Responsible to establish and maintain reporting on consolidated 3rd party contract portfolio used in Field Force country or cluster.
Define and implement subcontractor sourcing models in collaboration with Field Force stakeholders and Procurement organization.
Define and follow-up on general governance model with 3rd party contractors.
Accountable for compliance of subcontractors in regards to legal requirements.
Set-up FF internal process and responsibility matrix for order management from purchase requisition to invoice control and release. Ensure process is followed by Field Force (FF) stakeholders.
Consolidate on FF country / cluster level all demands, forecasts, related activities and budgets related to 3rd party subcontractors from all projects managed by Roll-Out Managers and Field Services Subcontractor Managers.
Track budget adherence by doing regular tracking of consolidated actual costs. Liaise with PM’s, project financial controller, Field Force stakeholders and business divisions.
Seek for overall cost improvement opportunities.
Monitor operational performance and KPI’s of 3rd party contractors.
Manage important operational escalations with 3rd party subcontractors in collaboration with FF country / cluster.
Liaise with Procurement for KPI related, cost of non-quality or contractual claims.
Support Procurement for request for proposals, subcontractor identification and selection, contract implementation, contract re-negotiations, etc.
Support the bid managers, PM/CDM and contract negotiation activities for FF 3rd party related part of offers.
Ensure all scopes of works are reviewed and approved prior to issue for quote.
Participate in audit processes for existing and future project requirements and contracts.
Accountable that cost catalogue related to 3rd party services is kept up-to-date.-
Required Skills And Competencies
B.Sc/B.Eng in Telecoms Engineering, or equivalent
At least 10 years cognate working experience in Telecoms Industry especially in Rollout/project management, business operation management.
Good experience in supplier management
Basic Financial skills Knowledge
Experience in Field Services Operation, Field Maintenance & deployment
Experience in quality management
Knowledge of e-2-e Service Assurance Operating Model
Good knowledge of EH & S in South Africa
