    IBIF M&E Analyst

    Job Description

    Overall Purpose of the Job

    South Africa is at the cusp of launching its first Social Impact Bond for Early Childhood Development and mothers2mothers is at the forefront of this effort. The Impact Bond Innovation Fund (IBIF) is a unique outcomes based financing mechanism for Early Childhood Development in (ECD) in South Africa. m2m is partnering with D. Capital Partners (D. Capital) to provide the intermediary services required to finalize the development of the IBIF, and to provide Technical Assistance to Implementing Partners on implementing and managing programme performance of the IBIF once it is launched.
     
    The purpose of this position is to provide technical leadership and expertise, as well as Quality Assurance on all aspects of the design and implementation of the IBIF M&E System. This includes but is not limited to M&E system design and implementation related to data collection and reporting, as well as overseeing and managing M&E human resources.  This position reports to the m2m M&E Specialist and is based at m2m Head Office in Cape Town.  An m2m IBIF M&E Coordinator reports to this position.
     
    Description of Tasks / Key Performance  Areas

    • Provide Technical leadership on the design of the IBIF routine M&E System.
    • Liaise with external and internal stakeholders in developing and documenting the IBIF routine M&E system inclusive of, but not limited to a results framework, indicator list (including operational definitions), a Data Flow Diagram, reporting schedule and reporting templates, routine M&E Tools, a Data Management System, as well as Data Quality Audit tools and processes.
    • Provide TA and support to IBIF Implementation Partners in documenting and designing organizational M&E Systems in support of IBIF.
    • Provide Technical Assistance (TA) to IBIF Implementation Partners in managing the roll-out and ongoing implementation of the IBIF routine M&E System.
    • Provide Quality Assurance on all IBIF M&E processes and outputs.
    • Design, manage and implement M&E special projects to improve data collection, data quality, data management, and data use on the IBIF Project.
    • In collaboration with internal and external stakeholders, provide TA on the training of frontline health workers and other staff in the administration and use of IBIF routine M&E tools and systems.
    • Oversee and support the development of IBIF M&E training materials (e.g. manuals, PowerPoint slides, Job Aids, etc.).
    • Oversee and support Implementation Partner training in administering all components of the routine M&E system.
    • Oversee and support ongoing supportive supervision to frontline health workers and other staff in the use of routine M&E tools.
    • Ensure that high quality data are consistently generated across all components of IBIF programme implementation.
    • Lead the design of Data Quality Audit systems and protocols, including Data Quality Assessment tools and procedures.
    • Develop STATA syntax for automated routine auditing of IBIF data off the back-end of Digital Health Applications.
    • Lead and oversee the training of local users in the administration of the routine Data Quality Audit system.
    • Perform field visits to ensure the quality of data.
    • Lead and support monthly data quality reviews and provide systematic feedback to all stakeholders to ensure that standards of the highest data quality are maintained.
    • Initiate, manage and implement data quality improvement interventions in collaboration with IBIF Implementation Partners.
    • Oversee and support data quality improvement interventions initiated by IBIF Implementation Partners.
    • Support and provide TA on managing the execution of all recommendations for improved data quality.
    • Provide Technical Leadership on the development of routine and ad-hoc reporting:
    • Design, implement and oversee tailor-made digital reporting systems for multiple stakeholders using a DHIS2 platform.
    • Develop STATA syntax for automated routine programme performance reports – in consultation with IBIF Programme Managers.
    • Provide TA to IBIF Implementing Partners, and oversee routine (and ad hoc as required) requests for M&E data.
    • Conduct data analysis and compile reports, for multiple project stakeholders.
    • Provide TA to IBIF Implementation Partners as they process data and submit routine and ad hoc programme performance reports.
    • Ensure high quality reports are submitted / accessed timely.
    • Provide technical leadership and TA on the monitoring of quarterly programme achievements and trends through overseeing and supporting the production of routine quarterly reports or in accordance with an agreed upon routine reporting schedule.
    • Provide TA on the mentoring and support to frontline health workers in the use of the routine M&E System.
    • Manage / oversee and support junior M&E staff in m2m as well as IBIF Implementation Partners in the execution of all their responsibilities.
    • Liaise with external and internal stakeholders on any IBIF M&E related matter, as required.
    • Other duties in support of IBIF Strategic Information needs, e.g. including but not limited to managing, overseeing and providing quality assurance for data extraction / data collection in support of IBIF evaluation and operations research projects.

    Qualifications and Experience:

    • Master’s level degree in public health or health and development-related field.
    • Minimum of five to eight years’ progressively responsible work experience developing and implementing (digital) monitoring and evaluation systems for health, HIV/AIDS, ECD (or related field) in resource constrained contexts.
    • Experience in Digital Health (with reference to data collection, data management and reporting) is a requirement.
    • Experience using a DHIS2 platform is a strong advantage.
    • Experience in training and capacity building in M&E (including curriculum development), with reference to data collection (using mHealth), data auditing and data cleaning, data analysis and reporting.
    • Experience in designing and leading routine data audits at multiple points in the M&E system.
    • Experience collaborating with multiple internal and external stakeholders on M&E and research programmes/projects.
    • Experience managing, supporting and overseeing the quality of work of junior staff. 

    Competencies:

    • Ability to coach, mentor, develop and strengthen capacity of lay frontline health workers. 
    • Ability to meet deadlines, manage multiple tasks and work in a fast-paced, demanding environment.

    Monitoring and Evaluation Specialist

    The purpose of this position is to provide technical expertise and leadership to oversee and enhance the m2m program routine monitoring and evaluation system in all m2m supported countries, thereby ensuring the quality, reliability and validity of data generated through the routine monitoring and evaluation system consistent with international best practices. In addition, this position will carry 20-30% LOE dedicated to the IBIF Project. This position reports to the Deputy Director Research and Strategic Information and is based at m2m Head Office in Cape Town with opportunities for international travel (approximately 40%).  The IBIF M&E Manager and Digital Health M&E Associate will report directly to this position.
    Oversight, Planning and Implementation of the Routine M&E System within and across all m2m supported countries

    • Leads the development of the routine M&E system within and across all m2m supported countries
    • Oversee the development and implementation of the IBIF routine M&E System – including providing technical leadership and QA.
    • Provides strategic leadership, management and oversight of development of M&E guidance, SOPs, tools and materials related to the routine M&E system within and across all m2m supported countries.
    • Develops annual plan for all M&E system activities within and across all m2m supported countries
    • Ensures country level M&E plans are consistent with organizational M&E planning and priorities
    • Works as integral member and contributes to other interdisciplinary initiatives as invited according to technical expertise
    • Supports implementation of QA/QI activities within and across all m2m supported countries
    • In collaboration with the Digital Health Project Lead, oversees design and use of Digital Health and other technology in support of routine M&E  within and across all m2m supported countries
    • M&E system development and contributions to other Strategic Information activities within and across all m2m supported countries
    • Ensures routine review and use of outcome and output data (PITT and CO-PITT ) at country level and organization-wide
    • Prepares M&E narratives, reports and updates to major donors, high level visitors and program staff
    • Researches data collection, reporting and data visualisation and other M&E ICT innovations, provides recommendations to staff, oversees upgrade specifications and new designs in collaboration with program team and Digital Health Project Lead.
    • Advises on and oversees quality of M&E system development for new projects and initiatives within and across all m2m supported countries – with special reference to IBIF.
    • Provides ongoing technical support, guidance and oversight of all M&E activities and outputs on the IBIF Project.
    • Contributes to Strategic Information (SI) activities as part of SI team including technical review, and advise on m2m Evaluation and Operations Research activities from inception through reporting/dissemination of results, and translation of results into modified programme activities.
    • Lead initiatives to develop M&E, reporting and data use competencies amongst all m2m staff  - within and across all m2m supported countries
    • Lead M&E training and capacity building efforts among M&E staff at Head Office and among country teams – including curriculum development and conducting training workshops / events.
    • Oversee M&E training and capacity building on the IBIF project.
    • Provides high quality technical assistance as needed to:
    • Identify and address data collection and reporting challenges in each m2m supported country;
    • Ensure high quality data generated from M&E system within and across all m2m supported countries
    • Encourage data use for decision making by all levels of program staff;
    • Identify available additional data sources (District/MOH data, etc) for episodic collection or integration into routine data collection system.
    • Keeps Management and Program staff informed of policy developments, trends and updates in M&E of PMTCT / RMNCH / ECD / Adolescent Health, Technical Assistance / Capacity Development and other areas of focus identified in the m2m strategic plan.
    • Provides ongoing technical support, guidance and oversight to all m2m supported country teams on development and implementation of M&E work plans
    • Technical oversight of and support to MECs and specialist M&E staff within and across all m2m supported countries
    • Provides technical support, guidance and input to HR and line managers for the recruitment, orientation and ongoing performance review of specialist M&E staff (country and regional Monitoring and Evaluation Coordinators - MECs) within and across all m2m supported countries.
    • Provides ongoing high quality technical and analytic support to MECs or staff with M&E responsibilities  (based internationally) within and across all m2m supported countries  to enhance their technical competencies.
    • Provides ongoing technical support, guidance and oversight to all m2m supported in-country MECs for development and implementation of M&E work plans.
    • Provides ongoing technical support, guidance and oversight of all M&E staff in m2m and among Implementation Partners on the IBIF Project.
    • Organizes skill building and team building meeting and programs for all m2m supported in-country MECs.
    • Maintains regular communication with all m2m supported in-country MECs through email and visits.

    Job Requirements

This includes but is not limited to M&E system implementation related to data collection and reporting, as well as conducting ongoing training and supportive supervision among IBIF Implementation Partner M&E teams and frontline health workers.  This position reports to the m2m IBIF M&E Analyst and is based at m2m Head Office in Cape Town.  This position requires up to approximately 70-80% local travel and ongoing fieldwork.

    • Administer Routine Data Quality Audits (RDQAs) independent of IBIF IP RDQAs.

    • Experience using DHIS2 is a strong advantage.

    Competencies:

    • Proven ability and field experience to supervise and support lay frontline health workers to conduct routine M&E.
    • Demonstrated experience in programme reporting to internal and external audiences.
    • Excellent working knowledge of, and experience, in using MS Office.
