    Deputy Director: Small Business Development

    REQUIREMENTS :

    • Applicants must be in a possession of a Grade 12 Certificate and Degree in Agricultural Economics/ Economics/ Business Management/ Development Studies.3 years junior management experience in Agricultural Economics environment.
    • Job Related Knowledge: Knowledge of BBBEE Act related legislation, National Small Business Amendment Act, Companies Act, Cooperative Act, Public Finance Management Act. National Small Business Amendment Act, PFMA, Batho Pele Principles, National Policy on Comprehensive Development Support (NPCPDS).

    DUTIES :

    • SMME strategy for DoA development. Desk top research on the status of SMME’s in Agricultural sector. Align the draft document with the National Policy on Comprehensive Producer Development Support (NPCPDS). and other relevant DoA policy/strategic documents.
    • Manage the consultation process with branches and relevant support directorates with DoA to gather information on SMME’s support interventions. Manage the consultation process with provinces (PDA’s) and provincial DLRRD(PSSC) to gather information on SMME’s support interventions. Manage the process for the incorporation of the inputs into the draft document.
    • Provide guidance and support for the presentations of the draft document to the various Forums to get a buy-in. Manage the process for preparing the submission for the strategy to be presented for EXCO approval. Compile an annual report on the draft development of the SMME strategy for DoA. Coordinated and Harmonized SMME support interventions in DoA. Manage and oversee the consultation process with branches and relevant support directorates within Doa.
    • Manage the review of information gathered. Manage the alignment of financial and non-financial policies/strategies for SMME support. Compile a comprehensive annual report. Realtime data management system. Manage stakeholder engagement on the functionality of their data management system, including processes for data collection, storage, analysis and reporting.
    • Manage the evaluation of the information gathered. Manage the consultation process with D: ITC to define the requirements for a real time data management system. Manage the design of a business case for an agricultural SMME data management system. Manage the approval process of a business case for the design and development of agricultural SMME data management system. Compile quarterly and annual reports.
    • Advocacy for the development of SMME/ Cooperatives in DoA. Attend meetings/conferences/engagements to lobby/obtain information on SMME development. Share information with colleagues within DoA. Manage and provide guidance on the capacitation process for SMME’s/cooperatives business plan development programme as and when requested. Manage reports compiled to EXCO arising from advocacy sessions that have policy and strategic implications for consideration and endorsement/approval. Compile BTOR’s on all engagements attended.
    • Manage the resources of the Sub directorate (Physical, Human and Financial). Ensure procurement of goods and services and proper utilization of the budget by monitor and reporting expenditure. Monitor and ensure proper utilisation of equipment and reporting thereof. Evaluate and monitor performance and appraisal of employees. Ensure capacity and development of staff. Manage discipline.

    Deputy Director: Organisational Development

    REQUIREMENTS :

    • Applicants must be in possession of a National Diploma in Management Services/ Organisation and Work Study/ Operations Management/ Production Management/ Industrial and Organisational Psychology. Minimum of 3 years’ experience at junior management level in the Organisational Development environment.
    • Job related knowledge: Provide job evaluation services. Identify and prioritise jobs to be evaluated. Conduct job evaluation on identified and prioritized jobs. Preliminary QA evaluated jobs. Panel job evaluation results. Update JE register in line with approved JE results.

    • Provide job description services: Identify job description to be developed and reviewed. Facilitate the development and the review of the identified job descriptions. Obtain sing-off. Oversee job descriptions database.

    Chief Human Resource Officer

    REQUIREMENTS :

    • Applicants must be in possession of a Grade 12 Certificate and National Diploma in Human Resource Management (NQF 6). Minimum of 2 years’ experience in rendering recruitment and selection services.

    • Conduct personnel suitability checks on recommended candidates. Issue appointment letters and regret letters. Provide assistance during recruitment and selection information sessions. Respond to all related enquiries.
    • Meet with clients on daily operational issues. Write submissions and letters on matters related to recruitment and selection. Represent the unit at various transformation forums in the Department. Provide advice and guidance to the department’s line functionaries.

    Administrative Officer

    REQUIREMENTS :

    • Applicants must be in possession of a Grade 12 Certificate and National Diploma in Public Administration / Public Management / Business Administration / Business Management. Minimum of 1 year experience in administration environment.
    • Job related knowledge: Public Service Regulation, Financial procedures, Treasury Regulations, Basic Accounting System (BAS) and Logistical Information System (LOGIS).

    DUTIES :

    • Render financial management services. Facilitate, plan, oversee, drive the timely and accurate preparation of the annual budget in line with Public Finance Management Act (PFMA), Treasury Regulations Strategic priorities weekly / monthly / quarterly.
    • Compile Demand Management Plan (DMP), Medium Term Expenditure Framework (MTEF), Adjustment Estimates (AE) and Estimated National Expenditure (ENE). Oversee effective, efficient and economical utilisation of funds. Document and communicate procedures for accessing and shifting of funds.
    • Coordinate budgeting, audit and financial functions. Administer Subsistence and Travel claims and other related expenditure. Administer the procurement of goods and services. Compile and maintain the Demand Management Plan. Facilitate supply chain management services.
    • Facilitate monthly, quarterly and annual reporting on supply chain management related matters. Control over safekeeping, utilisation and maintenance of all assets. Ensure proper administration of sourcing and evaluation of quotations. Capture goods and services on the system (LOGIS, etc).
    • Handle queries from internal and external clients relating to supply chain matters. Render general office support services. Supervise, motivate and develop staff through individual performance agreements. Provide assistance in the development and / or review of the operational plan. Compile various submissions / memoranda and responses. Attend to queries from Internal Audit. Administer leave forms / attend to queries.
    • Make travel / conference bookings and confirmations. Provide secretariat services. Provide records keeping. Administer assets. Maintain asset register. Liaise with asset unit during asset verification. Manage outgoing and on-going assets. Allocate equipment to officials.
