Team Lead: Digital Technology (South Africa)

    Purpose of the role

    • A senior executive is sought to establish and lead a multidisciplinary digital service delivery capability in support of South Africa’s government-wide service delivery transformation. The role includes possible placement in a government department.
    • The role is focused on driving real, end-to-end delivery of priority digital service initiatives, strengthening institutional delivery capability, and enabling the effective re-use of shared digital building blocks to improve public services.

    Role context

    • The successful candidate will lead a dedicated delivery capability of approximately 10 multidisciplinary professionals spanning product and service delivery, user-centred design, technical integration, and data and delivery analytics, organised into multidisciplinary delivery teams.
    • The role is intentionally institution-agnostic, designed to operate across government environments as delivery priorities evolve and longer-term institutional arrangements are finalised. For operational effectiveness, the role will be embedded within a primary host government department to support clear reporting, accountability, and governance

    Requirements
    Key responsibilities

Establish and operationalise digital service delivery capability

    • Stand up and operationalise a high-performing digital delivery capability, including operating model, governance arrangements, and delivery cadence.
    • Ensure delivery readiness across people, processes, tools, and supporting resources.
    • Put in place clear accountability and decision-making arrangements appropriate to complex public-sector environments.

Lead and manage multidisciplinary delivery teams

    • Recruit, onboard, and lead multidisciplinary teams spanning product, delivery, design, and technical roles.
    • Provide full people and performance management, including coaching, capability development, and accountability for results.
    • Foster a delivery culture grounded in user-centred design, evidence-based decision-making, and execution discipline.

Deliver priority digital and service-transformation initiatives

    • Lead end-to-end delivery of high-impact service delivery initiatives, from problem definition through to implementation and adoption.
    • Enable effective integration and re-use of shared digital building blocks, avoiding duplication and fragmentation.
    • Work alongside institutional counterparts to ensure solutions are adopted, sustained, and scaled.

    Build institutional delivery capability

    • Model modern digital delivery practices and support capability transfer through embedded delivery and mentorship.
    • Codify standards, playbooks, and reusable approaches that strengthen system-wide delivery capability.
    • Ensure delivery efforts strengthen institutions rather than creating parallel structures.

    Governance, reporting, and stakeholder management

    • Provide clear, decision-useful reporting to senior stakeholders.
    • Manage delivery risks, interdependencies, and bottlenecks that could undermine pace or credibility.
    • Support longer-term institutionalisation and sustainability planning through operational insight.

    Key performance areas

    • Delivery of priority digital and service initiatives to time, quality, and adoption targets.
    • Demonstrable re-use of shared digital capabilities across initiatives.
    • Fully staffed, functional, and high-performing delivery teams.
    • Effective stakeholder coordination and delivery governance.

    Minimum requirements

    • A relevant postgraduate qualification (e.g. Computer Science, Information Systems, Engineering, Public Administration, or related field).
    • Senior leadership experience leading complex, multidisciplinary delivery teams.
    • Proven track record in establishing or scaling delivery capability in complex institutional environments.
    • Strong people management, performance management, and organisational leadership experience.
    • Demonstrated ability to navigate multi-stakeholder, politically sensitive environments.
    • Experience in digital transformation, service delivery reform, or large-scale public programmes will be a strong advantage

    Core competencies

    • Strategic and operational leadership
    • Strong delivery and execution focus
    • People and performance management
    • Stakeholder engagement and judgement
    • Systems thinking and problem-solving
    • Resilience, integrity, and adaptability
