    Industrial Relations Officer

    • Ensure awareness and full understanding of the statutory requirements relating to the employment of labour, working conditions, welfare, redundancy etc.
    • Responsible for ensuring the contractor’s recruitment of labour or personnel in accordance with the Project Industrial Relations Policy, acting only on the Resident Construction Manager or his deputy's approval.
    • Ensure that all newly recruited Contractor’s labour is fully informed of the terms and conditions of employment and the type of work to be carried out, in particular ensure that they are aware of the terms of the Industrial Relations Policy, the ruling safety regulations and procedures, the system for the payment of wages and the welfare facilities available on the site.
    • Review the working conditions and welfare facilities on the site continuously throughout the life of the contract to ensure that they are in accord with the terms of the Industrial Relations Policy, statutory requirements and Company policies and procedures.
    • Any deterioration in conditions or facilities must be discussed with the supervision concerned, failure to restore the situation must be reported to the Resident Manager.
    • Advise all supervisory staff on all disciplinary matters and ensure that the correct disciplinary procedures are followed in each case. Be responsible to the Resident Construction Manager for the implementation of disciplinary sanction in accordance with the Site Agreement and Company policy, apply such sanctions at the request of the Supervisory staff after having personally reviewed the circumstances and assured himself that such action is necessary and appropriate. Cases of undue difficulty should be discussed with the Resident Construction Manager.
    • Attend meetings with Contractor Employee Representatives for communication at site level in accordance with the procedure set out in the Industrial Relations Policy.
    • Prepare minutes of all meetings held with the Contractor Industrial Relations Officials and will report all matters affecting industrial relations on the site to the Resident Construction Manager and Head Office.
    • All disputes, the action taken and any site negotiations must be reported immediately to Head Office.
    • Liaise with other Contractors and the Client's I/R representative, to ensure full awareness of all developments which may affect industrial relations on his own site. Any factors discovered which could affect the Company must be reported to the Resident Construction Manager and Head Office.
    • Appreciation of site communication is essential. Ensure that all details of the Industrial Relation Policy, personnel rules and procedures, general additional items of information are posted and fully understood by both staff and labour. Encourage at all times, full communication between employee and the management.
    • Advise the Resident Construction Manager and other Management as appropriate on the settlement and administration of minor staff problems.
    • Take note of other Agreements, working conditions and practices in the area, obtain as much detailed information as possible and assess the efficiency of any such Agreement in order to determine its effect on his own site situation and its usefulness in the preparation of future agreements, all such information should be referred to Head Office for further assessment and retention.
    • Ensure that full and complete records be maintained of all starts, finishes, work records, warnings, final assessment disputes, meetings etc. in order that a complete picture of industrial relations aspects of the contract can be built up.

    Site Secretary / Administrator

    • Provides professional secretarial and administration duties (documentation formatting, telephone calls, typing, filing, travel arrangements, diary management, minute taking etc.) which support the work and efficient running of Site and the line manager(s) to which the incumbent is assigned.
    • Provides secretarial support services on the assigned site work. 

    Key Responsibilities

    • Compile and format site documentation, to agreed standards.
    • Provide secretarial and administrative support to the Construction Manager, Project manager and site team including typing, faxing, filing, photocopying, scheduling meetings, taking minutes etc.
    • Organize meetings, as per Manager’s requests.
    • Organize conference calls, as required.
    • Prepare various reports, letters, minutes and presentations, ensuring accuracy and appropriate distribution.
    • Assist with compilation of monthly report and ensure appropriate distribution to staff and clients. Ability to priorities multiple tasks and keep in balance multiple priorities / demands, Willingness to assist where required
    • Maintain an updated filing system for Site.
    • Liaise with suppliers and contractors, as needed, to obtain information, set up meetings etc.
    • Ensure secure storage (electronic and hard copy) of site documents.
    • Manage document control processes and filing
    • Accuracy in typing and distribution of correspondence to the client
    • Manage and record petty cash (if applicable), Controlling and capturing of timesheets on a weekly basis, manage and distribute office supplies and loading of requisitions, travel arrangements and reimbursements for site staff, follow instructions and take responsibility, Energetic and enthusiastic
    • Facilitation of medicals, access cards and accommodation arrangements as required, monthly HR reporting, management of other administrative / cleaning personnel as allocated 
       

    Qualifications

    • Matric, or equivalent high school education.
    • Secretarial / office management diploma / qualification 

    Knowledge, Skills And Experience

    • A minimum of 5 years’ experience in a secretarial / PA function, preferably within the project engineering environment.
    • Advanced knowledge of MS Office (Word, Excel, PowerPoint and Outlook). Advanced course on MS Word a requirement.
    • Accurate, fast typing skills.
    • Good English language skills, both oral and written.
    • Excellent skills in Microsoft Office
    • Exceptional communication skills both written and verbal

    Civil Construction Superintendent

    • Support the Construction Manager in the management and supervision of all construction and pre - commissioning activities in your area of the project to ensure that the project is completed:
    • In a safe manner, complying with statutory requirements and the company Health, Safety and Environmental, (HSE), policies, manuals and procedures.
    • To agreed quality standards and Client’s satisfaction.
    • Within budget.
    • On time.

    Key Responsibilities

    • Environmental, (HSE), policy, procedures and plans in close cooperation with the HSE Advisors on the project.
    • Responsible to identify potential HSE hazards in your area together with contractors working in the area and to ensure implementation of risk treatment plans by the contractors in consultation with the assigned HSE Advisor to your area.
    • Have prime responsibility in liaison with the Site Quality Coordinator and Site Engineering, for quality of work in your area, in particular:
    • Assists in planning construction methods and procedures. Coordinates engineering or construction problems with the Construction Manager.
    • Interprets engineering drawings and prepares field sketches of revisions and additions.
    • Review design drawings, study and resolve Interference problems and review related vendor drawings and installation instructions.
    • Check the acceptability of the methods and practices proposed by the contractor.
    • Assist in the resolving of Technical Queries.
    • Inspect the contractor’s works to ensure that acceptable work standards are achieved.
    • Monitor installation of materials and equipment to ensure conformance with drawings and specifications.
    • Monitor the activities of contractors to ensure compliance with plans and specifications.
    • Ensure that the Subcontractor correctly interprets drawings, specifications and schedules.
    • Check equipment before release to the contractor advising the Materials Controller of any defects or where damage has occurred.
    • Complete Construction Punch lists as required by the Project and ensures that these Punch Lists are cleared without delay.
    • Witnessing and recording of all pre - commissioning and commissioning test data.
    • Recording of all “as built” information in accordance with the requirements of the Contract.
    • Maintain the required records so that progress measurements could be prepared timely and accurately and that potential claims could be defended successfully, in particular:
    • Reviews Bills of Materials to ensure their completeness.
    • Records of costs and quantity information.
    • Liaise with Quantity Surveyor and ensure opportunity is given for measurement of all works in ample time.
    • A detailed Daily Diary recording all matters pertaining to the contract, including instructions given, the day’s work areas, manning levels, equipment in use, problem areas, safety issues, industrial relations issues.
    • Records of equipment and material deliveries.
    • Records of drawings required and Technical Queries.
    • Prepare field change notices, extra work orders and back charge notices for approval by the delegated authority.
    • Monitor contractor progress against schedule and report slippages to the Construction Manager. Propose measures to contractor and Construction Manager on how to recover lost time and to maintain schedule.
    • Monitoring the delivery and supply of all free issue materials to the contractor. 

    Skills / Qualifications

    • S3 or S4 with at least 5 years’ experience on multi - disciplinary projects
    • Junior B Eng. or B Tech requiring practical experience prior to registration as PR Eng. / PR Tech.
    • Registration with SACPCMP
    • At least 10 years’ experience in the construction industry on multi - disciplinary projects within the mining / minerals processing environment
    • H ave a thorough understanding of the OHS Act, Mines Health and Safety Act and SANS 10142
    • Good engineering knowledge.
    • Experience in earthworks and infrastructure development
    • Experience in providing design input into projects within an EPCM environment.
    • Experience with road building, earthworks and civil structures
    • Have a thorough understanding of permit to work practices and lockout procedures
    • Understanding of cost and financial implications of decisions made, as these relate to a project.
    • Working knowledge of AutoCAD
    • Solid knowledge of construction contracts.
    • Thorough understanding of construction methodologies in his discipline.
    • Highly literate to ensure the clearest communication both verbally and written.
    • Computer literate and knowledgeable on MS Word, Excel, MS Project.
    • Thorough knowledge of and hands on experience with, the development and monitoring of schedules.
