    Investigator: Inspectorate

    • The purpose of this position is to conduct inspections, investigations, and assessments of gambling operations within the Western Cape to ensure compliance with applicable legislation, regulations, and licensing conditions.

    Requirements

    The minimum requirements are:

    • A National Diploma (NQF Level 6) in Investigation, Auditing, Risk Management or Compliance Management or a closely related field relevant to the functions of the position.
    • Five years or more post-qualifying experience in investigation or inspection within a regulatory environment.
    • Working knowledge of inspectorate prescripts as set out in the Western Cape Gambling and Racing Act, relevant regulations, policies, and procedures governing gaming and betting establishments under the regulatory authority of WCGRB will be an advantage.
    • Experience in compiling clear, accurate, evidence-based investigation and formal reports.
    • Code B driver's licence.      
    • In addition, the role requires strong analytical and Investigative skills, advanced computer literacy, excellent administrative skills, and an ability to pay attention to detail.  Good interpersonal and communication skills are essential.
    • Candidates must also possess solid report-writing abilities, conflict resolution skills, demonstrate resilience under pressure and be adaptable to engage effectively with diverse individuals at various levels. The highest standards of ethical behaviour, integrity, and professionalism are also essential for this position.

    The duties attached to this position include, but are not limited to:

    • Conducting targeted inspections of licensed premises to ensure adherence to relevant legislation, regulations, and standards.
    • Investigating disputes and complaints lodged by patrons against license holders, ensuring thorough and timely investigations.
    • Proactively identify existing and emerging risks, including risks arising from patron disputes, assess their impact, and implement appropriate mitigation strategies.
    • Prepare detailed investigation and inspection reports, documenting findings clearly and objectively while preserving supporting evidence for possible legal or enforcement action.
    • Collaborate with license holders to provide guidance and interpretation of legislative obligations, fostering compliance through education and support.

    Gaming Auditor

    The purpose of this position is to plan and conduct audits of gaming and gambling activities at licensed premises and betting agencies, in accordance with the Western Cape Gambling and Racing Act, Act 4 of 1996, its regulations, applicable legislation, policies, procedures and approved audit protocols.

    Requirements

    The minimum requirements are:

    • A National Diploma or degree (NQF Level 6/7) in fields such as Auditing, Accounting, Finance, Forensic Accounting, Risk Management, or Commerce, with a minimum of three (3) years’ financial or regulatory auditing experience in either an internal or external auditing environment.
    • Excellent written and verbal communication skills, with demonstrated experience in preparing clear and comprehensive reports.
    • A valid Code B driver’s licence.
    • In addition, the role requires a hardworking, independent individual with strong drive and initiative who demonstrates a high level of attention to detail and the ability to engage effectively with people at all levels within the organisation. 
    • The successful candidate must display excellent interpersonal skills, strong creative thinking and problem-solving abilities, be fluent in English, and be computer literate.  As the role involves handling confidential information, the successful candidate must possess high integrity and be willing to undergo periodic external probity investigations.
    • Additionally, the successful candidate must be prepared to travel as needed and have their own reliable transport. Knowledge and experience of database integrity checks will be an added advantage.

     The key performance areas of this position will include, inter alia:

    • Conducting risk-based tax and compliance audits at the premises of the various license holders, including casinos, limited gambling machine operators, bookmakers, bingo operators and other licensed establishments throughout the Western Cape, which the Board may approve from time to time.
    • Develop and maintain risk matrix, information flow charts, audit programmes and procedures.
    • Ensure appropriateness of all applicable gambling and betting legislation and operators’ internal control standards.
    • Keeping abreast with new auditing techniques and developments within the gambling and betting industry.
    • Make recommendations for the improvement and development of licensed operators’ operational and financial procedures.
    • Schedule review of licence holders' tax returns and financial reports, and compile relevant schedules.
    • Prepare internal and external reports relating to the financial aspect of the licence holder, including the security.
    • Review and investigate complaints or disputes related to this area of responsibility.
    • Create mutual co-operation and a supportive environment through open communication, including structured audit engagement and exit meetings and ensure that license holders have a clear understanding of regulatory expectations.

    Secretariat - Administrative Officer

    • The Board seeks a highly organised and detail-oriented individual with demonstrable experience in professional Board and Committee administration. The successful candidate will provide full secretariat and administrative support to the Board and its Committees, coordinate logistical and procedural requirements for meetings, hearings and ad hoc events, and assist with governance-related functions to ensure the effective execution of the Board Secretariat’s mandate. The role is based in Cape Town, Parow and will report to the Board Secretary

    Requirements

    The minimum requirements are:

    • A relevant post-matric qualification, preferably a Diploma in Company Secretarial Studies, Office Management or an equivalent qualification.
    • 3–5 years’ relevant administrative experience, with demonstrated experience in sound formal company minute-taking.
    • Proficiency in using modern tools, including Artificial Intelligence programmes and software for recording, transcribing, formatting and distributing meeting minutes.
    • A valid Code B driver’s licence.
    • Proficiency in Microsoft Word, Excel, Adobe Acrobat and Outlook.
    • Fluency in both written and spoken English.

    The successful candidate must:

    • Be able to work independently in a highly deadline-driven environment while maintaining high standards of integrity, discretion and professionalism.
    • Be able to work effectively under pressure, with the focus, tenacity and organisational ability required to manage multiple meetings, deadlines and follow-up actions simultaneously.
    • Have a good understanding of the rules, protocols and norms applicable to different types of Board and Committee meetings.
    • Have an excellent command and comprehension of written and spoken English, including a sound understanding of formal business writing, editing and proofreading.
    • Be an active listener with exceptional attention to detail and the ability to distil complex discussions into concise, coherent and accurate formal minutes, capturing the key decisions, actions and matters arising.
    • Demonstrate excellent organisational and time-management skills, with the ability to prioritise competing deadlines and manage multiple tasks effectively.
    • Demonstrate strong problem-solving skills, speed and accuracy, and the ability to multitask while maintaining the quality and confidentiality expected in a Board Secretariat environment. 

    The key performance areas of this position will include, inter alia:

    • Provide full secretariat (not secretarial) function to assigned committees or the Board structure. 
    • Compile professional meeting agendas based on previous minutes and inputs from Departmental Heads within prescribed timelines.
    • Produce accurate and professional PDF meeting e-packs within set deadlines.
    • Organise committee activities and arrange Board and committee-related events. 
    • Attend assigned committee meetings and selected Board meetings and provide the required secretariat support.
    • Compile accurate and professional formal minutes (not action column type) of assigned meetings, ensuring that discussions, decisions and resolutions are correctly recorded. 
    • Review, upload and distribute meeting e-packs and any other meeting documents on the organisation’s Cloud. 
    • Maintain official records of all meeting packs and related documents per the organisational prescripts, for purposes of regular audit queries, ministerial enquiries, or legal and internal requests for information.  
    • Provide administrative functions relating to minute-taking, editing, document formatting, template development, and maintenance of digital filing systems and archiving.
