    Projects Management Unit Manager - Task Grade 16

    Requirements of the Position:

    • B Degree Civil Engineering or Post Graduate Diploma in Projects Management Professional Registration with Esca as (Pr Techni/Pr Tech Eng/Pr Eng) and or as Candidate
    • Code EB Driving License
    • Local Government Experience as added advantage

    Key Performance Areas:

    • Identifies and defines the immediate and short- term objectives/plans associated with projects and contracts by:
    • Compiling PMU business plan and budgets in consultation with the immediate superior, considering the Municipality's Procurement Policy and requirements of the Municipal Infrastructure Grants (MIG) and Division of Revenue Act (DORA).
    • Analyzing and aligning project requirements with operating capacity and capability. Planning and submitting draft DORA reports, PMU targets and MIG implementation plans to the immediate superior for further processing.
    • Presenting a conceptual framework of current and future PMU interventions necessary to achieve acceptable levels and standards of service delivery to the immediate superior for consideration and inclusion into the department's short/long term performance and service delivery plans.
    • Manage and execute capital project consisting of Civil Engineering Projects.
    • Manage project elements, including, but not limited to schedule, cost, resources and risks.
    • Manage and co-ordinate the initiation and implementation of projects and programs
    • involving multiple stakeholders, by utilizing project management and change management principles and processes: Manage contract administration, Financial Management and Timeline deliver schedules of the project.    ·
    • Manage and co-ordinate project monitoring and evaluation, interacts internally and externally on specific issues associated with project management.
    • Manage, co-ordinates and controls key dimensions and requirements associated with occupational health and safety during project implementation.
    • Perform any other related duties as may be required by the supervisor.

    Strategic and business management:

    • Knowledgeable enough about the business to be able to Explain to others the essential business aspects of a project
    • Work with the project sponsor, team and subject matters experts to develop an appropriate project delivery strategy and ;
    • Implement that strategy in a way that maximizes the business value of the project.

    Leadership Skills:

    • The ability to guide, motivate and direct a team
    • Essential capabilities such as negotiation, resilience, communication, problem solving, .:ritical thinking, work independent and under pressure, precision and attention to deal and analytical abilities,
    • Project Manager must be able to deal with people (project stakeholders, project team and steering team and project sponsors); the following qualities and skills are required for a project manager; being a visionary, optimistic and positive, collaborative, managing relationships and conflict, being respectful and being a life-long learner who is results and action oriented.

    Other expertise required in general:

    • Technical knowledge on the Civil Engineering Industry and focus area project management.
    • Cost and budget management
    • Legislation and regulations Organizational governance.

    Expanded Public Works Programme (EPWP) Officer Task Grade 11

    Requirements of the Position

    • Grade 12
    • National Diploma in Engineering Fields of Study/Projects administration/project management.
    • Certificate for Labour Intensive Construction Projects_ NQF 5 Computer Literacy
    • Code EB Driver's License will be an added advantage,

    Key Performance Areas:

    • Provide general administrative support to the EPWP role players within the Municipality.
    • Execute EPWP Project implementation function in accordance to the policies and regulations
    • Coordinate training implementation for all EPWP staff in accordance with the EPWP Skills Development Project and Framework
    • Assist the branch EPWP Project coordinate by ensuring that the records of employment of EPWP staff are kept safe and accurate at all times.
    • Keep record of payroll weekly payments reconciliation liaising with all key stakeholders in order to identify opportunities, minimize risks and improve efficiencies.
    • Assist EPWP by developing systems for effective management of job creating programs.
    • Consolidate and analyze EPWP statistics and finance reports to relevant key stakeholders.
    • Representing the EPWP recruitment section in community or Sub-council where there are disputes as required by line manager.
    • Responding to enquires and request for service from internal and external stakeholders.
    • Compiling and monitoring of accurate monthly/quarterly Labour reports
    • Participate in the identification of projects to be implemented as detailed in IDP and SDBIP objective against national methodologies, approaches and legislation outlining the implementation of the Expanded Public Works Programme (EPWP).
    • Registering projects as being EPWP compliant through the Department of Labour and Department of Public Works for execution.
    • Prepare programme of works for the UC projects.
    • Compiling of the EPWP Project List and maintaining project database on Labour statistics and other related key performance indicators required by EPWP
    • Coordinating training and workshops on the implementation of the EPWP, including assisting with implementation of the Learnership Training Program for the Municipalities.
    • Identifying risk areas, developing a strategy to counter risks and monitoring risks, updating the risk management plan and conducting post implementation review of EPWP projects.
    • Coordinates specific administrative and reporting requirements associated with information management by:
    • Preparing reports referring to statistical data and qualitative information gathered through project/programme investigations and site inspection.
