    Qualification Required

    • A degree in Human Resource Management, Industrial Relations, or a related field is a minimum requirement. A post-graduate degree in Behavioural Sciences would be advantageous.

    Experience Required

    • A minimum of ten (10) years’ Human Resource management experience is necessary, with exposure in a regulatory environment being a distinct advantage (with any experience in the perishable produce export industry being a further advantage).
    • High-level leadership in project management, change management and strategy development are important inclusions amongst the candidate’s business experiences. It would be beneficial for the candidate to have had exposure as a ‘generalist’ in previous HC environments. 

    Skills Required

    • The candidate requires extremely well-developed interpersonal skills, which assumes above average emotional intelligence levels (e.g. excellent listening skills, and high levels of self-motivation). 
    • Conflict management and negotiations skills are important tools of the job. 
    • The HCE should also possess the following proficiencies: excellent oral and written communication skills; sound, technical record-keeping techniques; adeptness at high-level presentations; an ability to work under pressure; the propensity to pay attention to detail; and the ability to manage diversity in a fast-changing environment. 
    • The ability to liaise closely but professionally with Board members, fellow Management, and customers (internal and external) is also important.

    Knowledge Required

    • The HRE needs a sound knowledge of the general principles and practices of human capital including job analysis; recruitment and selection; conditions of employment; remuneration and benefits; retention strategies; human capital development; performance management; payroll administration; employee wellness and safety; organizational development; labour relations; training; risk management; relevant legislation (e.g. the BCEA and the LRA); and national government directives. A comprehensive knowledge of appropriate HR policies and procedures is also a vital requirement of the position. The candidate should be fully conversant with the mechanics of compiling, analyzing, managing, and reporting on a variety of budgets. The mental agility to think in creative and innovative ways will be a distinct advantage to succeed in this position. Knowledge of the perishable products export sector would be useful.

    Key Accountabilities

    • The HCE reports directly to the CEO and is therefore accountable to the CEO for the successful execution of his/her own functions as well as those functions of his/her direct reports. 

    Key Responsibilities

    The functional responsibilities of the HCE himself/herself will be to:

    • Plan, implement, communicate and evaluate the HR strategy for the organization with the emphasis on change management; culture and alignment with relevant legislation.
    • Evaluate HC personnel work performance, and provide motivation, direction and feedback to his/her subordinates 
    • Ensure that the conduct of the HC staff members consistently reflects the values espoused by the PPECB
    • Create and design innovative human resource initiatives and systems which not only anticipate and respond to organizational issues, but encourage employees to do things differently
    • Effectively and persuasively communicate and promote – both verbally and in writing – all HC initiatives to the Board members, the EXCO members, HC staff and all PPECB employees
    • Interpret policies and procedures, analyze complex problems and adopt effective courses of action as and when required
    • Establish and maintain courteous but effective working relationships between staff members, and between staff members and the PPECB’s stakeholders 
    • Gain the cooperation of others by taking the leadership in sensitive, emotional or hostile situations to remedy such situations, thereby safeguarding the PPECB against risk (especially in relation to disciplinary, grievance and union-related matters) 
    • Compile records, correspondence, analyses and other management information tools including maintaining the confidentiality thereof 
    • Compile and manage the annual HC budget according to established financial practices at the PPECB
    • Advise and guide the CEO and EXCO on HC best practice.

    Travel Requirements

    • The HCE must be able to travel to a variety of locations (locally and abroad) to perform work and to attend meetings when the job requires him/her to do so. To this end, the HCE must always be in possession of a valid and appropriate driver’s license and passport.

    • To identify and introduce cost-saving and cost-reduction opportunities in the business when solutions are searched in the market and acquire the best prices from suppliers through negotiations and price benchmarking. 
    • To enable the use technology to simplify, automate, integrate, and measure all procurement processes in the business.   
    • To demonstrate and ensure the professional values, ethical behaviour, and legal compliance essential to a sustainable business model.

    • Build and maintain good relationships with new and existing suppliers  3 years

    • Give presentations about market analysis of products and services needed.  3 years
    • Analyses of data and produce reports and statistics on spending and saving  3 years
    • Keep up to date with trends and innovations, regulation and new technology that can impact on the business 3 years
    • Procurement experience in the Public Sector   3 years

    Knowledge
