    Scheme Secretariat and Administration

    WHAT YOU WILL DO

    BankservAfrica form part of the South African National Payments System and are a trusted partner of the financial industry, including banking institutions, and therefore require that employees adhere to unwavering standards of honesty and transparency in performing their duties.

    PURPOSE

    • Provision of general administrative, secretariat and co-ordinating support to the Head of Scheme management and scheme Chair/s and committee members in ensuring the effective functioning of the committee/s to which assigned. Key focus areas include:
    • Secretarial and administrative support in co-ordinating all meetings 
    • Accurate minute recording and distribution there-of
    • Accurate record keeping
    • Compiling required reports and circulation of needed
    • Maintaining activity lists, follow-up and required feedback 
    • Liaising with and communication with stakeholders

    You will engage with the following stakeholders:

    • Internal – Head of Scheme and Head of Scheme Governance, relevant internal business units (Product, Legal…) and Project Management
    • External – Scheme committee members, their personal assistants, meeting venues and / or event organizers, regulators/payment organisations where appropriate

    Your key responsibilities include:

    Administrative support

    • Contribute to the successful operation of the scheme function through the application of administrative skills and provision of support services
    • Co-ordinate the scheduling of relevant scheme management, committee and forum meetings and related processes 
    • Ensuring the accurate, professional and timeous circulation of committee packs and documentation
    • Take responsibility for compilation of minutes and approval there-of, recordings, reports, preparing agendas, physical and electronic production, feedback and distribution of reports of meetings and related processes
    • Ensure decisions at meetings are enacted and dealing with any follow-up activities 
    • Liaise with members relating to the coordination of meetings/appointments and referral of matters to other employees / stakeholders for response where appropriate

    Member and Management Support

    • Create, develop and maintain accurate and effective records of relevant scheme committee and forum activities in line with the scheme legal, mandate and regulatory requirements. Ensuring updated and accurate records of committee members and their support staff
    • Organise and the management of calendars, meeting venues, schedules, meeting logistics, travel and accommodation requirements 
    • Be responsible for preparation of the required monthly, quarterly and annual committee and forum calendar. Ensure communication, confirmation and RSVP there-of.
    • Work with required business units on any delivering any governance events and requirements

    Scheme Governance Support

    • Update and maintain scheme committee registers, policies and procedures
    • Develop, document and review procedures and make recommendations for improvement
    • Draft the annual scheme committee workplans 
    • Manage and file scheme documents 
    • Open, log and distribute incoming communications addressed to the scheme chair/management 
    • Keep an issues log of all enquiries and ensure they are answered 
    • Deal with any authorisation requests needing scheme member or management approval and/or signatures, including those for the committees, 
    • Assist in ensuring effective information flows within the scheme management/chair and with and between member committees, and between business units and management. 
    • Maintain and store appropriate scheme policies and procedures 

    QUALIFICATIONS / KNOWLEDGE

    • Appropriate tertiary qualifications
    • Appropriate Company Secretarial qualifications
    • Required computer literacy levels and writing proficiency

    EXPERIENCE

    • Min 5 years experience in secretariat, administration, governance and committee functions
    • Excellent organizational skills
    • Experience in administration and support of statutory documents
    • Minute-taking experience 
    • Excellent communication and well-developed interpersonal skills.
    • Respectful and understanding of confidentiality processes and policy

    Head of Scheme

    PURPOSE

    The payments ecosystem has evolved, and is continuing to rapidly do so, into new payment methods, channels, types, market segments, convergence, with increased complexity, new brands, new regulation, financial inclusion, digitization of cash etc.and with these market forces, the role of BankservAfrica as a primary and significant processor of transactions, is evolving to include that of payments scheme owner. 

    Many countries are evolving their payments ecosystems to be better managed within a scheme construct (e.g. NPCI in India, domestic and international card schemes etc). Different payment types have varying objectives, membership criteria, brands and positioning, compliance, commercials and economics, solution and product parameters, operational structures etc. and these need to be encapsulated and managed within an appropriate scheme to ensure they thrive and grow whilst maintaining trust. 

    You would be required to develop the strategy, execute the plan and manage the functional areas and components that constitute a scheme. Initially the focus will be on the BankservAfrica Rapid Payments Programme (under the brand PayShap) with expansion into other like programmes such as card. 

    Key focus areas include leading, ownership and setting:

    • Overall leadership and management of scheme and team
    • Setting the overarching commercial frameworks and strategy
    • Scheme governance frameworks
    • Scheme membership rules, expectations, participation and management there-of
    • Scheme operational standards
    • Documenting and managing brand and mark guidelines 
    • Setting the fraud, risk and related management requirements
    • Management of the needed system operator requirements and representation 
    • Ensure documented product and solution specifications

    You will engage with the following stakeholders:

    • Banks/Scheme participants
    • Regulators (SARB, Pasa, Basa) 
    • Financial service providers outside banks (e.g., insurance and assurance providers)
    • Industry bodies and entities within the payments ecosystem (e.g. fintechs, retailers)
    • Internal business units and Executive Management

    Your key responsibilities include:

    Scheme Ownership and Leadership 

    • Ownership of the scheme strategy, plan and management there-of internally and externally; engage and lead internal cross-functional teams where needed to deliver on scheme components (as listed below e.g. product and operational specifications). 
    • Engage the SARB, PASA and member banks as required on scheme strategy. 
    • Demonstrate thought leadership and understanding of market opportunity the scheme serves.
    • Identify gaps and mitigation plans; identify opportunities for growth.
    • Develop and define the scheme membership criteria. 
    • This includes membership types, minimum criteria and requirements, expectations and responsibilities, member access to documentation, scheme reporting, member structures, member agreements, legal and regulatory requirements, governance frameworks, member and scheme rules. 

    Operational and Compliance Requirements 

    • Define and ensure documented operational standards, requirements, SLAs, member onboarding and off-boarding processes; dispute and arbitration processes; internal and external reporting; monitor compliance across scheme requirements and ensure non-compliance remedies; billing processes are in place in line with scheme rules. 

    Fraud and Risk Management 

    • Work with relevant business units to ensure documented fraud and risk mitigation, prevention requirements, procedures, processes and remedies are in place; ensure data protection standards and requirements are in place.

    Brand and Marketing 

    • Ensure documented brand, communication and marketing guidelines / requirements / standards are in place. 
    • Develop the strategy with marketing to build brand equity in the scheme brand, act as spokesperson and champion of the scheme bands.

    Product and Solutions 

    • Ensure all specifications, requirements, definitions, rules, mandates and standards are documented; develop the product and innovation roadmap with the product team to fit scheme strategy.

    People 

    • Mentor team members to ensure skills transfer and contribute to a positive team culture; ensure self and team stay abreast of industry developments; need to work closely with internal cross-functional teams and co-ordinate / lead where needed; ensure appropriate communication and updates to broader company and champion the scheme.

    Commercial Construct 

    • Set and manage the commercial constructs of the scheme (e.g., pricing and fees; membership fees based on type; minimum volume or value growth objectives; compliance and related penalties; joint customer / industry marketing or launch funding.)

    QUALIFICATIONS / KNOWLEDGE

    • Appropriate tertiary/business-related qualification preferred (Commerce, Legal)
    • Banking, regulatory framework, payment industry knowledge, strategy development and implementation
    • Required computer literacy levels 
    • MS Office (Word/PowerPoint/Excel) 

    EXPERIENCE

    • Experience in Payments/Banking/Financial Services industry 
    • Minimum 10 years’ relevant experience 
    • Team leadership and senior management ability
    • Ability to present with confidence and act as spokesperson
    • Demonstrable commercial acumen
    • Operational, market knowledge of financial services, payments regulatory environment

    Head of Scheme Governance

    Key focus areas include setting:

    • Scheme committee governance frameworks, structures, and leadership there-of
    • Appropriate committee member engagements, lobbying and relationships, input, feedback and outcomes
    • Co-ordinating subcommittee structures, purposes, functions, messages and alignment with overall purposes / objectives of scheme
    • Agenda and clear objectives of each meeting
    • Manage meetings in a professional manner, guide, drive decision and needed outcomes 
    • Give guidance and inputs as appropriate to advance scheme objectives

    You will engage with the following external stakeholders:

    • Banks – participant members 
    • Regulators (SARB, Pasa, Basa)

    Your key responsibilities include:

    Scheme Committee Leadership 

    • Ownership of the scheme committee / steerco overall governance, chair / lead, set and manage mandates, processes, meetings and communication structures. 
    • Co-ordination of meeting objectives, purpose, parameters and leadership there-of. Ensure appropriate engagement by (and with) members, facilitate inputs and decisions that drive outcomes. 
    • Facilitate discussion and resolution of issues as needed.
    • Ensure alignment of scheme sub-committees / steerco’s re: purposes, objectives, decisions and standard communications (one-voice, clear and common messages) across all.

    Build stakeholder relationships 

    • Build and develop relationships with committee members and external stakeholders that are conducive to strategically drive the scheme forward, align with scheme objectives, mandate and deadlines. 
    • Build stakeholder engagement plan as pertains to the appropriate steeroc’s, committees and members. 
    • Ensure the correct senior buy-in, participation and collaboration where needed between stakeholders.

    Scheme Advocate 

    • Champion the scheme and build the needed professionalism around committee meetings; best practice and ensure professionalism.
    • Give / create strategic direction and input as needed. 
    • Provide input into relevant policies and procedures and ensure compliance as appropriate.

    QUALIFICATIONS / KNOWLEDGE

    • Appropriate tertiary/business-related qualification preferred (Commerce, Legal)
    • Banking, regulatory framework, payment industry knowledge
    • Required computer literacy levels 
    • MS Office (Word/PowerPoint/Excel) 

    EXPERIENCE

    • Experience in Payments/Banking/Financial Services industry 
    • Minimum 10 years’ relevant experience 
    • Experience in leading and coordinating senior committee steercos 
    • Ability to build and maintain networks with senior / executive management
    • Operational, market knowledge of financial services, payments regulatory environment
