Senior Specialist: Procurement Capabilities, Risk and Compliance at Standard Bank Group

Job Purpose

• The purpose of this role is to manage, implement, monitor, maintain and improve a wide range of Procurement Capabilities, Governance, Compliance, Risk Management and Transformation services within Africa Regions Procurement.
• Manage and embed the Procurement Management Information and Master Data standards, policies, and supply chain capabilities across the Source to Pay Lifecycle in Africa Regions.
• Management and Embedding of Procurement Transformation Programs to ensure continuous improvement through the deployment of appropriate Standards, Policies and Procedures in RoA across the Source to Pay Lifecycle.
• Conduct the audits set out in the auditing program for Africa Regions Procurement
• Procurement Policies and Standards:
• Implement, monitor, measure and maintain standards, policies and procedures for Africa Regions Procurement and optimize as required to ensure ongoing alignment with the Procurement Capability Model
• Drive the establishment and operation of the Procurement Governance Structures based on the defined Procurement Policy and standards in each Legal Entity
• Define, embed, monitor, measure and maintain the Procurement Standards across the Source to Pay Lifecycle to ensure standardization across Africa Regions Procurement
• Measure the level of implementation and compliance to the Group Delegation Of Authority Framework across each Legal Entity
• Conduct proactive procurement reviews in preparation of third party audits (Internal and External)
• Master Data Management:
• In collaboration with the Head Africa Finance Control implement, monitor, maintain and improve standards related to data management, contract administration and contract renewal processes to improve financial hygiene in Africa Regions.
• Define, manage and implement the Master Data Management requirements for the Vendor, Catalogue, Contract and Service Master for Africa Regions Procurement
• Source-to-Pay Management Information:
• Implement the minimum management information standards across the Source-to-Pay lifecycle to drive improvement in the Procurement and Business activities
• Implement, monitor and maintain management information that enables strategic sourcing, tactical buying and category strategy development as well as reporting of Business compliance to standards, policies and procedures
• Enable improvement in the Source-to-Payment cycle through the usage of the management information in Procurement, Finance and Business areas
• Procurement Risk and Compliance:
• Implement, monitor and maintain a Risk and Compliance framework that enables proactive auditing of compliance to Procurement policy and standards in each legal entity across the Group, and which adheres to the Group’s minimum standards for Operational Risk, Operational Control, Business Continuity Management, Sustainability and Regulatory Compliance
• In collaboration with the Head: Procurement, Operations, Operational Risk, Compliance and Operations Control in each Legal Entity embed, monitor, maintain and improve this framework in each of the Bank’s legal entities
• Conduct proactive risk and compliance assessments based on the framework
• Supply Chain Management Capability:
• Embed, monitor, maintain and improve
• the Source-to-Pay capabilities that the Head: Africa Regions Procurement requires to progress each legal entity to an appropriate level of maturity that is “fit for purpose” for that legal entity
• Implement capability assessments to provide feedback to the Country Head of Procurement and Operations and AFRICA REGIONS Head: Procurement
• Assist the Country Heads of Procurement in embedding, monitoring and improving capability development plans based on the outcomes of these assessments
• Reporting:
• Compile monthly Operational, Risk and Compliance reports for each legal entity for discussion at the various country and group governance structures for the necessary monitoring and improvement

Qualifications & Experience

• An Appropriate post grad/ Business Management qualification, with Supply Chain Management / Financial / Commercial Management as Major Subjects :Level 5/6 CIPS or similar qualification desirable
• Supply Chain Management Policies and Policies and Procedures of the Bank
• Business knowledge, specific to Banking and Procurement
• International and Africa exposure would be an added advantage
• Market conditions of specific commodities
• BEE/SME implementation
• 7-10 years’ experience in a Supply Chain Management / Procurement Environment
• 7-10 years' End to end value chain implementation and execution
• 7-10years' Procurement Risk and Compliance execution
• Experience and knowledge of Procurement, Risk and Compliance and Capability Building in Africa (3rd Party Risk Management, Source-to-Payment Capability Building, Regulatory Landscape, Market Dynamics, Product and Services knowledge in Africa, Understanding and implementation of Contract Lifecycle Management, Supplier Relationship Management
