    Payroll Manager

    Job description

    Deliver Payroll services for BAGL through SLA and capacity management, effective risk and control, data quality and process optimization for countries across Pan Africa.

    Key Accountabilities

    • Strategic direction and delivery of service and for Africa Payrolls
      • As part of the HR Services Leadership Team, provide vision and direction to the function including defining the contribution HR Services wants to make to business and the overall business and employee value proposition
      • Implement suitable measures to track performance and achievement of the vision and purpose of the function
      • Act as a policy owner for Payroll Africa and implement relevant implementation frameworks
      • Create a network of alliances and business partners within BAGL and externally to optimise the Payroll function and implement relevant legislative, regulatory and improvements in the environment
      • Constantly evaluate and re-align strategy of Payrolls for optimised delivery
      • Play a proactive role in the identification of opportunity to improve business performance and provide strategic direction and oversight in the HR Operations and Africa Payrolls team, to enhance product knowledge by means of regular information sessions and feedback.
    • People leadership
      • Provide clear direction to team members on Payroll and key focus areas and ensure their understanding and buy-in
      • Work with Operations managers in Africa to achieve excellent business results and an empowered and motivated workforce through continuous people development, mentoring, informal coaching and performance development discussions
      • Determine and analyse training and development needs for staff
      • Establish and maintain a succession plan for team in the area using the formal Talent Management process for identified talent and an informal process for remaining roles
      • With the support from the HR Business Partner, interview and recruit direct reports
      • Manage headcount in alignment with agreed headcount
      • Approve leave requests for direct reports and ensure that they manage the leave planning for their teams effectively
      • Ensure that all poor performance is addressed through the Performance Accelerator Programme and that continued poor performance is adequately dealt with. Review PAP reports to determine effectiveness of interventions
    • Business and operational management
      • Coordinate the efforts of the different operational areas across all countries ensure minimal duplication of efforts,
      • Ensure Invoicing and Costs in Africa and with the vendors are minimised and controlled within the budget
      • Analyse effectiveness and processes of systems within the Africa Payroll environment and related value chain, conduct root cause analysis and make recommendations to the relevant stakeholders for improvements to products and services
      • Agree targets and take accountability for the overall achievement of performance objectives in the business area in terms of employee satisfaction, customer experience, budget and cost, return on investments, risk, compliance and governance requirements
      • Review performance against balanced scorecard components, discuss gaps and agree action plans to close gaps
      • Ensure adherence to FAIS and Africa specific regulatory requirements
    • Risk, governance and control
      • Ensure that processes, control requirements and risk management frameworks that impact the area are documented and understood by all members of the team
      • Proactively identify potential risks and design and govern controls to mitigate these risks
      • Work with Absa Internal Audit and Management Assurance during the scoping of audits to ensure fair coverage
      • Own and agree corrective action items with Internal Audit and Management Assurance for findings related to the functional area under management

    Education and Experience Required

    • B-degree in Human Resource Management (NQF level 6) or commercial degree (NQF Level 6)
    • Five (5) years SAP HR experience. VIP Sage experience
    • Ten (10) years in a management role in Payroll (preferably in Africa)
    • Five (5) years general HR and Financial experience
