    Manager: ICT Infrastructure

    The Individual will primarily be responsible for, but not limited to the following:

    • Develop and implement the organization’s ICT infrastructure strategy in alignment with business goals.
    • Assess current infrastructure, identify gaps, and propose solutions to optimize performance, scalability, and security.
    • Prepare and manage budgets for ICT infrastructure projects and operations.
    • Oversee the design, deployment, and maintenance of on-premises and cloud-based infrastructure, including servers, storage, and networking.
    • Lead the implementation of high-availability solutions to ensure business continuity and disaster recovery.
    • Manage and maintain cloud infrastructure platforms such as Microsoft Azure or AWS.
    • Ensure the secure and efficient operation of the organization’s network, including LAN, WAN, VPNs, and wireless technologies.
    • Implement and manage robust cybersecurity measures, including firewalls, intrusion detection/prevention systems, and endpoint protection.
    • Ensure compliance with relevant security standards and data protection regulations.
    • Monitor and optimize the performance of ICT infrastructure, ensuring uptime and reliability.
    • Manage ICT support and ensure timely resolution of incidents and service requests.
    • Maintain accurate documentation of infrastructure assets, configurations, and processes

    • Plan, execute, and oversee ICT infrastructure projects, ensuring delivery on time, within scope, and on budget.
    • Collaborate with cross-functional teams to support infrastructure requirements for organizational projects
    • Stay informed of emerging technologies and trends in IT infrastructure, including virtualization, containerization, and hybrid cloud solutions.
    • Recommend and implement innovative solutions to drive efficiency and competitive advantage.
    • Develop, monitor, and review ICT Infrastructure policies, procedures, standards and process flows
    • Ensure adherence to all related policies, procedures and applicable regulations
    • Contribute to the development of and maintenance of the risk register of ICT Infrastructure
    • Compile reports and other relevant documentation for internal stakeholders
    • Collaborate with Audit, Risk, Governance and Compliance functions in respect of monitoring and implementing compliance processes
    • Respond to audit findings
    • Recommend actions on the improvement of systems and practices for the ICT Infrastructure Sections
    • Responsible for functional budget and overall financial management of the ICT Infrastructure Section
    • Manage ICT Infrastructure Service Level Agreements (SLA) with service providers
    • Ensure cost optimisation measures are in place within the Section
    • Implement and effectively manage the approved budgets, procurement plans, report variances, and monitor the implementation of remedial actions to minimise impact
    • Define and convert the Customer Experience through Digitalization
    • Build client relations by demonstrating professionalism, appropriate self-confidence, a facilitative communication style, and constructive response to client needs
    • Maintain positive interpersonal relationships with team members and others by demonstrating productivity, initiative and flexibility
    • Educate management on ICT Infrastructure concepts by using internal control frameworks and other leading practices to design adequate and effective internal controls
    • Establish and maintain lines of communication and systems of reporting within the organisation
    • Make presentation on ICT Infrastructure activities within the NHBRC
    • Lead and mentor a team of IT professionals, fostering a culture of collaboration and excellence.
    • Manage relationships with external vendors and service providers, ensuring high-quality service delivery and adherence to SLAs.
    • Conduct regular performance reviews and implement professional development plans for team members.
    • Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with NHBRC Policy.

    MINIMUM REQUIREMENTS:

    • Bachelor’s degree in Computer Science or Information Technology
    • Minimum of 5 years of experience in ICT infrastructure management.
    • At least two certifications in the following:
    • CCNP,
    • CCNA,
    • Windows Server certification,
    • Microsoft 365 certification,
    • AWS Cloud certification,
    • Azure Cloud certification,
    • CISSP
    • Proven experience with Microsoft Azure, AWS, or other cloud platforms.
    • Strong knowledge of network architecture, virtualization technologies (e.g., VMware, Hyper-V), and storage solutions.
    • Expertise in managing enterprise-level network environments, including LAN/WAN, firewalls, and VPNs.
    • Advanced understanding of cybersecurity frameworks, tools, and best practices.
    • Proficiency in operating systems such as Windows Server, Linux, and Unix.
    • Hands-on experience with disaster recovery and business continuity planning.
    • Familiarity with infrastructure automation tools such as Terraform, Ansible, or Puppet.

    Chief Risk Officer

    The Individual will primarily be responsible for, but not limited to the following:

    • Develop an integrated Risk Management framework with primary purpose to help the NHBRC to mitigate risks and obtain both the positive and negative potential risks involved.
    • Strategically & effectively position enterprise risk management ensuring governance, legal and regulatory compliance.
    • Monitor changes within the statutory provisions and national standards to ensure strategic organisational legal and regulatory compliance.
    • Direct the necessary activities to ensure compliance with corporate governance – PFMA, King III and other legislative provision.
    • Assists the Council and Executives to establish and communicate NHBRC’s ERM objectives and direction.
    • Implements appropriate risk reporting to the Council, ARMCO, CEO, Executive Committee, and Senior Management.
    • Facilitate managers to develop reporting protocols, including quantitative and qualitative thresholds, and monitor the reporting process.
    • Establish and manage enterprise-wide information Security risk management programme by instituting on-going risk assessment, strategic planning, implementation, communication, training and awareness activities in response to identified risk areas.
    • Monitor, report and analyse risk, legal and compliance management processes, exposures and trends – Guide and facilitate Risk, Legal and Compliance related Committees, attendance and charter adherence.
    • Monitor and analyse risk, legal and compliance trends within business environment – Monitor the resolution status and effectiveness of risk, legal and compliance actions – Independently monitor management of all risk, legal and compliance – Represent the organisation in communicating risk, legal and compliance issues to the business and stakeholders – Ensure that indicators and reports map to the NHBRC Corporate Strategy and Performance Plan – Ensure that all internal and external reporting and monitoring requirements are maintained.
    • Executive oversight of Budgets and Capital Expenditures.
    • Strategic Stakeholder Relationships Management.
    • Encouraging and creating a risk awareness culture within NHBRC and communicating the Risk Management policy, strategy and methodology.
    • Ensure compliance to Public Finance Management Act, Corporate Governance and other relevant Treasury regulations requirements; and
    • Provide executive oversight of Human Capital Management for the Risk Management team. 

    MINIMUM REQUIREMENTS:

    • An appropriate Honours B degree or equivalent (NQF 7) preferably in Risk Management, Commerce, LLB, or Administration.
    • Certification in Risk Management, CA, CIA will be highly advantageous.
    • Minimum 5 years’ risk management, audit or compliance auditing in a larger organisation with at least 3 years’ experience in a senior management position.
    • Proven leadership experience and has managed risk management teams.
    • Strong exposure in investments and insurance business.
    • Hands on and practical experience in applying risk management tools and techniques such as modelling, stress tests, predictive and statistical analysis.
    • An up-to-date understanding of and a strong commitment to good corporate governance and other regulatory reporting requirements.
    • Effective organizing and management skills.
    • An understanding of the PFMA, National Treasury Regulations, Labour Relations Act.
    • Understanding of Global and National Treasury Risk Management Frameworks.
    • Membership to the Institute of Risk Management will be an added advantage.
    • Sound understanding and working experience with Enterprise Risk Management practices and philosophy.
    • Strategic planning skills that involve setting up ERM.
    • Strong negotiation, project management, analytical, decision making and interpersonal skills dealing with diverse stakeholders.
    • Excellent organizational and interpersonal skills.
