    Maintenance Supervisor - Employees of Mission-All/or USEFMs EFMs or MOHs

    Job Overview:

    • Manages and supervises the Facilities Management section at the Consulate, overseeing all day-to-day maintenance, repair, and improvement of U.S. Government-owned and leased real property and equipment for Consulate General Durban, ensuring facilities meet Department of State and local standards and customer needs. Supervises two Locally Employed Staff (LE Staff) and plans and manages their workload.
    • Serves as Post Safety Coordinator/Assistant Post Occupational Health and Safety Officer (POSHO) with responsibility for safety program at Post ensuring compliance with the Office of Overseas Building Operations (OBO) Office of Safety, Health, and Environmental Management (SHEM) requirements. Serves as Contracting Officer’s Representative (COR) for gardening and custodial contracts and all facilities-related contractors.
    • Serves as project coordinator for maintenance, repair and improvement projects., including preparing Statements of Work, performing technical review of proposals, and ensuring quality control of work. May directly perform maintenance and repair activities as needed. Serves as incidental driver for government-owned vehicles (GOVs) and occasional money holder.

    Major Duties and Responsibilities:

    Maintenance and Repair of Property – 40%

    • Directs buildings, grounds, and related equipment maintenance and repairs accomplished by project contractors, gardeners, landlord representatives and in-house personnel. Performs or assists in maintenance and repair tasks as necessary. Programs and schedules preventive maintenance (PM) for USG-owned equipment, appliances, buildings, compounds, and residences. Provides resource materials, manuals, and technical specifications for various PM operations. Generates charts and reports to ensure clear communication of the status of U.S. facilities and equipment. Ensures GMMS database is updated regularly to account for costs and labor.

    Coordinate Projects and Manage Contractors – 30%

    • Serves as Contracting Officer’s Representative (COR) for all facilities-related contractors including gardening, landscaping, generator, water supply, solar/battery electrical systems, and pest control vendors. Plans, schedules, and provides oversight of contractor’s work and coordinates all facilities-related projects for all government-owned and leased properties. Works closely with the General Services Office (GSO) to coordinate maintenance and repairs on leased property. Uses the Global Maintenance Management System (GMMS) to develop a long-term Facility Work Plan (FWP) for Facility projects. Responsible for developing FWP entries and budget requests. 
    • The incumbent, when assigned to a project, will formulate all phases of planning for the performance and will write the specifications based on OBO criteria for the recommended work prior to solicitation.

    Safety Coordination – 20%

    • Schedules and performs required safety and health and fire inspections of all USG facilities, including offices, residences, annexes, and warehouses for conditions that pose an imminent threat to occupants and structure. Performs visual inspections of fire detection, alarm, and suppression systems when installed in buildings.
    • Inspects high hazard areas (as delineated in 15 FAM 962(e) at least twice per year. Assists in conducting investigations under the direction of the POSHO. Develops and provides safety training in conjunction with SHEM and FIRE requirements for supervisors and employees in accordance with applicable requirements and ensures that employees are familiar with safety rules and procedures for performing their jobs in a safe manner.

    Property Management – 10%

    • Responsible for all USG-owned facilities management-related expendable and non-expendable property including tools, vehicles, safety equipment and PPE, expendable supplies, uniforms, and generator fuel. Selects and purchases tools and other equipment for the facilities section. Ensures appropriate stock of on-hand items and availably of materials on the local markets. Purchases equipment and supplies as necessary.

    Qualifications and Evaluations

    Requirements:

    • All selected candidates must be able to obtain and hold a: security certificate
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time, within 6 weeks of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    • Completion of secondary school is required and completion of vocational training from an accredited institute, recognized as producing journeyman level technicians with specialization in electrical, plumbing, and general construction fields is required

    Qualifications:

    Experience:

    • A minimum of 5 years of progressively responsible experience in a building construction, residential management or facilities management position in which two of the years should be in project supervision and/or inspection of HVAC, plumbing, mechanical or electrical systems, landscape, carpentry and/or masonry is required.
    • Minimum of six months overseeing the work of contractors over the entire course of the project.

    Job Knowledge:

    • Full working knowledge of all technical aspects, procedures, and practices appropriate to maintenance and repair of commercial and residential buildings.
    • Standard practices, methods, tools, and equipment used in building maintenance, repair, and installation of building systems/equipment.
    • Occupational hazard and standard precautions in the workplace.
    • Building, electrical, fire, mechanical, and plumbing codes.
    • Principles and practices of supervision, training, and performance evaluations.
    • Knowledge of local building codes and practices of contractor management.

    Skills And Abilities:

    • A trades certificate is required with relevant experience in facilities maintenance. Must be able to read and interpret OSHA, labor manuals, building and floor plans and blueprints, equipment manuals, schematics and other technical written materials. Good working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook.
    • Must have strong interpersonal skills to deal professionally and effectively with contractors, landlords, occupants, and counterparts at both Embassy Pretoria and the OBO Bureau in Washington. Must have good numerical skills. Accurate keyboard/typing skills, speed is not required.
    • Must have had a valid driver’s license for a minimum of five (5) year.
    • Must have ability to lift up to 50 lbs.
