous.
    • A minimum of eight (8) to ten (10) years' relevant experience in the operation, maintenance and management of electrical and/or mechanical infrastructure, plant and equipment.
    • A minimum of two (2) years' experience serving as a General Machinery Regulation (GMR) 2(1) Appointee in terms of the Occupational Health and Safety Act, 1993 (Act 85 of 1993).
    • At least three (3) years' experience at middle-management, supervisory or management level.
    • Extensive Knowledge of electrical distribution systems, substation, reticulation networks and municipal infrastructure management
    • Proven experience in infrastructure maintenance, asset management, project management, contract management and budget control.
    • Experience in managing multidisciplinary technical teams and service delivery operations.
    • A valid Code B/EB driver's licence.
    • Computer literacy.
    • Ability to work under pressure and after hours during emergencies and critical breakdowns
    • Willingness to travel with in the municipal area when required 

    Key Performance Areas:

    • Provide overall management, leadership and strategic direction to the Electrical Services Department and the Mechanical Workshop in accordance with the Municipality's approved organisational structure.
    • Plan, direct and control the operation, maintenance, rehabilitation and optimisation of municipal electrical infrastructure, plant, equipment, fleet and workshop facilities.
    • Ensure the reliable and sustainable provision of electrical services and the efficient operation of the municipal mechanical workshop and fleet maintenance functions.
    • Act as the legally appointed General Machinery Regulations (GMR) 2(1) Appointee in terms of the Occupational Health and Safety Act, 1993 (Act 85 of 1993), and assuming responsibility for designated machinery, electrical installations, plant and operational activities as prescribed by legislation.
    • Ensure compliance with all applicable legislation, regulations, codes of practice, standards and safety requirements relating to electrical infrastructure, machinery, plant, occupational health and safety, and municipal fleet operations.
    • Manage and coordinate preventative and corrective maintenance programmes for electrical infrastructure, municipal fleet, plant and equipment.
    • Manage, direct and coordinate the strategic planning, budgeting, operational programmes and departmental projects relating to electrical infrastructure, mechanical services and municipal fleet assets.
    • Ensure effective asset management, lifecycle planning and infrastructure sustainability.
    • Manage departmental budgets, expenditure and resource allocation in accordance with Supply Chain Management processes, the Municipal Finance Management Act and municipal policies.
    • Oversee the procurement processes, contract administration and service provider performance management.
    • Manage, develop, supervise and monitor the performance, conduct/discipline and development of personnel within \ the Electrical Services Department and Mechanical Workshop, including compliance with applicable labour legislation and municipal policies.
    • Prepare and submit technical, operational, management and financial reports, business plans, budget-related documentation and other statutory reports to the Director: Technical Services, Council and relevant Council Committees.
    • Provide technical advice, guidance and support to Council, municipal management and other municipal departments on matters relating to electrical and mechanical infrastructure, services, assets and operations.
    • Respond to emergencies, equipment failures, breakdowns and critical service delivery interruptions within the Electrical Services Department and Mechanical Workshop, and implementing appropriate corrective measures to minimise operational downtime and service disruptions.
    • Liaise with regulatory authorities, service providers, government departments, internal stakeholders and communities on matters relating to electrical and mechanical services.
    • Support the Director: Technical Services in achieving departmental objectives and ensuring efficient, effective and sustainable service delivery and execute strategic and ad-hoc directives as instructed.
