    Monitoring & Evaluation Officer - Century City

    Description

    Born out of a convention to draft the first national strategic plan for AIDS, NACOSA has played an important role in mobilising an effective, multi-sectoral response to HIV, AIDS and TB – South Africa’s main public health challenges at the time. NACOSA is now a leading community service organization, working collectively to build strong, equal and healthy communities free from the burden of HIV, AIDS, TB and GBV. We do this by strengthening community systems, mobilising and managing resources, facilitating networking and collaborations, providing and enabling access to servicesand advocating, learning and sharing collectively. NACOSA works at all levels – from international agencies, the corporate sector, research institutions and government, right though to local services and small, community groups. 

     The M&E Officer will ensure accurate collection, capturing & reporting of programmatic data for NACOSA implementing partners. 

    • Assist in preparation of M&E sections of reports to donors and other stakeholders.  
    • Conduct onsite and offsite data verification of NACOSA implementing partners. 
    • Conduct thorough and extensive data verification of all data, including detailed checking of reported data against source documents, to ensure all data captured is accurate and valid. 
    • Prepare reports and provide feedback on data quality issues detected. 
    • Perform data analysis with the view to provide recommendations on improvement of the program implementation and focus. 
    • Work closely with the M&E and programmatic team, to implement systems to improve data use to inform implementation. 
    • Attend regular M&E workshops, relevant staff enrichment training sessions, meetings and training courses as required. 
    • Provide support to NACOSA implementing partners to ensure timely reporting of all indicators. 
    • Assist with training and technical support of NACOSA implementing partners staff on M&E policies, procedures and tools. 

    Requirements

    • Degree in Research/Public Health or Monitoring and Evaluation related discipline  
    • Minimum of 3 years’ experience as a M&E Officer.
    • Experience in monitoring and promoting data quality. 
    • Experience in capacity development of field staff in M&E and coordinating the work of others. 
    • Good computer skills with work experience using data management systems and MS Office  
    • Ability to work effectively and efficiently in a fast-paced, high stress environment. 
    • Must be a self-starter and able to work independently with little supervision. 
    • Strong planning, time management, problem solving, and project management skills.  
    • Results-oriented, professional, accountable and proactive 
    • Strong interpersonal communication skills  
    • Proven ability to work as part of a team. 
    • Available and willingness to travel extensively.  
    • Valid drivers’ license, own reliable vehicle.

    Monitoring and Evaluation Specialist - Centurion

    Description

We do this by strengthening community systems, mobilising and managing resources, facilitating networking and collaborations, providing and enabling access to services and advocating, learning and sharing widely.

    NACOSA works at all levels across the country – from international donor agencies, the corporate sector and national government, right through to sub-district services and small, community groups. Strengthening Community systems for NACOSA focuses on building networks of Community Based Organisations and Community Leadership.

     

    The duties and responsibilities of the Monitoring and Evaluation Specialist will include, but not limited to:

     

    • Develop, implement, and manage robust M&E systems and frameworks for two NACOSA programmes and implementing partners, including M&E frameworks with indicators and targets, data collection and database management systems, data flows, quality assurance and reporting.
    • Create or refine M&E protocols, including manuals and reference guides, for proper implementation of data capturing and related functions.
    • Conduct M&E site visits to implementing partners to champion data ethics and provide M&E related orientation, training, and mentorship for NACOSA implementing partners and programme staff.
    • Track and manage the collection, capturing, analysis & reporting of programmatic data by NACOSA implementing partners.
    • Conduct onsite data verification of NACOSA implementing partners and perform data quality assessments of reported programme data.
    • Compile, interrogate, and analyse data progress towards achievement of goals related to services for victims of gender-based violence and strengthening livelihoods opportunities for people living in the targeted areas, including the development of infographics and relevant programme analytics.
    • Assist Programme Specialist with development of reports to NACOSA Management and donor as required.
    • Assist with all other strategic information related to programmatic activities which would involve data collection and analysis and enhanced data use to inform programme improvements.

    Requirements

    • Post Graduate degree or equivalent in Monitoring and Evaluation/Research/Public Health/Epidemiology or related discipline.
    • Minimum of 3-4 years’ experience developing monitoring and evaluation systems for programmes in the health and social development sectors, HIV/AIDS, GBV and/or Economic Strengthening Livelihoods programmes experience preferred.
    • Experience of working in limited-resource settings, preferably in South Africa   
    • Experience with donor M&E reporting requirements
    • Demonstrated understanding of data management systems and strong skills in data review, interrogation, analysis and interpretation.
    • Experience managing, consolidating, analysing and reporting on datasets.
    • Experience in monitoring and evaluation systems that involve capacity building for field staff and monitoring and promotion of data quality.
    • Demonstrated capacity to lead workshops, training and planning sessions.

    Personal Competencies

    • Strong computer skills with work experience using MS Office and data management systems, in particular MS Excel or MS Access and/or any other database system such as Epi Info or STATA
    • Strong data management and analytical skills with the ability to identify data quality issues and synthesize data efficiently and effectively.
    • Attention to detail, ensuring accuracy and thorough engagement with tasks.
    • Ability to work effectively and efficiently in a fast-paced, high stress environment.
    • Must be a self-starter and able to work independently with little supervision.
    • Strong planning, time management and project management skills
    • Results-oriented, professional, accountable, and proactive
    • Fluent in spoken and written English, a second indigenous language will be an advantage.
    • Strong interpersonal communication skills and ability to work with more than one programme manager.
    • Proven ability to work as a team member with multidisciplinary teams.
    • Valid drivers’ license, own reliable vehicle, and willingness to travel extensively.
