    Director: Executive Support

    Minimum Requirements: 

    • A Matric/ Grade 12 Certificate. 
    • Bachelor’s Degree in Business Administration, Public Administration, or Business Management; 
    • 10 years overall experience, of which 5 years should be at senior management. 
    • Proven track record of providing strategic support to an executive at a similar level.
    • Experience in supervising multiple, diverse service functions simultaneously with strong supervisory and team leadership skills. 

    Primary Function:

    • To direct and lead the effective functioning of the support function to the Member of the Mayoral Committee (MMC) by providing high-level strategic (and political) advice and counsel to the MMC by coordinating the implementation of the executive policy, developing, and managing the implementation of communications strategy (action plans) and managing key personnel in order to ensure the advancement of the MMC’s political programmes and strategy. 

    Key Performance Areas: 

    • To manage and provide strategic (political) policy support and advice to the MMC. 
    • To enable and manage the implementation of the Executive Mayor’s Communication Strategy i.e. the MMC’s functions. 
    • Directs and controls the outcomes associated with utilization, productivity, and performance of personnel within the MMC support function. 
    • Plan, monitor, and control the function’s annual operating and capital budget so that spending is in line with the Municipal requirements and/or Municipal Financial Management Act (MFMA). 
    • Manage, direct, and drive processes and policy that support the effective and efficient operation of key functional areas in the support function of the MMC. 
    • Manage and lead the work of staff in the Office of the MMC in their execution of the government blueprint, as determined by the MMC. 
    • Direct and manage the execution of projects and assignments as determined by the MMC.

    Specialist: Monitoring and Evaluation

    Minimum Requirements: 

    • Matric Certificate/Grade 12; 
    • National Diploma in Business Administration/Public Administration/Business Management or related qualification (NQF level 6); 
    • 3 – 4 years’ relevant working experience; 
    • Knowledge of various governmental spheres; 
    • Sound judgment and high decision-making ability; 
    • Must have a valid driver’s license. 

    Primary Function:

    • Systematically monitor programmes/projects presented to Council and cluster committees by COJ department for decision-making, measure the implementation of these programmes/projects in terms of efficiency, effectiveness, compliance, and quality, for accurate project reporting. 

    Key Performance Areas: 

    • Render and effective monitoring, evaluation, reporting, and flow of the work of Executive through to Council processes; 
    • Render adequate executive business support to Council and Committees; 
    • Manage Stakeholder relationships; 
    • Conduct market research to ensure best practice in M&E.

    Special Advisor Projects: Strategy Coordination and Implementation

    Minimum Requirements: 

    • Matric/Grade 12; 
    • Bachelor’s degree in Strategic Management/ Commerce/ Business Administration / Economics / Public Management/ Public Administration / Corporate Finance/ Business Management/ Project Management/ Policy Development/ Political Studies/ International Relations/ equivalent at NQF Level 7; 
    • A Certificate in Management Development for Municipal Finance (CPMD) will be an added advantage; 
    • 10 years’ experience directly related to the field of Planning, Formulation, Execution, Coordination, Performance, Monitoring and Evaluation, of which 5 years must be at a senior management level and 3 years at middle management. 
    • The incumbent should possess knowledge at a competent proficiency level; 
    • Knowledge and understanding of strategic and organisational management practice. 
    • Good knowledge and understanding of relevant policy and legislation. 
    • Good understanding of institutional governance systems and performance management; and 
    • Knowledge and understanding programme/project management. 
    • Appointment to this position will be subject to signing an employment contract and performance agreement, as well as disclosure of financial interests  

    Primary Function:

    • Provide expert executive-level support in the coordination and implementation for the Growth and Development Strategy 2040 (the City global strategy) (and others cited in the context), by leading the formulation/review, steering business direction with a strong focus on growth, service delivery innovation, identifying, evaluating, and supporting projects, investment opportunities and serving as a proactive and trusted advisory to the executive and senior leadership in order to ensures alignment of goals and execution while driving strategic initiatives and partnerships that achieve the developmental mandate and objectives of the City.  

    Key Performance Areas: 

    • Provide Strategic Support and Planning Services; 
    • Lead the Coordination of strategy Initiatives and project management services; 
    • Mobilise and lead the implementation and monitoring of strategy initiatives; 
    • Mobilise and Lead the Internal Capacity Building and Development Services; 
    • Manage specific administrative and reporting requirements;

    Internship: Administration

    Minimum Requirements: 

    • Matric/Grade 12 plus Diploma or Degree in Administration/ Public Administration/Business Management. 
    • Confirmation letter from institution; 
    • Computer literacy – MS Office Applications;

    Primary Function:

    • Provide effective and comprehensive administrative support and logistical services to the office to ensure the efficiency of business Unit.  

    Key Learning Areas: 

    • Coordinate administrative requirements associated with the office functionality; 
    • Arrange internal and external meetings by booking the venues and ensuring that all necessary logistics are in place 
    • Recording and compiling minutes of the meetings and track progress/ follow up in decision taken during meetings.

    Internship: Spatial Transformation Projects

    Minimum Requirements: 

    • Matric/Grade 12 plus NQF Level 7 qualification in the built environment or equivalent 
    • Exposure to project management processes and modules will be an advantage. 
    • Confirmation letter from Institution 
    • Computer literacy – MS Office Applications; 
    • Only City of Joburg residents will be considered.  

    Primary Function:

    • To support the project management, implementation and contract administration of spatial projects. Support the tracking of targets for spatial projects to ensure delivery of results, in accordance with the signed agreement and agreed work plans. Coordinate engagements with projects partners. To be the custodian of data and material relating to the project and project performance. Perform administrative duties relating to the project management, implementation and contract administration. Support the effectiveness and efficiency of the Directorate’s operations.  

    Key Learning Areas: 

    • Support the implementation of Project Workplans; 
    • Produce drafts Project Expenditure Reports; 
    • Support the management of workflow and office administration of the Directorate;

    Internship: IT Programme

    Minimum Requirements: 

    • Matric plus Diploma / Degree in Information Technology (IT) or Equivalent Qualifications Registered at NQF level 6/7 
    • Understanding of IT Systems 
    • Confirmation letter from a Qualified Institution 
    • Computer Literacy – E.g. Microsoft Applications

    Primary Function:

    • The purpose of the Job is for the Intern to be an Administrator of Town Planning Application System (TAS) and other related IT Systems. TAS is an integrated system within Development Planning and is integrated with other Departments and Municipal Owned Entities (MOES) within the City of Johannesburg. The Intern’s main duties will be to manage Users, System Issues and System Enhancements of TAS.  

    Key Learning Areas: 

    • Manage large Datasets, perform Data Analysis and produce Reports and write Technical Documents. In addition, the Job will also enable Land Use Development Management (LUDM) Directorate to provide Knowledge and Skills Transfer to the Successful Intern.
