    Associate, Sustainable Health Financing Team

    The Clinton Health Access Initiative, Inc.     In South Africa, CHAI’s SHF Team is supporting the Department of Health (DoH) at the national, provincial and district level and National Treasury in strengthening the health system to support the rollout of National Health Insurance (NHI) reform, and in implementation of scaling up HIV/TB services across the country. Key areas of technical support include NHI provider payment reform, costing of services, procurement reform, planning and financial management, and overall the identification and realization of efficiency and improved performance and financial management.

    The Associate will be based in Pretoria, South Africa but will regularly travel to various provinces, and will report to the Program Manager of the SHF Team.

    • Procurement and contracting support for Provincial Departments of Health (DOH).
    • Public sector expenditure tracking and analysis, including implementation of financial management tools and processes at both the provincial and national level.
    • Development and implementation of provider payment reforms for Tertiary Services, focusing on Diagnosis Related Groups (DRGs).
    • Policy analysis, research and development of strategy - in particular concerning Medical Liabilities but not restricted to it.
    • Collection and analysis of information on current funding flows in the health sector to identify opportunities to improve efficiency.
    • Strengthening DoH planning processes to ensure plans are evidence-based, prioritized, and operationalized.
    • Public sector facility and/or community-based costings and investment cases.
    • Additional tasks as requested by the Program Manager.
    • A minimum of a Bachelor’s degree and three years’ professional experience.
    • A degree in Economics, Finance, Accounting or any related discipline is preferred.
    • An advanced degree (Masters) or relevant experience in Economics, Finance, Accounting or any related discipline is preferred.

    Skills

    • Strong analytical skills and advanced technical proficiency with MS Excel and PowerPoint;
    • Demonstrated ability to work independently on complex projects and solve challenging problems with limited structural or operational support;
    • Demonstrated ability to multi-task, be effective in high-pressure situations, and adapt to fast-paced and changing environments;
    • Effective team player with strong commitment to excellence;
    • Excellent organizational and problem solving skills;
    • Excellent verbal, visual and written communication skills;
    • Strong communication skills (English language fluency), both written and verbal;
    • Strategically minded, able to think creatively around long-term programme objectives and the detailed steps necessary to achieve these goals;
    • Ability to think in quantitative terms and comfort around data and it’s manipulation is essential.

    Advantages

    • Previous experience or knowledge of public sector health financing;
    • Previous experience with financial systems (accounting, payments), contracting, and/or supply chain is preferred;
    • Demonstrated experience building and analyzing quantitative models to inform decision-making,including experience developing or evaluating financial models;
    • Demonstrated ability to identify key trends from complex datasets and translate them into clear advice for decision makers;
    • Experience working in developing countries, particularly in the health sector and in South Africa or Sub-Saharan Africa;
    • Experience being a self-starter and working as part of a team of highly-motivated and analytical individuals.
