    Human Capital Effectiveness Manager

    Biovac requires a Human Capital Effectiveness (HCE) Manager to contribute to its mission of establishing local biological and vaccine manufacturing capability at its Cape Town based site. Being the only one of its kind in South Africa, Biovac strives to respond to the vaccine needs of the developing countries, specifically South Africa and Sub-Saharan Africa. This is a particularly exciting time for the company as it continues to grow, strengthen, and build on its success and further develop its capabilities, products, services and market diversification.

    The successful incumbent will form part of our dynamic Human Capital Team, reporting to the Chief Human Capital Officer and leads the Human Capital Effectiveness (HCE) team, consisting of 2 x Learning Facilitators, 1 x HCE Coordinator and 2 x HCE Administrators.

    Overall Job Purpose

    • Accountable for the planning, development, and execution of all generic and technical/ GMP competency development to ensure sustainable leadership and technical bench strength within Biovac.
    • Conduct ongoing research of technical GMO aligned competency development strategies and best practice solutions that ensure the best possible approach to Human Capital Effectiveness (HCE) Biovac.
    • Developing the learning & development strategy in line with company strategy, culture and pharmaceutical manufacturing quality assurance requirements.
    • Drive strategic return on training investment through HCE team, line managers action orientation and employee buy in.
    • Oversee the annual Biovac talent management process related to mapping, development and career path tracking.
    • Plan and implement the Biovac learning academy offering accredited and unaccredited learning for growth.

    Key Role Responsibilities

    People Leadership

    • Capacity planning that ensures adequate performance delivery in line with strategic, tactical and operational plans
    • Business/ Financial Leadership
    • Developing and maintain the training budget forecasts and annual budget submissions, against which costs and spend is managed.
    • Lead the Skills Development Pillar in line with the company’s BBBEE strategy.
    • Oversee the annual Biovac talent management process related to mapping, development and career path tracking.

    Functional Leadership

    Human Capital Effectiveness Strategy:

    • Develop the Learning & Development strategy in line with the greater Human Capital strategy for the business including technical and generic competency development priorities.
    • Lead the development, maintenance and implementation of the overall Human Capital Effectiveness Infrastructure including training policies, procedures, templates aligned to the company’s culture and compliance requirements.
    • Plan, direct and coordinate training and development activities and requirements according to business and manufacturing site requirements through the human capital effectiveness team.
    • Training Infrastructure Development:
    • Conduct ongoing research of generic and technical/ GMP aligned competency development strategies and best practice solutions that ensure the best possible approach to Human Capital Effectiveness (HCE) Biovac.
    • Develop and compile training programs and content to support continuous improvement and capacity building in line with the HCE Budget.
    • Ensuring that the technical training plans and programs are agreed with management and developed in line with regulations (e.g., SAPHRA), the company’s quality culture and relevant local & international guidelines and standards (e.g. PICS & WHO)
    • Ensure generic learning interventions are developed in ways that support the skills, knowledge and abilities required for Biovac and groups to deliver the company’s goals successfully.
    • Develop and implement a knowledge management infrastructure to ensure important Intellectual Property is effectively maintained.
    • Develop, customize, and update training modules to suit the facility’s training needs, with the focus on enhanced efficient, availability of equipment, quality, product and component knowledge, autonomous maintenance, SOP execution and GMP awareness.
    • Ensure structure of training material suits the needs for accreditation with the company’s SETA and commence accreditation where possible.
    • Ensure SLA’s with training service providers are in place

    Implementation & Monitoring:

    • Assist with review of key operations-critical SOP’s to ensure correct integration and reflection of requirements pertaining to operational tasks.
    • Continuous Quality Culture assessment using recognized tools and providers and benchmarking against global industry norms.
    • Measure quality of training delivery, the plan achievement against timelines and track the return on investment of learning initiatives to ensure value is derived and skills, knowledge and capabilities are timeously achieved and maintained.
    • Approve, decline, or withdraw special building access to staff in the manufacturing operation based on their level of competence.
    • Provide coaching and mentoring to department managers related to leadership philosophies.
    • Technical Support:
    • Provide technical support for drafting of training modules along with SME’s.
    • Review technical curricula of key roles within the organisation.
    • Maintain the HCE library to ensure industry, regulatory and best practice (latest standards and guidelines) information are available to site.
    • Ensure ongoing audit readiness by the HCE team in support of GMP, SETA, DOL and BBBEE related requirements.

    Reporting:

    • Oversee internal skills development and ROI report generation and the accurate and timeous delivery of internal reports to the business and external reporting to legislative bodies.
    • Manage training results with the business and take the requirement steps to mitigate risks to business.

    Technical competencies required to perform the role.

    • Processes Development and Review
    • Intermediate proficiency in Microsoft Word, Excel, Power point and Project.

    Experience & industry accreditation/ knowledge:

    Required:

    • At least 8 years’ experience in a skills development leadership role
    • Experience in quality compliance within a cGMP facility.
    • Business and operational planning.
    • Program and project management
    • Participation in developing a departmental budget and monitoring expenditure.

    Preferred:

    • Working knowledge of Pharmaceutical Manufacturing related legislation
    • Experience in aseptic (sterile) manufacturing
    • Accreditation in training facilitation
    • Experience/ exposure in understanding training needs analysis for organizations
    • Experience in having faced successfully local and/ or international manufacturing audits.

    Qualifications:

    • Required: Degree/Diploma in Microbiology / Biotechnology, Pharmacy or equivalent
    • Preferred: Postgraduate diploma in organisational development
    • Recognition is given to Prior Learning and practical experience.

    Other Requirements:

    • Own reliable transport
    • Ability to travel.
