    Regional Manager: Region A

    Key Performance Areas:

    Strategic Management

    • Provide required and relevant information, insights and influence to the HDA strategic planning process.
    • Participate in finalizing the strategic plan and vision.
    • Define targets and strategies for team to implement in support of the achievement of the HDA strategic objectives.
    • Develop unit operational plans to facilitate achievement of the organisational strategy.

    Contract Management (management of MTOPs and other SLAs)

    • Interpret the programming decisions taken at Board, EXCO and Steering Committee level and develop implementation plans to manage that work is done in the specific functional area.
    • Manage development of operational plans and capacity requirements to implement contracted work as required by the HDA strategy.
    • Manage optimal utilisation and mobilisation of resources across other organs of state (province, municipalities and other public bodies).
    • Work within the agreed protocol/agreements with the provinces or local authorities.
    • Support and advise functionaries in respect of their operations and interface with the province/ municipalities and ensure coordination across the functionaries.

    Stakeholder Engagement and Consultations

    • Network with relevant role-players and make appropriate contact with public sector organisations.
    • Identify and explore possible new work opportunities with partners in the provinces and existing clients.
    • Align work opportunities to the HDA strategy as well as role and function of Provincial office.
    • Gather relevant information (key decision-making processes, strategic choices and timing of priorities).
    • Promote the HDA function, mandate and role through delivering presentations and representing the HDA as well as addressing queries on the HDA services offering.
    • Consult with the relevant public sector bodies to identify areas of mandate alignment (to inform the structuring of operational programmes and plans).
    • Establish processes to ensure full, end-to-end coordination between all involved parties.
    • Troubleshoot and unblock issues affecting execution of HDA work and services.

    Provincial Programme Management (multiple provincial offices)

    • Manage overall support to ensure the effective functioning of the HDA services in the province.
    • Establish clear, written and explicit work processes and procedures and set up systems and methodologies to monitor the execution and performance of work of all staff.
    • Review work processes and recommend corrective actions/improvements enhancing the performance and effectiveness of the Programme.
    • Manage control of quality and quantity of work performed, guide the team and carry the overall responsibility for the task fulfilment as per the operational plan.
    • Manage that the operation support plan and programme for the work includes and addresses:
    • Detailed Project Plans and necessary and satisfactory project procedures are established to direct all project work in order to maintain timely execution and quality of work.
    • Results are compiled, documented and forwarded to in required format, quantity and quality, and ensure timely and correct presentation and explanation of results.
    • Risks are proactively managed.
    • Progress review and coordination meetings are held regularly with key project team members, and other project stakeholders.
    • Progress is diligently monitored and that bottlenecks and related issues are proactively tracked.
    • Costs are properly and orderly tracked, and maintained within approved project budgets.
    • Project schedules are followed and deadlines are met.

    Financial Management

    • Develop the budget required for the programme.
    • Manage expenditure against budget.
    • Manage procurement in line with the relevant policies and procedures.
    • Address any anomalies in spend and budget.
    • Report on financial performance of the programme.

    People Management

    • Select, assign, lead and manage people.
    • Set clear objectives for self and others and measure achievements against these objectives through implementation of the performance management system.
    • Build and manage relationships with staff members.
    • Manage and support staff development.
    • Develop and manage the implementation of succession plans for key individuals and critical positions.
    • Implement the HDA HR policies and procedures as required.
    • Manage risks and address issues as they arise.

    Compliance Management

    • Manage implementation of work within established policies, systems, procedures, processes and practices.
    • Provide advice and assistance to others in order to ensure their compliance with policy and governance. procedures.
    • Identify areas of non-compliance and implement corrective action.

    Qualifications and Experience

    • A minimum of a degree in Built Environment or engineering is required.
    • Postgraduate in Built Environment and/or Civil Engineering will be an added advantage.
    • Professional registration within Built Environment i.e ESCA is required.
    • 5- 8 years’ proven and relevant experience in public sector planning and public programme implementation with at least 5 years Senior Management experience.
    • Experience with programme management preferably in the public sector is required
    • Knowledge, insight and experience of the public sector and built environment development is preferable
    • Knowledge of legislation and policies regulating the public sector and the built environment development
    • Management and communications/ negotiation skills
    • Ability and willingness to travel extensively

    Provincial Manager: Region A (Western Cape)

    Building Inspector

    Key Performance Areas:

    Building Inspection

    • Complete inspections according to schedule and plan.
    • Check building is being constructed on correct erf.
    • Check layout of unit / house is according to the approved plan and is orientated correctly.
    • Ensure foundation is laid out correctly.
    • Ensure foundation is cast according to specification and that contractors Engineer signs off the foundation.
    • Inspect house / building to ensure it has been constructed according to the required specification e.g. Brick force used correctly, roofs tied down correctly, two coats of specified paint applied correctly.
    • Check all walls, windows and doors are installed straight and meet specifications.
    • Check all plumbing and electrical work is installed as per approved plan, works and is compliant.
    • Ensure houses / units meet all quality standards as agreed by Project managers and NHBRC.

    Civil Works

    • Performs inspections of road works, storm drains, water & sewer mains and other services.
    • Ensure that work complies with standard specifications, detailed plans and standard practices.

    Service Provider Liaison

    • Identify issues and proactively resolve these with relevant contractors and service providers.
    • Coordinate with NHBRC regarding non compliance or issues identified by them.
    • Resolve non compliance and quality issues with contractors in a proactive and effective manner.
    • Monitor and ensure service provider integrity in all issues and matters.

    Administration

    • Schedule and plan inspections in conjunction with project managers.
    • Conduct inspections according to schedule.
    • Input information from inspections accurately and completely.
    • Complete comprehensive checklists for each house / unit inspected.
    • Prepare and keep accurate records for preparation of regular weekly and monthly reports.
    • Draft reports as required: weekly reports, monthly reports, quarterly reports, and any other Adhoc reports when and if requested.
    • Plan and participate in meetings.
    • Develop and maintain an appropriate filing system of all inspection documentation.
    • Investigate and report on complaints and enquiries as required.
    • Recommend for works to be signed off by Project Manager as complete.

    Snugging

    • Establish and monitor deadlines for completion of work.
    • Complete final snagging of units prior to sign-off.
    • Complete de-snagging of units.
    • Sign off completion of handover documents once all snags and issues are resolved.

    Qualifications & Experience

    • Matric or equivalent qualification.
    • Relevant Post Matric certification / National Diploma in Civil or Building or Architecture.
    • Ability to read, interpret, understand and manage building plans to ensure construction is aligned and compliant.
    • Knowledge and ability to ensure compliance of plumbing and electrical requirements in building.
    • Having a working knowledge of health and safety legislation.
    • 2-3 years experience as foreman and / or Clerk of Works essential.
    • 5-10 years experience in large scale low-cost housing construction environment. A minimum of 3 years of this experience must be in a quality construction management capacity
    • Drivers license.
    • Computer literacy in Microsoft Outlook, Excel and Word.
