    Director – Primary Health Care - Cape Town

    Job Description

    The Director Primary Health Care will provide strategic leadership and technical oversight with a hands-on experience in core Primary Health Care methodologies with particular interest in contextualized innovations for delivering Universal Health Coverage (UHC) in Sub-Saharan Africa as well as support m2m’s global expansion. The Director will be part of the DPTS Senior Team leading the operationalization of the m2m 2022 – 2026 Strategic Plan agenda. Additionally, she oversees diverse health initiatives development and roll out programme of PHC approaches spanning over all of m2m countries. 
    The DPHC is m2m’s global technical lead for internal and external stakeholders. The DPHC will ultimately be responsible for leading Strategic Pillar 1, for delivering agreed project outputs and outcomes, as well as ensuring programme integrity and quality standards in compliance with financial and contractual requirements of the agreements. The DPHC will also provide technical support to ensure leverage of strategic pillar 2 and 3 to maximize operationalization of m2m’s strategic plan.
    DPHC is the lead for the IH Western Cape- she will lead the piloting of all new innovation driven strategic initiatives at the m2m hub. The Implementation Lead will report to this position. The DPHC will lead the regular IH team meetings.
    This position is based at m2m’s Head Office in Cape Town and can be based remotely with regular travel to Head Office can be based reports to the Director and Head of Department (HOD), Department of Programmes and Technical Support (DPTS). 

    Key Performance Areas:

    Impact creation and management of the technical implementation of Primary Health Care Programmes:

    • Lead and collaborate with the programmes team, develop an organizational impact strategy that includes impact frameworks for all PHC programmes.Lead and be responsible for the management and delivery of strategic and primary health care transformation projects.
    • Manage and oversee opportunity to influence the future of our countries’ program and business case operations.
    • Create and work with a regional think tank and country teams responsible for designing and delivering end-to-end solutions.
    • Use data to contribute towards strategic decision-making and planning with leadership.
    • Ensure use of evidence internally and externally, to contribute to improvements in programme quality and advocacy efforts, working closely with the strategic information team.
    • Lead and oversee institutional learning processes through capacity development and building. 
    • Provide technical and programmatic leadership in the design and implementation of targeted health system strengthening to amplify impact of integrated primary health care through community health worker activities, linked to strategic pillar 2
    • Lead and manage engagement with m2m country teams, DPTS and other departments. Engage and manage technical consultants as necessary to inform and carry out PHC activities.
    • Lead the IH WC team.

    Develop a strong Impact Measurement and Management System: 

    • In collaboration with the DPTS team, develop key performance and impact indicators and set targets for all PHC programmes.
    • Lead in the development and implementation of appropriate plans to monitor progress,
    • Support the evaluation of outcomes and disseminate achievements.
    • Produce project deliverables, including project reports to multiple internal and external stakeholders Stakeholder Representation, Fundraising/Business

    Development:

    • Contribute to internal working groups and sharing of programme learnings.
    • Provide support to proposal development for impact reports and develop case studies.
    • Contribute and lead on technical design of programmes for new business opportunities.
    • Maintain and grow internal and external stakeholder relationships, including representation of m2m in key strategic forums. 
    • Provide intelligence for business development planning and insight into resource mobilisation.

    Job Requirements

    Qualifications and Experience:

    • Master’s degree or equivalent in Public Health, Social Sciences or related fields. Project Management qualification recommended.
    • Minimum of ten years’ experience in the field of Public Health, Health and Development and/or NGO sector. 
    • Minimum of eight years’ experience working in Primary Health Care approaches of communicable and/or non communicable diseases in Sub Saharan Africa, of which at least the last three years were in a project management position at a senior level.
    • Demonstrated experience in: 
    • the implementation of HIV prevention, care, and treatment programs, mental health programmes, and social support programmes providing services to all populations.
    • working with diverse teams and organizations to plan and implement public health programs providing services.
    • working as a team leader, with various direct reports and as a team member with multidisciplinary teams.
    • working with international donors and other government and foundation donors.
    • stakeholder management at country level and with global/international partners
    • strategic thinking and planning and developing project work plans.
    • architecture of PHC programs and its alignment to country and governmental service delivery priorities
    • ensuring good stewardship of human, financial, and material resources. 
    • supporting technical activity, through evidence and data driven decision-making, for programme improvement, and serving in technical advisory roles.
    • support advocacy and research/opinion papers at regional and global platforms

    Competencies required:

    • Excellent communication skills, verbal and written. 
    • Extensive knowledge of Sun Sub-Saharan Africa’s health systems, public health program and emerging priorities  
    • Excellent working knowledge of and experience in using Microsoft Office suite, including Microsoft TEAMS, Project Management Software and Data Visualisation Reporting packages such as Tableau.
