    Financial Specialist (Budget Analyst/Accountant) - Employees of Mission - All/or USEEFMs EFMs or MOH

    Duties

    • The position provides financial advice to Mission leadership in the development, implementation, monitoring, and evaluation of foreign assistance programs. 
    • This role includes preparing and presenting Financial Reviews for a S4 billion portfolio, managing accounting systems for the Department of State's Foreign Assistance Regional Financial Hub across  the Africa Bureau, and overseeing yearly budgets exceeding $4 billion and a pipeline of $100 million in previously obligated funds. 
    • The position involves reviewing, analyzing, and reconciling accounting records for South African countries, and preparing management reports. 
    • The role also includes conducting pre-award surveys and financial reviews of implementing partners, evaluating their financial management capacity, providing recommendations, and ensuring implementation.  The work must conform to Appropriations Law, GAAP, FAM, DSSR, 2 CFT Part 200, and host government laws and regulations. 
    • The job may require travel.

    Requirements:

    All selected candidates must be able to obtain and hold a: 

    • security certificate; or 
    • Background investigation security clearance. 
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time [12 weeks] upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Experience:

    • Minimum of five years of progressively responsible work experience in professional accounting or auditing is required.

    Duties

    • The position provides specialist financial advice to Mission leadership in the development, implementation, monitoring, and evaluation of foreign assistance programs.  This role includes leading the team of financial staff and overseeing all aspects of financial management, preparing and presenting Financial Reviews for 54 billion portfolio, managing accounting systems for the Department of State's Foreign Assistance Regional  Financial Hub across the Bureau of Africa, and overseeing yearly budgets exceeding 54 billion and pipeline of $100 million in previously obligated funds. 
    • The position involves reviewing, analyzing, and reconciling accounting records for the Bureau of Africa countries, and preparing management reports. 
    • The role also includes conducting pre-award surveys and financial reviews of implementing partners, evaluating their financial management capacity, enterprise risk management, and internal controls, providing recommendations, and ensuring implementation.  The work must confirm to Appropriations Law, GAAP, FAM, DSSR, 2 CFR Part 200, and host government laws and regulations.  The job may require  travel.

    Qualifications and Evaluations

    Requirements:

    All selected candidates must be able to obtain and hold a: 

    • security certificate; or

    Supervisory Voucher Examiner - Employees of Mission - All/or USEFMs EFMs or MOHs

    Duties

    • Supervises Voucher Examiners.  Manages the accounts payable and receivables services for subscribed ICASS Agencies within the Mission. 
    • Serves as Technical Advisor to senior Mission management and leads financial operations for the Mission's to ensure disbursements and collections are processed timely and accurately. 
    • Reports to the Financial Specialist as the immediate supervisor.  Matters of policy  interpretation are discussed and approved by supervisor.

    Qualifications and Evaluations

    Requirements:

    All selected candidates must be able to obtain and hold a: 

    • security certificate; or 
    • Background investigation security clearance. 

    Education Requirements:

    • Bachelors degree (or local equivalent) from university in finance, accounting, business administration is required.

    Experience:

    • Incumbent should have a minimum of five years progressively responsible experience in financial management, vouchering, and allowances.  At least one year experience in a supervisory capacity is required.

    Voucher Examiner - Employees of Mission - All/or USEFMs EFMs or MOHs

    Duties

    • The incumbent performs the full range of voucher examining, accounts payable and accounts receivable services for all subscribed ICASS Agencies within the Mission.  Participates in financial operations to ensure payments and receivables are processed in a timely and accurate manner. 
    • Reports to Supervisory Voucher Examiner or other designated as such as the immediate supervisor.  Matters of policy interpretation are discussed and approved by supervisor.

    Requirements:

    All selected candidates must be able to obtain and hold a

    • security certificate; or 
    • Background investigation security clearance. 
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.

    Information Management Specialist - All Interested Applicants/All Sources (Computer Management Specialist)

    Duties

    • The incumbent is a Regional Database Administrator responsible for administration, operation, and management of network databases for the entire Mission (including the Embassy in Pretoria and Consulates Cape Town, Durban, and Johannesburg). 
    • The job holder maintains servers on the network in Pretoria, including updates, patching, security and backups.
    • The job holder will act as a section's purchasing agent and trainer/coordinator for all Mission computer and software related courses. The position is a SharePoint designer and developer. This person reports directly to the DT Customer Engagement Unit Chief.

    Requirements:

    All selected candidates must be able to obtain and hold a: 

    • Public Trust security clearance. 
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    • A bachelor’s degree in information technology or computer science is required. 
    • CompTia A+, Network + is required.
