Three (3) years National Diploma (NQF 6) or Undergraduate Bachelor Degree (NQF 7) in Social Sciences / Public Administration / Human Resources Development or related. Knowledge of National Qualifications Framework Act, Ministerial Determination for Expanded Public Works Programme, Skills Development Act, Public Finance Management Act (PFMA), public procurement processes, project management, report writing, facilitation and analytical skills.
A minimum of five (5) years’ experience in training or human resources development environment within the Public Service of which three (3) years must be at a supervisory level. Computer literacy and valid driver’s licence. Experience in the Expanded Public Works Programme will be an added advantage.
Duties :
Planning of Expanded Public Works Programme (EPWP) training courses and skills programmes. Coordinate training for EPWP participants in line with the National Qualifications Framework and skills development plans.
Monitor and support EPWP participants’ training. Liaise with districts, training service providers, National Departments and relevant stakeholders on training. Develop EPWP participants’ career exit strategy. Coordinate skills audit of EPWP participants. Ensure that training conducted is reported onto the national EPWP Reporting System.
Efficient use of resources in compliance to the PFMA. Qualitative monitoring and evaluation skills. Ability to strengthen the programme through collaboration and partnerships with relevant stakeholders. Facilitate capacity building sessions for EPWP participants. Compile monthly, quarterly and annual reports on training. Present reports in EPWP forums and meetings.
Planning and organizing work to achieve objectives that meet service standards; applying problem solving strategies as a manager in the public service; managing own performance and development; planning service delivery to meet client expectations and communicating as a manager in the public service.
