    Head of Department: Human Settlement: HSET10000

    Key performance areas:

    • Facilitate the coordination of an integrated human settlement strategy in the City
    • Drive and manage the programming and rollout of a portfolio of diversified housing typologies in the Metro that contribute to balanced human settlements
    • Facilitate the integrated programmes to manage and mitigate urban informality within the City's settlements
    • Drive organisational governance and compliance processes and practices as determined by internal stakeholders, specialists, industry groups and legislative requirements
    • Ensure the integrity and efficient registration of subsidized housing
    • Ensure effective financial management / control and corporate governance throughout area of accountability
    • Drive innovative approaches for human settlement infrastructure development and maintenance, benchmarked with global best practices
    • Establish and maintain strategic internal and external relationships inclusive of customers, service providers and relevant legislative agencies and structures
    • Ensure that agreed service level agreements are met
    • Maintain client satisfaction
    • Provide mechanisms and support to implement major changes
    • Manage direct and indirect teams within policy parameters, providing context, setting performance standards, ensuring assessment and development

    Core Requirements:

    • Bachelor's Degree in Built Environment, Civil Engineering / Architecture; Quantity Surveyor or equivalent NQF Level 7 qualification
    • MBA qualification will be an added advantage
    • Registration with a relevant professional body is required
    • 10 years' experience of which at least 5 years must have been at senior management level within the human settlement / construction
    • Strategic competency and leadership skills
    • Excellent knowledge and understanding of risks and compliance management methodologies
    • Problem-solving and analytical skills
    • Knowledge of various legislation applicable to field of work
    • Effective decision-making skills
    • High-level organisational, communication, financial, budgetary and stakeholder management skills

    Minimum Requirements:

    • B Degree at NQF Level 7
    • Candidates must be suited for appointment by virtue of their qualifications, expertise and experience in the fields of Financial Management, Accounting, Auditing, Law & Compliance, Actuarial Science, Information & Communication Technology, Investment Management, Finance, Internal Auditing, Risk Management, Infrastructure Development and Project Management, Development Finance, Socio-economic Development, Strategic Planning and Performance Management, Business, Pension Fund Management, Social Housing, Engineering, Built Environment, Community Activism and Participation, Governance and Public Sector and or Local Government Administration.
    • Applicants must possess no less than 8 years’ management experience in any of the specialist areas enlisted above.
    • Professional registration/certification in the fields of accounting, finance, auditing, law, engineering, built environment, risk management, and ICT will be an added advantage.
    • Certification from the Institute of Directors South Africa (IODSA), as Certified Director, will be an added advantage.
    • Applicants must not be disqualified to be appointed as non-executive director in terms of section 93F of the Municipal Systems Act.

    Divisional Head: Talent Acquisition & HR Business Partnering - HRES19238

    Key performance areas:

    • Develop and drive HR business partnering model for effective engagement of all HR functions with Departments
    • Ensure the integration of business processes and systems, enabling sustainable service excellence
    • Develop and maintain productive relationships with line management and employees
    • Provide end-to-end HR Solutions and services and tactical support to various Departments

    • 8 years' relevant experience in a similar environment is essential of which at least 4 years must have been at Senior Management level

    Divisional Head: Executive Support: PEXM19068

    Key performance areas:

    • Responsible for determining and supporting the strategic direction in the office of the Executive Mayor
    • Implement the lawful policies, resolutions and bylaws of the municipal council and other spheres of government
    • Ensure compliance to the reporting frameworks i.e the Municipal Systems Act, Municipal Structure act, Municipal Finance Management Act and the City's Mayoral and Council resolutions, policies etc
    • Facilitate the interface between the OEM and the entire City's departments and Agencies
    • Establish and drive integrated, sustainable and effective overall committee and secretariat support services to ensure effective identification of needs, requirements, measurements, reporting and communication on organizational demands
    • Manage the financial administration of the department to ensure that the resources are used efficiently, effectively, economically and transparently
    • Lead the effective and efficient management and development of human resources within area of responsibility in order to contribute towards the creation of a conducive work environment, capacitated workforce, effective management of human capitai and improved work performance
    • Influence and communicate with all levels across the business to minimise resistance to change
    • Establish and manage strategic internal and external relationships inclusive of customers, service providers, and relevant legislative agencies and legal structures

    Core Requirements:

    • Degree in Business Management, Public Management or Law or relevant equivalent NQF Level 7 qualification
    • Computer literacy

    • 5 -8 years' relevant Secretariat services experience of which 5 years must be at senior management level
