Appropriate experience and a proven track record in Managing Tenders, Demand Management and Contract Administration within a Supply Chain Management environment. Appropriate experience at a supervisory or managerial level.
Minimum Educational Qualification:
An appropriate 3-year tertiary qualification (National Diploma/B-Degree in Supply Chain Management/Procurement/Law/Public Management/Finance/Auditing/Project Management/Commercial field) or equivalent.
Duties
Provide strategic direction for the Sub-Directorate transversal needs in terms of demand, acquisition and contract management. Responsible for providing sound and effective advice on contract administration services. Manage and monitor contracts to ensure the quality of services is maintained for the duration of the contract. Manage and monitor end to end tender processes within the Sub-Directorate. Investigate complaints from suppliers and give feedback to suppliers and institutions. Provide departmental services to the bid committee and decision-making authorities. Ensure compliance management that is in line with procurement and supply chain management prescripts. Provide support and coordinate training to institutions on all procurement related challenges. Human Resource Management of Sub-directorate’s staff. Management and maintain the budget of the Sub-directorate.
