    Performance Monitoring and Reporting Administrator X 2 Posts [Ref. 1930/33]

    Job Purpose:

    • To provide administrative and technical support in the execution of the day-to-day organisation of performance monitoring, reporting, and evaluation functions. This includes assisting with data collection, verification, consolidation, and reporting to ensure compliance with departmental and national performance frameworks, such as the GWM&E system, the Medium-Term Development Plan (MTDP), the Annual Performance Plan (APP), and Operational Plans. Additionally, provide support in monitoring and evaluating programme performance against set targets. The successful incumbent will report directly to the Monitoring and Evaluation Specialist and is expected to develop strong working relationships with both internal stakeholders and external partners. The position is based at the ETDP SETA Head Office in Johannesburg.

    Minimum Requirements

    • Matric / Grade 12 (NQF Level 4) and National Diploma (NQF Level 6) in Business Administration/Management or Public Management
    • At least 2 years of performance, monitoring, and evaluation-related administrative experience, preferably in data management, performance reporting, or administrative support in a monitoring and evaluation environment within the public sector or public entity.
    • Experience in data extraction, conversion, and analysis to support performance monitoring and reporting.
    • Knowledge of DPME and DHET performance reporting frameworks and systems will be an advantage.
    • Knowledge of the Skills Development legislation and related regulations.
    • Sound understanding of monitoring and evaluation principles, methodologies, and practices.
    • General understanding of database management and system integration/interfacing

    Duties and responsibilities

    • Collect, capture, and maintain performance information data in line with DPME’s performance monitoring systems.
    • Assist in coordinating performance reporting activities across business units.
    • Support the preparation of monthly, quarterly, and annual organisational performance reports.
    • Assist in compiling relevant reports and performance feedback mechanisms to evaluate project performance and share best practices.
    • Collaborate with the Data Analyst to perform data analysis, validation, and reconciliation of data submissions (e.g., quarterly performance reports, learner MIS, files).
    • Identify data gaps, errors, and recommend systems or process improvements.
    • Support the implementation of the M&E Plan, including development of related processes and reporting activities.
    • Maintain M&E-related databases and systems (e.g., AIMS, eQPRS, internal dashboards).

    Head of Department: Constituency Support [Ref. 1930/32]

    Job Purpose:

    • Manage the implementation, monitoring, and contract management of Constituencies projects as approved, through collaboration with all relevant functions in the organisation to ensure the successful commencement and completion of projects. Additionally, establish and maintain the optimal representation of the ETDP SETA to allow the effective implementation of projects and serve as a contact point for ETDP SETA stakeholders and constituencies. The successful incumbent will report directly to the Chief Operations Officer and will develop a strong working relationship with the ETDP SETA stakeholder, constituency and other business units within the ETDP SETA. The position is based at the ETDPSETA Head Office in Johannesburg.

    Minimum Requirements

    • A Bachelor’s Degree (NQF 7) in Business Management/ Administration or Public Management/Administration or Project Management qualification.
    • A postgraduate degree (NQF 8) in Business Management/ Administration or Public Management /Administration or Project Management will be an added advantage.
    • A recognised Project Management certificate would be an added advantage.
    • Minimum of five (5) years’ proven experience in the skills development or Education, Training, and Development (ETD) sector, preferably in project and programme management roles involving complex skills development initiatives, with at least three (3) years’ experience at a management level.
    • Knowledge of project management principles, methodology and practices.
    • Proven track record in managing project finance and experience of financial management for non-financial managers, including budgeting.
    • Proven track record in driving execution and optimising performance.

    Duties and Responsibilities

    Supply Chain Management Specialist [Ref. 1930/31]

    Job Purpose:

    • The SCM Specialist will develop and maintain the supply chain management system and oversee the overall supply chain management operations, including demand, acquisition, logistics, disposal, performance, and risk management. The incumbent will also review the supply chain management performance and make recommendations to improve the efficiency and effectiveness of the supply chain. The successful applicant will be based in the ETDP SETA Offices in Johannesburg and will report to the SCM Manager.

    Minimum Requirements

    • A Bachelor’s Degree (NQF 7) in Supply Chain Management or Logistics Management or Procurement Management or Purchasing Management.
    • A postgraduate degree (NQF 8) in Supply Chain Management or Logistics Management or Procurement Management or Purchasing Management would be an added advantage.
    • A professional membership with CIPS would be an added advantage.
    • Minimum of five (5) years relevant experience in a Supply Chain Management environment in procurement or sourcing processes and in Contract Management roles, of which three (3) years must be at the management level in the public sector or public entity procurement environment.
    • Knowledge and understanding of Supply Chain Management, internal controls, budgeting, and internal and external audit processes.
    • Extension experience in contract management, financial analysis and procurement process.

    Duties and Responsibilities

    • Oversee the development and consolidation of the Demand Management and Procurement Plans for the ETDP SETA.
    • Review procurement requests to ensure alignment with the approved Annual Procurement Plan and availability of budget.
    • Manage the implementation of Supply Chain Management processes, including Demand Management, Acquisition Management, and Logistics Management.
    • Oversee procurement of goods and services, assets, resources acquisition and optimisation in the organisation.
    • Identify the preference points system and appropriate goals per commodity in terms of the preferential procurement policy and objective.

    Manager: Sector Skills Planning and Research [Ref. 1930/30]

    Job Purpose:

    • The Manager of Sector Skills Planning and Research is responsible for providing a high-quality research capacity to ETDP SETA related to Education, Training, and Development (ETD). This includes ensuring that a skills-planning system is in place and that ETD Sector Skills Plans align with an agreed-upon sector strategy addressing skills needs in the ETD sector. Additionally, the appointee will work closely with the Chief Executive Officer and other senior management to promote integration and coordination of needs-based training in the ETD sector through the development of a Sector Skills Plan (SSP) and Workplace Skills Plans (WSPs) to monitor, evaluate, and report on implementation against these plans, as well as manage and coordinate research. Reporting to the Chief Executive Officer, the position is based at the ETDP SETA Head Office in Johannesburg.

    Minimum Requirements

    • Postgraduate Degree (NQF Level 8) or equivalent in Public Administration/ Social Science / Education and Training/Economics /Research/ Business Administration or Business Management.
    • A Master’s degree (NQF Level 9) in Business Administration or Business Leadership will be advantageous.
    • At least 8 years’ experience working within a strategic planning and research environment, of which 5 years should be at a management / supervisory level.
    • SETA experience would be an added advantage.
    • Proven experience in research, strategic planning, and the education and training sector, including exposure to skills development initiatives.
    • Advanced experience in quantitative and qualitative research methodologies.
    • Proven experience in data analysis, interpretation and reporting.
    • Good understanding of research methods and approach.

    Key Duties and Responsibilities

    • Provide strategic, operational, administrative and leadership to the SSP and Research division of the ETDP SETA.
    • Design and develop the Strategy and research unit business operational plans and budget, which will feed into the
    • Strategic Support organizational strategy and help achieve the ETDP SETA objectives.
    • Manage and oversee the development and implementation of the Strategic Plan and the Annual Performance Plan.
    • Manage, monitor, control and evaluate Research and Planning unit implementation plans.
    • Lead all aspects of qualitative and quantitative research, including study design and tool development, to identify and manage research projects that enhance skills development in the sector.
    • Develops policies and processes to sustain viable and responsive research and information dissemination, supporting the ETD sector's skills development and programme implementation.

    • Manage the production and updating of the Annual Sector Skills Plans and ensure that information on scarce and critical skills is communicated to all stakeholders.
    • Plan, oversee, and evaluate WSPs and ATRs submitted by all ETD sectors to inform the development of the Sector Skills Plan on an annual basis. Manage the analysis process and produce reports on received WSPs and ATRs.
    • Ensure the development and capacitation of disadvantaged and marginalised constituencies and organisations to ensure support and transformation is demonstrated
    • Establish partnerships with research institutions to develop the Sector Skills Plan, which will contain lists ofoccupational shortages (scarce skills) and skills gaps (critical/top-up skills) on an annual basis.
    • Strategically manage the development and maintenance of the ETDP SETA strategic, annual performance, and work planning policies, regime, and instrument.
    • Manage research that informs the development and implementation of the Sector Skills Plan, the Strategic Plan, and the Annual Performance Plan.
    • Manage and oversee the data analysis, validation, and capture in an integrated database accessible to all constituencies and stakeholders. Ensure that commissioned research is appropriately managed to deliver the desired outputs on time and within budget.
    • Drive and oversee the conducting of sectional technical and analytical research of the sector skills environment.
