    Manager: Integrated Waste Management

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    • Relevant 3 year tertiary qualification in Environmental Health or equivalent related to Solid Waste Management
    • 8 Years Relevant experience with a minimum of 2 years at supervisory level
    • Registered with relevant professional body
    • Peace Officer Certificate
    • Valid Code EB Driver’s License
    • Computer Literacy (MS Office Suite)
    • Compliance with the Municipal Minimum Competencies (MMC) or require same in terms of the exemption within 18 Months from date of appointment.
    • Proficiency in English and, at least, one other local Western Cape Language

    KEY PERFORMANCE AREAS

    • Manage, control and coordinate the operations of Integrated Waste Management services of the Knysna Municipality
    • Managing and coordinating the elimination of waste by reducing the amount of waste produced in society and helping to eliminate the generation of harmful and persistent waste. (Waste Recycling)
    • Managing and coordinating public awareness creation with regard to waste minimisation and recycling campaigns and general waste management
    • Manages the formulation of specific contracts and tender documents and controls contractual obligations
    • Manage Financial aspects of the Waste Management Division
    • Management of Human Resources in the Division line with municipal policies and procedure as well as legislation
    • Management of general administration of the division
    • Monthly reporting by Division in compliance with various legislation
    • Adhering to all safety and health practices and promote good housekeeping on an ongoing basis
    • Co-ordinate specific waste management education and awareness initiatives associated with the key performance and result indicators of the functionality
    • Provides operational budget, project management and Administration systems, processes and services
    • Ensure a clean and healthy environment, through inspections related to illegal dumping in residential areas, open spaces and public facilities

    Manager Legal Services

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    • A Degree in law (LLB advantageous)
    • 5 – 8 years relevant legal experience of which, at least two years in a local government environment will be an added advantage
    • Computer Literacy (MS Office Package)
    • Compliance with the Municipal Minimum Competency (MMC) Financial Management will be an
    • advantage
    • Proficiency in English and at least one of the other official languages of the Western Cape Province

    KEY PERFORMANCE AREAS

    • Identifies with the broad Legal Services strategy and defines, implements and monitors short-term plans/objectives
    • Manage key processes, procedural and legal applications associated with the legal function
    • Manage the flow of legal communication/advice/opinion from/to the organisation, media and broader communities
    • Align and implement key legal requirements with respect to upholding the image and/or maintaining a positive perception of the Municipality in terms of Litigation Management
    • Administer all processes relating to property related matters (acquisition, disposal, leases, administration, donations, servitudes, notarial agreements, deeds of sale and ownership confirmation of properties,mco-ordinate conveyancing processes)
    • Management of Human Resources in the Division in line with municipal policies and procedure and applicable legislation
    • Provide inputs for budgetary purposes and ensure proper expenditure control measure to promote sound financial management practices
    • Supervision of subordinates

    Integreted Development Officer

    MINIMUM QUALIFICATIONS & REQUIREMENTS:

    • A relevant 3-year tertiary qualification preferably in Development studies, Project management, Urban development or Municipal administration
    • 3-5 years relevant experience required
    • Computer literacy: MS Office
    • Proficiency in at least two of the official languages of the Western Cape.

    KEY PERFORMANCE AREAS:

    • Compile the Knysna Municipality Five Year IDP (Integrated Development Plan)
    • Compile the annual review and/or amend the Municipality IDP
    • Compile and process the IDP framework and process plan/time schedule for the municipality
    • Arrange strategic work sessions with the Mayoral Committee and Top Management to establish the long-term vision and strategy of the municipality which would inform the IDP
    • Facilitate Inter-Governmental Relations meetings with Sector and National departments
    • Attend IDP forums and meetings organized by all spheres of government
    • Ensure IDP is aligned with Performance Management System
    • Assist in compiling the Annual Report of the municipality
    • Assist departments with the development of Departmental Plans
    • Assist Ward Councillors and Ward Committees with development of Ward Plans
    • Facilitate Ward Public Meetings on the draft IDP
    • Represent the Municipality at District and Provincial IDP Forums
    • Conduct Research on IDP related activities and key government policies and programmes that must align with the IDP
    • Supervision of Staff
    • Willing to work beyond normal business hours for attendance of IDP related meetings
