    Head of Department: Constituency Support [Ref. 1930/32]

    Job Purpose:

    • Manage the implementation, monitoring, and contract management of Constituencies projects as approved, through collaboration with all relevant functions in the organisation to ensure the successful commencement and completion of projects. Additionally, establish and maintain the optimal representation of the ETDP SETA to allow the effective implementation of projects and serve as a contact point for ETDP SETA stakeholders and constituencies. The successful incumbent will report directly to the Chief Operations Officer and will develop a strong working relationship with the ETDP SETA stakeholder, constituency and other business units within the ETDP SETA. The position is based at the ETDPSETA Head Office in Johannesburg.

    Minimum Requirements

    • A Bachelor’s Degree (NQF 7) in Business Management/ Administration or Public Management/Administration or Project Management qualification.
    • A postgraduate degree (NQF 8) in Business Management/ Administration or Public Management /Administration or Project Management will be an added advantage.
    • A recognised Project Management certificate would be an added advantage.
    • Minimum of five (5) years’ proven experience in the skills development or Education, Training, and Development (ETD) sector, preferably in project and programme management roles involving complex skills development initiatives, with at least three (3) years’ experience at a management level.
    • Knowledge of project management principles, methodology and practices.
    • Proven track record in managing project finance and experience of financial management for non-financial managers, including budgeting.
    • Proven track record in driving execution and optimising performance.
    • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape, PFMA, skills development processes, including the quality management system of learnerships and skills programmes.
    • Ability to plan and manage people, processes and systems.
    • Excellent proven report writing skills, facilitation and presentation skills
    • Advanced computer skills and an ability to work with data
    • Sound time management and negotiation skills.
    • Demonstrated experience in managing people and performance.
    • A valid driver’s licence and willingness to travel to different provinces nationally are mandatory.

    Duties and Responsibilities

    • Plan, lead, implement and deliver on defined key results areas as informed in the ETDP SETA Annual Performance Plan and the Operational Plan.
    • Manage, develop, implement, and oversee best practices for delivering skills development projects within the
    • Constituencies and stakeholders by defining and documenting policies and processes of the project lifecycle to deliver projects according to plan and within budget
    • Set up fit-for-purpose Service Level Agreements (SLAs) and oversee their implementation.
    • Oversee the business planning for the Constituency Support Unit, developing tactics as well as measuring and evaluating the results of all activities and accurately reporting the unit's results.
    • Set objectives, strategies, tactics and plans to build professional relationships with all key constituencies, providers and other stakeholders.
    • Initiate skills development programmes across all constituencies.
    • Ensure effective communication to all constituencies, providers and other stakeholders that are determined from time to time.
    • Facilitate constituency workshops for information sharing on SETA developments and data gathering for research purposes.
    • Develop and manage the effective implementation of national ETDP SETA skills programmes, including providing leadership in the needs identification with stakeholders, budget management, contract management and evaluation and reporting to relevant bodies to ensure that programmes are effectively managed within the context of the ETDP
    • SETA Strategy and Annual Performance Plan.
    • Develop and oversee the operational framework for all skills development programmes to enhance the capacity of constituencies and other stakeholders, ensuring effective implementation of the ETDP SETA strategy and Annual Performance Plan.
    • Identify and support constituencies by analysing needs and facilitating and coordinating capacity building initiatives for these constituencies.
    • Manage the overall operations, deliverables, and outcomes of the Constituency Support Unit.
    • Ensure high standards of quality, transparency, and accountability across all key processes and objectives.
    • Provide strategic leadership in analysing constituency needs and contribute to the development of responsive and relevant learning programme strategies.
    • Facilitate national-level forums to enable project partners, participants, and staff to share insights, reflect on progress, and revise project strategies collaboratively.
    • Oversee the identification and analysis of lessons learned from current skills development practices within constituencies through ongoing monitoring, evaluation, and impact analysis.
    • Manage all tasks and responsibilities aligned with the scope and nature of the role to support the effective implementation of the ETDP SETA strategy.
    • Ensure delivery of quality products and services in accordance with Service Level Agreements and constituencies' expectations.
    • Implement stakeholder and constituency recommendations to enhance programme relevance and impact.
    • Compile accurate, standardised reports and feedback to reflect the current performance and progress of the Constituency Support Unit.
    • Develop competencies of subordinate staff through formal and informal training, coaching and counselling, leading to productivity maximization.
    • Perform all duties related to the objectives of this role, as required and delegated.
