    Professional and effective access controlling and spotting at dumping site:  

    • Visual inspection of waste, screen for prohibited wastes and record waste loads.  
    • Directing or redirecting drivers to specific dumping points on site.  
    • Redirecting driver to alternative dump sites if waste may not be dumped at specific site.  
    • Control traffic entering and exiting the disposal site; Record and maintain daily records of vehicles, quantity and type of waste entering the disposal site. 
    • Be able to provide information and respond to complaints and inquiries regarding standards and procedures at the waste site. 
    • Prohibits scavenging attempts and ensures adherence to Safety Regulations and report any accidents or unsafe conditions immediately to the Supervisor or Manager.

    REQUIREMENTS

    • As contemplated in abovementioned Government Gazette 43122 (No 351) of 20 March 2020, read with Government Gazette 37245 Notice 21 of 17 January 2014 (Local Government: 
    • Regulations on Appointment and Conditions of Employment of Senior Managers)  
    • Relevant post graduate degree or equivalent honours qualification (NQF 8) with a minimum of 120 credits  
    • BSc. Honours (Civil Engineering, Electrical Engineering) or equivalent qualification in the engineering vocation.  
    • 5 Years relevant experience at a senior management level with experience at middle management level, or as programme/project manager and three to four (34) years must be at professional/management level with specific engineering management experience within local government.  Computer Literate (MSWord, Excel & PowerPoint).  
    • Code EB (08) driver’s licence.  
    • Certificate of Competence as required in terms of the General machinery Regulations 1988, will be an added advantage.  
    • Meet MFMA minimum competency requirements or qualify for dispensation (Government Gazette 41996 of 26 October 2018).  
    • Registration with a recognised relevant engineering professional body within the engineering fraternity e.g. ECSA will be an added advantage.  
    • Knowledge of the relevant Municipal and Local Government Legislation related to vocation.  

    Sound knowledge of the following vocations: 

    • Advanced knowledge and understanding of relevant policy and legislation, advanced understanding of institutional governance systems and performance management, Advanced understanding of council operations and delegation of powers, Good Governance, Audit and risk management establishment and functionality and Budget and Finance Management.  Project Management and contract management experience.

    DUTIES

    • Provide strategic leadership aligned to engineering principles that would guide development and maintenance within the municipality.  
    • Development, implementation and monitoring/reviewing overarching engineering management/master plans for the municipality in accordance with national and provincial guidelines.  
    • Provide technical advice, guidance and support in respect of engineering related processes, procedures, services and systems.  
    • Manage professional and technical contracts in respect of engineering management processes.  Prepare and submit reports on the department’s functions to relevant structures and committees within and outside the organisation.  
    • Rendering a strategic engineering service by formulating and implementing frameworks, policies, plans and strategies.  Coordinate staff activities by means of providing assistance and attending to problems, grievances and disciplinary hearings.  
    • Ensure fair and consistent labour practices in order to have sound labour relations to avoid unnecessary disputes.  
    • Budget management and financial control of the department.  
    • Responsible for managing the department’s performance through the service delivery and budget implementation plan  identifying deviations, applying corrective actions and evaluate performance according to KPI’s and PI’s.  
    • Perform any other related ad hoc tasks as instructed from time to time.  
    • Guide, support and contribute to the formulation of policy, and bylaws.  
    • Guide, establish and maintain appropriate stakeholder relations.

    REQUIREMENTS

    • As contemplated in Gazette 41996 Notice 1146 or 26 October 2018, read with Government Gazette Government Gazette 37245 Notice 21 of 17 January 2014 (Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers).  
    • Post Graduate Degree or qualification in the fields of Accounting, Finance, or Economics registered with the National Qualifications Framework at NQF Level 8 or Chartered Accountant.  
    • Computer Literate (MSWord, Excel & PowerPoint).  Valid driver’s licence.  
    • 7 years relevant experience at senior and middle management levels, of which at least 2 years must be at senior management level.  
    • Meet MFMA minimum competency requirements for Chief Financial Officers, as contemplated in the Municipal Finance Management Minimum Competency Regulations. 
    • Good knowledge and understanding of relevant policy and legislation including labour relations and other labour related prescripts.  
    • Good knowledge and understanding of institutional governance systems and performance management.

    Core Managerial and Occupational Competencies:

    • Executing and control Council’s budgetary processes; 
    • Compilation of financial statements; 
    • Provide technical advice, guidance and support in respect of financial related services and systems in compliance with National Treasury reporting standards; 
    • Management of professional and financial contracts in respect of financial management processes; Prepare and submit reports on the department’s functions, to relevant structures and committees within the organisation; 
    • Rendering a strategic financial service by formulating and implementing frameworks, policies, plans and strategies relevant to national and provincial legislation regarding financial matters in accordance with MFMA guidelines and all other applicable legislation; 
    • Coordinate Staff Activities by means of providing assistance and attending to problems, grievances, and disciplinary hearings; 
    • Ensure fair and consistent labour practices in order to have sound labour relations so as to avoid unnecessary disputes; 
    • Budget management and financial control of the department;
