    Public Policy Manager, Strategic Response Policy

    Facebook is looking for two people with crisis, risk management, or decision support experience gained in tech, business, or government policy to join our Strategic Response Policy (SR Policy) team. The team’s purpose is to handle crisis situations that require cross-functional coordination, and communication to senior leadership, in order to mitigate serious risks to the company or the community. This could relate to pieces of content posted on the platform, the impact of terrorist attacks and violent incidents on our platforms, and thinking strategically about how geo-political events may present policy risk. SR Policy sits within our Content Policy team which is responsible for setting our Community Standards and Business Policies governing content on the platform. The role of SR Policy is to help leadership make enforcement decisions in the most critical cases when operating under significant time challenge and stakeholder scrutiny. To do that we operate a global 24/7 on-call shift system, with responsiveness and accuracy of written communications being of paramount importance. You will need to be personally resilient, flexible and able to multi-task, enjoy quick turnaround work and be prepared to work on thematic issues that some may find emotive.You will be expected to operate independently, and be confident managing multiple internal stakeholders, balancing differing opinions and perspectives, and weighing up risk in order to provide effective policy advice to leadership. To do this effectively, you are likely someone who can think strategically about risk, whilst also able to probe into the detail of fast-moving situations. Someone who has operated at the intersection of policy and operations may be particularly suitable.You will based in the EMEA region and will provide a focal point for issues across Africa and Europe respectively. SR Policy is a global team that responds to issues across regions and time-zones. You will be expected to work on issues as they arise irrespective of geography.London is the preferred location for these roles but we will also consider Berlin, Paris, Johannesburg or Lagos.

    Minimum Qualification

    • Bachelor’s degree in public policy, legal, political science, risk management, or related discipline
    • Significant experience in policy, legal, risk or crisis management
    • Highly developed drafting and reasoning skills
    • Experience providing decision support and advice to senior executives
    • Effective at consensus-building, and communicating with internal and external audiences.
    • Interest in political, security or cultural issues across the African continent, or Europe
    • Skilled at personal resilience and working at pace

    Preferred Qualification

    • Advanced-level Degree
    • Experience in strategic responses, risk or crisis management
    • Policy implementation or enforcement
    • Some experience or knowledge in international Internet/social media issues

    Policy Head of Human Rights, Africa Middle East & Turkey

    Facebook is looking for a Policy Head to lead our human rights and at risk country strategy across Africa, the Middle East and Turkey. The Policy Head of Human Rights will partner with his/her human rights team, with the Regional Directors and Heads as well as the wider cross-functional teams at Facebook to identify and mitigating human rights risk across the region, to build partnerships to advance human rights and address opportunities to amplify human rights with our products and platform. As part of Facebook’s Africa, Middle East & Turkey Public Policy organization, the Human Rights AMET team is responsible for designing, developing and launching regional strategies that leverage the extraordinary reach of Facebook to promote positive human rights impact. We are looking for candidates who can build partnerships with the full complement of key stakeholders, including civil society, academics, government and other social impact stakeholders to mitigate human rights risk. You should have a clear understanding of relevant human rights issues, the policy challenges Facebook faces across the region related to human rights, ambitious and creative ideas about how to address them, and the ability to fearlessly execute. You must have the ability to rally colleagues from across the company to scale, run & measure the results of human rights impact assessments. You should be highly strategic, organised and impact oriented and thrive in a fast-paced work environment. This position can be located in London or Johannesburg and is a 12 month contract.

    Responsibilities

    • Identify, monitor, and analyze policy issues affecting Facebook and related to human rights key markets across Africa, the Middle East and Turkey
    • Lead our human rights impact assessments process across the region
    • Identify, create and implement proactive strategies to address risk and create opportunities related to human rights
    • Work in partnership with the wider AMET Public Policy team on the strategy for building relationships with policy makers, civil society and academics
    • Build and manage meaningful partnerships with key human rights organizations across the region
    • Represent Facebook in meetings with key stakeholders
    • Work closely with global human rights director to feed into global strategy and create consistency of approach across the company
    • Collaborate with regional and XFN leads to ensure consistency in human rights risk approach across the region
    • Coordinate internal and external cross functional groups

    Minimum Qualification

    • Significant experience working with civil society and political systems/institutions in Africa, the Middle East or Turkey, particularly those related to human rights, free expression, social justice, women's rights, health access, LGBTQIA rights, peace building
    • Extremely strong experience designing and being responsible for implementing strategy through others, especially through cross-functional teams
    • Strong experience leading a team, in particular a geographically distributed team
    • Extensive experience with and demonstrated aptitude for people growth and development
    • Impeccable integrity, passion for human rights and social impact, sound judgment, creativity and the demonstrated ability to think critically and challenge received wisdom
    • Significant experience designing and implementing programs in/across Africa, the Middle East or Turkey
    • Ability to create and implement multiple projects and campaigns simultaneously
    • Ability to work autonomously in a fast-paced, high-growth environment
    • Ability to think, plan, and execute resourcefully and creatively
    • Passion for technology and its power to address issues related to social impact and human rights, as well as a deep understanding of the ways that technology and social media platforms
    • Ability to travel frequently and extensively across the region Fluency in English and at least one other additional language required (French or a regional language)
    • Passion for Facebook and its mission to make the world more open and connected
    • Superior written and oral communications skills
    • Fluency in English and at least one other additional language required (French or a regional language)
