PURPOSE OF THE JOB:

• The Senior Technical Buyer is responsible to scan, analyze and select of suppliers for goods and services in order to negotiate and conclude multiyear supply contracts for the successful execution of the Business Plan. The Senior Technical Buyer is therefore responsible for the procurement process, price evaluations, cost analysis, negotiations and final procurement selection of suppliers. The Senior Technical Buyer is also responsible for the finalization of Contracts/SLA's and the management thereof over the contract/SLA period.

KEY PERFORMANCE AREAS:

• Scan, analyze and select of suppliers for goods and services in order to negotiate and conclude multiyear supply contracts for the successful execution of the Business Plan.
• Responsible for the Procurement Process, price evaluations, cost analysis, negotiations and final procurement selection of suppliers.
• This position covers the procurement of Production and Non-Production materials as well as Capex and Services.
• Develop Costing Models based on the Technical Engineering drawings, Scope of Works and Specifications.
• Achieve cost savings targets on Material, Capex, Non-Stock and Services.
• Conduct regular commodity market research, highlight any procurement risks and identify and implement risk avoidance strategies.
• Lead and coordinate the Supplier Qualification Process with Cross Functional teams.
• Develop and execute Supplier Risk Assessments and develop and implement corresponding mitigation plans.
• Compile and submit SED Procurement Plans for all BBBEE Procurement.

What Qualifications You Should Have

POST REQUIREMENTS:

• NQF 7 / B Com / B Tech plus Technical Qualification or relevant NQF Level 6 Management Qualification plus Technical Qualification
• 10 years’ procurement experience with at least 3-5 years on management level.
• 10 years’ procurement experience in a Technical / Mechanical Environment.
• 5 years’ material handling experience.
• Project management experience.
• Strong Commercial Orientation and Planning skills with highly organised approach.
• Excellent Negotiation and Communication Skills.
• Advanced Computer Literacy (MS Office Packages and SAP)
• Ability to work independently, show initiate and demonstrate good judgement.
• Good Problem solving skills.
• Sound financial and technical background
• Driver’s License is essential

What We Are Looking For

HIRA

• Assist management & supervision in compiling HIRA’s for their areas
• Ensure compliance to the legal requirements (OHSAct, NEMA & other related legislation) and develop measures to address/mitigate risks.
• Provide inputs into any Modifications, Works Programs & Authorizations for production facilities

ISO 14001 and ISO 45001 certification

• Maintaining certification for the organization/site
• Compile, review and audit of procedures and systems
• Assist in the closing of findings after certification audits
• Participate in audits & inspections

Emergency Preparedness

• Participate in Emergency exercises for the site
• Respond to all emergencies, as required and be on standby
• Ensure all plants have emergency plans, coordinators in place

Compliance to SHE management system

• Conduct audits and inspections of plants to ensure compliance & conformance
• Perform planned task observations at the plants
• Non-conformance and deviations are identified and corrected
• Unsafe acts and conditions identified and reported to management using the CAR system

Incident management

• Investigate incidents for the site
• Reporting of incidents to Department of Labour
• Compile incident investigation reports, as per RDM reporting standards
• Ensure Corrective/PreventativeActions are implemented to prevent recurrence

Communication and Awareness

• Participate & Attend SHE/R meetings
• Issue Safety Alerts & Infograms relating to SHE
• Investigate and follow up on complaints from employees, as well as from outside the company.
• Communicate legal updates to the relevant plants and management
• Communicate statistics and trends to employees at various platforms

Legal

• Ensure the site & its plants have all Permits, licenses, certificates, authorizations required to operate (“Licence to operate”)
• Ensure compliance to the requirements of any permits, licenses, certificates or authorizations.
• Ensure Legal compliance audits are conducted and all findings addressed for the site/plants
• Ensure that all legal appointments are up to date.

What Qualifications You Should Have

• Bachelor’s Degree/B-tech in Environmental or Safety Management (safety management preferred)
• At least 3 years’ experience working in a manufacturing/chemical/production environment performing a similar role
• Experience within explosives environment will be advantageous
• ISO 14001 & ISO 14001 Implementation
• Hazard Identification and Risk Assessment (HIRA)
• Waste Management Course
• Incident Instigation course
• SAMTRAC (desirable)

• The SHE Officer is responsible to provide an integrated SHE Management service to ensure identification and management of SHE risks within the RDM sites. The incumbent is responsible for the identification and management of risks and implementation of measures/initiatives that improves the safety in the workplace and supports the long-term business interests of RDM. To incumbent is also responsible to implement and manage safety, health, & environmental philosophy, processes and systems to ensure responsible business conduct by complying with all applicable legal and other requirements.
