    Head of Liquidity and Funding

    Job description

    The Commonwealth Bank Group is executing a plan to enter and disrupt the South African banking market.     The purpose of the role:

    This role will be responsible for developing and implementing the treasury and liquidity management processes, policies and reporting requirements for the organisation.
     
    You will:
    • Support the CFO and ensure appropriate Treasury oversight and management of the Balance sheet.
    • Establish and maintain banking relationships with counterparties in the South African Markets through high personal integrity and professional standards.
    • Establish the Bank's Liquidity, Funding and Regulatory Reporting capability.
    • Establish and maintain the knowledge base of legal and regulatory requirements and market conventions.
    • Establish and manage the bank's Liquidity Management and participation in South African Markets and ensure business activity is consistent with, and maintains, the structural integrity of the balance sheet.
    • Ensure all Treasury activities are in line with internal policies and procedures whilst optimising Treasury NPAT.
    • Identify possible interest rate risk exposure by understanding the developing pricing strategies on both assets & liabilities products.
    • Plan, monitor, and manage the bank's liquidity so as to control liquidity and funding risk of the bank within delegated limits and at an acceptable cost.
    • Establish and execute timely reviews of local policies in relation to liquidity risk and internal Treasury policies & procedures.
    • Ensure compliance to the statutory limits as well as the timely submission of reports relating to treasury operations
    • Report any breach of delegated or statutory limits to the CFO, Risk & Compliance Team and Chief Executive Officer and Group/IFS (as required).
    • Manage inter-Bank/Group borrowing/lending.
    • Make decisions on placing investment of surplus liquidity in accordance with the bank's policy and procedure and counterparty limits.
    • Prepare and develop new related internal policy and procedures in accordance to Legal Compliance and Central Bank regulations.
    • Build and nurture a strong treasury team, where we become an employer of choice.
    What will make you successful?
    • Proven track record in managing Liquidity and Funding of a Banks in South Africa.
    • Banking treasury experience of 10 years or more, including hands on experience in Treasury Products and Liquidity Management.
    • Knowledge of the South African Market, Regulations as well as regional and global market trends.
    • Solid Liquidity and regulatory reporting experience within the South African Banking Market.
    • Strong attention to detail, analytical capability and the ability to generate business critical insights
    • Strong commercial acumen, with proven track record of driving for business outcomes.
    • Advanced communication, stakeholder engagement and influencing skills.
    • A passion for the customer experience and an understanding of customer behavior.
    • Ability to thrive in a changing environment and to lead collaboratively through change
    • Strong people leadership capability, with the ability to inspire and motivate people.
    • Interested in and excited about a startup opportunity.
    • Bachelor's degree; post graduate and/or professional qualification will be added advantage

    The purpose of the role:

    This role will drive efficient and effective decision making around the procurement strategy and composition of our supplier base, driving productivity and delivering world class outcomes.

    You will:
    • Participate in short and medium term decisions concerning the organisation's IT strategy and direction.
    • Overseeing the management of third party relationships.
    • Identifying and evaluating new organisations and product offerings as potential outsource providers for the organisation.
    • Building relationships with suppliers with the view to create strategic partnerships that are mutually beneficial.
    • Participating in short and long term planning, utilising risk management assessments and making independent decisions concerning procedures based on an understanding of the organisation's dynamics.
    • Understanding business requirements and goals to advise the most appropriate sourcing approach
    • Engaging the appropriate set of stakeholders to develop and gain endorsement for sourcing activities
    • Executing sourcing transactions, in alignment with the Business and Sourcing Strategy and negotiating a binding contractual agreement
    • Facilitating and resolving commercial disputes
    • Responsible, with the Risk organisation, for identifying and managing risk of deals with internal and external stakeholders, escalating as required
    • Providing support and coaching to people
    • Ensuring ongoing compliance with critical processes and policies and continuous improvement of procedures and policies
    What will make you successful?
    • 7-10 years' in a Senior Procurement Management Role
    • Astute in the management and operation of suppliers/supply chains with proven ability to assess the capability of suppliers, their improvement plans and commercial proposals.
    • Ability to maintain professional relationships with service providers, while negotiating best terms for the organisation's business units.
    • Familiarity with IT technical environment.
    • Ability to understand outsourcing contracts and seek timely advice on technical and operational perspective from both internal and external sources to ensure the most favourable commercial outcome.
    • Project and contract management skills.
    • Demonstrated leadership and people management skills
    • Tertiary Qualification in a related discipline e.g.: IT, Business or Commerce and / or procurement accreditation
