Public Policy Manager, Infra Connectivity Programs - Scale Networks at Facebook

Facebook's Public Policy team is seeking a Public Policy Manager to help us successfully plan and execute connectivity initiatives focused on scaling networks in priority countries across the world. Central to this role will be regular interaction with Facebook’s world-class technologists, the broader Facebook policy and legal teams, and also policy-makers in our key target countries, so we can drive these pro-connectivity initiatives.

As a Public Policy Manager, this opportunity will focus on planning and execution of initiatives in partnership with a range of country-specific connectivity partners. The role will participate in and at times lead a cross-functional team responsible for the delivery of each project. This role will need to be effective at planning, execution and nimble problem-solving along the way. Any relationships the person has with key ICT, spectrum or telecommunications policy-makers will be useful in removing implementation blockers and moving forward at an aggressive pace.

Responsibilities

• Understanding of infrastructure policy issues, including telecommunications, connectivity, shared infrastructure and spectrum
• Understanding of all aspects of the mobile and telecommunications industries
• Engaging with senior policy-makers and executives at telecom and technology companies to drive projects forward with XFN partners
• Leveraging experience with fiber, satellite, microwave or other backhaul or transit services to remove policy blockers and/or accelerate progress
• Leading on all policy-related issues on at-scale projects with global service providers
• Advising Facebook teams on public policy matters to guide development of products, services and policies
• Representing Facebook in meetings with key stakeholders
• Communicating Facebook’s positions in public presentations

Minimum Qualification

• Bachelor degree in Public Policy, Business, Economics or related field required
• Proven public policy experience (2+ years of telecommunications experience preferred)
• Experience in mobile operator and Internet industry preferred
• Interest in technology and related policy issues
• Excellent written and oral communications skills
