    IBIF M&E COORDINATOR

    Job Description

    Overall Purpose of the Job

    South Africa is at the cusp of launching its first Social Impact Bond for Early Childhood Development and mothers2mothers is at the forefront of this effort. The Impact Bond Innovation Fund (IBIF) is a unique outcomes based financing mechanism for Early Childhood Development in (ECD) in South Africa. m2m is partnering with D. Capital Partners (D. Capital) to provide the intermediary services required to finalize the development of the IBIF, and to provide Technical Assistance to Implementing Partners on implementing and managing programme performance of the IBIF once it is launched.
     
    The purpose of this position is to work closely with M&E staff among IBIF Implementation Partners (IPs) and to provide implementation support on all aspects of the design and implementation of the IBIF M&E System. This includes but is not limited to M&E system implementation related to data collection and reporting, as well as conducting ongoing training and supportive supervision among IBIF Implementation Partner M&E teams and frontline health workers.  This position reports to the m2m IBIF M&E Analyst and is based at m2m Head Office in Cape Town.  This position requires up to approximately 70-80% local travel and ongoing fieldwork.
     
    Description of Tasks / Key Performance  Areas

    • Contribute to the training of IBIF Implementation Partner M&E staff and frontline health workers in the administration and use of routine M&E tools and systems.
    • Support the development of training materials (e.g. manuals, PowerPoint slides, Job Aids, etc.).
    • Support training in administering all components of the routine M&E system.
    • Conduct ongoing supportive supervision in the use of routine M&E tools.
    • Mentor / oversee and support IBIF Implementation Partner M&E staff and frontline health workers in the use of the routine M&E System.
    • Support IBIF IP M&E Staff to conduct daily supportive supervision among frontline health workers.
    • Conduct weekly supportive supervision to IBIF IP M&E Staff and frontline health workers with regards to using routine M&E Tools.
    • Report observations to managers and appropriate stakeholders.
    • Conduct data improvement efforts as required.
    • Support efforts to ensure that high quality data are consistently generated across all components of programme implementation.
    • Support the design of Data Quality Audit systems and protocols, including Data Quality Assessment tools and procedures.
    • Train IBIF IP M&E Staff in the implementation and administration of routine and extra-ordinary Data Quality Audits
    • Support IBIF IP M&E Staff to conduct routine and extra-ordinary Data Quality Audits
    • Administer Routine Data Quality Audits (RDQAs) independent of IBIF IP RDQAs.
    • Perform weekly field visits to ensure the quality of data.
    • Conduct weekly / monthly data quality reviews among relevant programme teams, and provide systematic feedback to all stakeholders to ensure that standards of the highest data quality are maintained.
    • Initiate, manage and implement data quality improvement interventions.
    • Support IBIF IPs to manage and oversee the execution of all recommendations for improved data quality.
    • Support routine and ad-hoc reporting:
      • As delegated, process requests for M&E data, such as data / information for annual reports and proposals, meetings and public relations / communications. 
      • Support data analysis and reporting, for internal and external stakeholders.
      • Liaise with external and internal stakeholders on any M&E related matter, as required.
      • Other duties in support of IBIF  Strategic Information needs, e.g. including but not limited to: Support data extraction, data collection in support of IBIF evaluation and operations research projects.

    Job Specifications

    Qualifications and Experience:

    • Honour’s level degree in public health or health and development-related field.
    • Minimum of three to five years’ progressively responsible M&E experience in the health and development sector.
    • Experience in RMNCH including Nutrition, PMTCT, HIV/AIDS, ECD is required.
    • Experience in using M&E systems in resource poor settings is required.
    • Experience in Digital Health is a strong advantage.
    • Experience in training and capacity building in M&E, with reference to data collection (using mHealth), data auditing and data cleaning, data analysis and reporting.
    • Experience in working with electronic data is a requirement.
    • Experience using DHIS2 is a strong advantage.

    Competencies:

    • Proven ability and field experience to supervise and support lay frontline health workers to conduct routine M&E.
    • Demonstrated experience in programme reporting to internal and external audiences.
    • Excellent working knowledge of, and experience, in using MS Office.
    • Excellent management and coordination skills.
    • Excellent communication skills and interpersonal skills, including the ability to communicate effectively with both technical and non-technical colleagues and external audiences.
    • Demonstrated ability to think critically and creatively and to facilitate collective problem-solving.
    • Attention to detail.
    • Ability to work independently and cooperatively with diverse organizational units.
    • Proven ability to manage multiple tasks, work to strict deadlines and check in at key project points to ensure deliverables are aligned to organisational expectations.
    • Valid driver’s license.
    • Fluency in English is a requirement.
    • Fluency in local languages spoken in the Western Cape is a strong advantage (isiXhosa, Afrikaans)
