RPO Recruitment’s client, a leading engineering, advisory and technical services firm is seeking a Health & Safety Officer to support the Employer’s on-site HSE assurance function on a Solar PV project in Gauteng for a duration of 18 months.
This role is heavily focused on monitoring and enforcing EPC Contractor compliance with approved HSE plans, project requirements, and applicable legislation.
The successful candidate will play a key role in ensuring that all contractors and subcontractors adhere strictly to required safety standards and that any deviations are identified, escalated, and addressed without delay.
Key Responsibilities:
Conduct daily inspections across all active work fronts to verify EPC Contractor compliance with project HSE plans, legal requirements, and site procedures
Identify unsafe acts and conditions, ensure corrective actions are implemented by the EPC Contractor, and follow through to close-out
Confirm that EPC risk assessments, method statements, and high-risk work procedures are properly approved, in place, and implemented on site
Monitor and enforce adherence to permit-to-work systems (including working at height, excavations, LOTO, and hot works), and escalate any non-compliance or breaches
Ensure that all statutory and project HSE documentation is current, accessible, and being applied correctly by site teams
Participate in and verify toolbox talks and safety briefings, ensuring critical risks are communicated and attendance records are maintained
Support incident management processes by assisting with investigations, evidence gathering, and ensuring corrective actions are implemented by the EPC Contractor
Verify that emergency equipment is available, compliant, and ready for use, and ensure any deficiencies are addressed promptly
Monitor implementation of environmental controls on site (waste management, dust suppression, spill prevention, noise control) and report non-compliance to relevant stakeholders
Actively engage with site teams to promote safe working practices while maintaining a strong compliance-driven approach
Requirements:
Diploma or Certificate in Occupational Health & Safety
SACPCMP registration as CHSO (or Candidate CHSO)
SAMTRAC or equivalent
3–5 years’ HSE experience within construction environments
Proven experience in monitoring contractor compliance and enforcing HSE standards on site
Familiarity with permit-to-work systems, incident reporting, and site inspections
Exposure to renewable energy or industrial projects will be advantageous
