    Deputy Director: Budget Immovable Assets, Ref No. DOI 82/2023

    Job Purpose    

    • The Department of Infrastructure, Western Cape Government has an opportunity for a suitably qualified and competent person to provide an integrated, effective and efficient immovable asset budget planning. This post is based in Cape Town (CBD).

    Minimum Requirements    

    • An appropriate 3-year tertiary qualification (B-Degree/ Equivalent or higher); A minimum of 5 years appropriate experience in management accounting of which 3 years experience on management level; A valid (Code B or higher) driving licence.

    Key Performance Areas    

    • Monitor revenue and expenditure for Immovable Assets incl. financial reporting on Conditional Grants and compliance with PFMA; Assist with the Immovable Asset budgeting in MTEF process - Property rates, leased in/out assets, projects lists, financial info for SP, APP and AR, B5 reports;
    • Assist in Adjustment budget process – reprioritise budgets across projects;
    •  Assist with the prevention of unauthorised, irregular and fruitless/wasteful expenditure;
    • Manage the Infrastructure Reporting Model (IRM);
    • Assist in preparation of reports - End of Year (EoY) reports, C-AMP and U-AMP. 

    Competencies    

    Knowledge of the following:

    • Relevant public service legislation, policies, regulations, guidelines;
    • Public Finance Management Act (PFMA), National Treasury Regulations, Provincial Treasury Instructions, financial delegations and best practice in the Public Sector;
    • Budget administration;
    • Management accounting processes;
    • Revenue and expenditure control;
    • Risk management and quality assurance control in a management accounting working environment;
    • Modern systems of governance and administration; Public service procedures, processes and systems; ;
    • Information, Database and Records Management;
    • Human Resource Management legislation, policies, regulations, strategies, frameworks, directives, guidelines, best practices, codes, collective agreements;

    Skills:

    • Communication (written and verbal);
    • Computer literacy in MS Office, Intranet, Internet and other relevant financial software packages;
    • Leadership; Budgeting;
    • Conceptual and formulation;
    • Statistical; Report-writing;
    • Numeracy; Analytical; Implementation and monitoring;;
    • Networking; Sound organising, problem-solving and dispute resolution/conflict management.
