    Independent Member: ICT Steering Committee (Ref: ICT/2026)

    Responsibilities: -

    • The roles and responsibilities of the ICT governance Committee and consequently its members are clearly outlined in the Committee Charter and include the following, amongst others: -Oversee the development of Corporate Governance of ICT Policy.
    • Review and recommend plans, policies, strategies, resource/capacity requirements, portfolios of ICT projects and risk management to EXCO and/or Chief Executive Officer;
    • Identify risks associated with ICT and provide risk mitigation actions;
    • Oversee the implementation of approved plans, policies, strategies, resource/capacity requirements, risk management, benefits realisation, portfolios of ICT projects, internal and external audits;
    • Promote effective oversight responsibility of the ICT environment with NRCS by ensuring that people, technology, processes, and information are integrated;
    • Guide the process of developing and implementing the disaster recovery plan and ensure continued operations in case of disaster;
    • Provide guidance to all ICT related decisions that may have an impact on the business operations and culture of the entity that is escalated to the Committee;
    • Determine the change management requirements for the implementation of Corporate Governance ICT; and
    • Submit quarterly reports to the Audit and Risk Committee on the implementation of the ICT projects and recommend changes and improvements to be put in place.

    Remuneration: -

    • The remuneration of the members of the ICT Governance Committee will be in line with the tariffs published by National Treasury in terms of Treasury Regulation 20.2.2 for Non-Official Members: Commissions & Committees of Inquiry and Audit Committees.

    PERIOD OF APPOINTMENT: 3-year contract term

    NB: Suitably qualified candidates will be subjected to qualification, employment and criminal verification checks

    Requirements
    Requirements – (Qualifications and Experience)

    • Must have minimum of postgraduate degree (NQF Level 8) in the Information Communication and Technology or Computer Science. A master’s degree in information communication and technology or computer science will be an added advantage.
    • Must have a minimum of 15 years traceable experience in the ICT field of which atleast 8 years were spent at executive or senior management level.
    • The suitable candidates must be a member of a relevant ICT Professional Body such as The Institute of IT Professionals South Africa (IITPSA).
    • Possession of industry related certifications such as the following will be an added advantage: CGEIT, CRISC, CISA, CISM, CISSP, COBIT and/or TOGAF.
    • Suitable candidates must have served as members of an ICT Steering Committee in the public sector for at least three years or have experience as an Audit Committee Member responsible for ICT Governance oversight in the public sector for at least three years.
    • Display highest level of integrity and objectivity in his/her discharge of the assigned responsibilities. Not be a political office bearer and/or public representative serving either at national, provincial or local spheres.
    • Have the best interest of serving the NRCS’ Steering Committee with dignity and demonstrate commitment as well as attend all scheduled meetings and positively contribute to the enhancement of the ICT environment.

    Skills and Competencies:-

    • At least five years proven knowledge and understanding of King IV Report on Corporate Governance requirements and Government related legislation, policies and processes.
    • Expertise in relation to the DPSA Corporate Governance of ICT framework, COBIT, ITIL and relevant ISO standards and NIST framework.
    • Knowledge of IT industry legislation, IT policy frameworks and best practices; IT governance principles and processes; Cyber security; Enterprise and IT architecture; development of IT frameworks, policies and processes; IT risk management; ITIL processes; and implementation of IT strategies and plans.
    • A demonstrated track record of diligence and integrity; excellent communication skills (verbal and written).
    • Be an independent thinker and knowledgeable with legal or regulatory prescripts governing the ICT environment. Page 18 of 21
    • Must possess strong and dynamic leadership skills as well as analytical reasoning capabilities.
