    Chief Information Officer

    Job Description

    The CIO is responsible for leading and building a high performing team that will execute on the ICT Strategy. The CIO will also create an enabling environment and inculcate the values of the organization.

    Strategic Focus & Functions

    Key Responsibilities

    • Aligning the ICT Strategic plan to the DBSA overall strategy including the new Operating Model.
    • In collaboration with the Group Executive: Corporate Services set the ICT strategic approach.
    • Review and update ICT three year strategy annually and keep up with global trends.
    • Align King IV principles in all ICT processes.
    • Provide assurance to the Audit and Risk Committee (ARC) on ICT regulatory and compliance aspects.
    • Consults with the executive and senior management to identify and prioritise the information technology needs of the DBSA.
    • Develops, coordinates, guides and maintains ICT systems strategic and operational plans in support of the overall DBSA.
    • People Management Functions
    • Provide direction and leadership to ensure the execution of the ICT Strategy and Operational Plan
    • Develop and build talent in the ICT Cluster, recruit critical roles.
    • Take overall responsibility for the implementation of the Human Capital Strategy in the Cluster.
    • Contribute to building synergies and cooperation across Divisions in the Bank.
    • Manage performance of the ICT Managers and key Specialists.
    • Introduce a matrix model reporting
    • Enable the ICT environment for people to thrive.
    • Drive and live the DBSA culture and values.
    • Break silos and drive integration within ICT
    • Entrench the practice of effective Performance Management.
    • Promotes and oversees relationships between DBSA ICT resources and external entities (e.g. Agencies, government, vendors and other client organisations.)
    • Operational focus
    • Planning & deploying information security mechanisms & ensure compliance with the relevant regulatory frameworks & authorities through researching, developing & implementing an information security policy to maintain information security.
    • Provide relevant reports to all appropriate stakeholders
    • Lead and direct IT systems and processes in respect of IT regulatory and compliance including King IV.
    • Drive the cyber security programme to achieve its intended purpose.
    • Managing the service providers and vendors to achieve value for money
    • Evaluates alternatives, performs appropriate cost benefit analysis and recommends solutions balancing costs and acceptable risks.
    • Maintain contact with ICT suppliers and maintains knowledge of current/future technology, equipment.
    • Negotiates all ICT acquisition contracts, soliciting involvement and participation of other management team members as appropriate.
    • Develops and maintains an annual operating and capital budget for network information and technology systems operations
    • Achieve cost effectiveness, reliability, Customer Service consistency & Innovative solutions.
    • Developing and maintaining an enterprise-wide data recovery and security plan to ensure timely and effective restoration of ICT services in the event of a disaster.
    • Build a good and healthy relationship between internal stakeholders: ARC, Board members, GE’s. External stakeholders: vendors and service providers.

    • efficiency of disaster recovery procedures with respect to IT so that the networks and systems can be
    • reinstated in a timely manner.

    • Able to develop a larger vision for the IT function and able to develop an integrated IT plan across the
