    Manager - Investigations

    Position Purpose:

    • This National position participates in the total Management of Security function
    • Develop, implement, and execute the enforcement of Security Investigation and Information Management strategy and processes throughout TNPA
    • Manage, lead, coordinate, plan and organize Investigation Information function within TNPA.
    • Reporting - Monthly, Quarterly and Annually.
    • Advise for proactive / reactive measures in compliance with Criminal Procedure and PSIRA Acts, the International Ship and
    • Port Facility Security (ISPS) Code and Container Security Initiative (CSI).

    Position outputs:

    • Participate in develop of policies and develop framework plan and procedures in Investigating
    • Manage and ensure the implementation of the above policies, procedures.
    • Information gathering, Investigation’s procedures and standards in achieving the security vision and mandate in terms of the Port Act, ISPS Code, Port Rules, MISS, and any other applicable regulation.
    • Monitor compliance / adherence to all applicable policies standing procedures, standards, and legislation through regular audits, in order to ensure that corrective action in cases of non-compliance, in line with Transnet National Ports Authority procedures are initiated.
    • Develop assessments and analyse Security risks and threats within the Ports, to encounter the threats to TNPA and its clients
    • Develop, implement, and manage Port Security training programmes, to ensure career enablement and training of TNPA
    • Security in Information gathering, investigations and document classification, in order to increase the competency levels.
    • Identify key components of all information received and determine security infrastructure with government Organizations, Private companies
    • Inform Superior on the development and action on the information and investigation infrastructure.
    • Manage and monitor the information security internal and external trends and activities affecting the organization.
    • Develop procedure to analyse potential threats, vulnerabilities and control techniques and communicates these to Executive Manager and the EXCO.
    • Develop procedure to control and monitor information expenses.
    • Regular liaison with relevant Law Enforcement Agencies for purpose of information gathering to be abreast of trends to ensure secure, safe and effective Port Security
    • Analyse the organization to determine the appropriate balance between needs, security requirements and security best practices.
    • To provide Management with the relevant Security Information, best practise and advice with regard to security trends and threats in order to ensure efficient, decisive and informed Management decisions.
    • Monitor information security initiative and use metrics to drive decision and report on the impact of Information Security efforts in protecting port/ employee’s security
    • Provide advice to the Business to ensure effective resource utilization through appropriate co-ordination with the other TNPA Departments, Clients and Stakeholders.
    • Develop and maintain implement a system and procedure to ensure the effective utilization of criminal records application, from internal and external applicant / companies.
    • Manage, supervise and guide security investigation personnel and special task teams to ensure effective and efficient utilisation and results.
    • Collect, collate and disseminate, in order to determine the truth with regard to investigations to all security incidents to enable effective, pro-active prevention of crime.
    • To liaise with role-players within the port as well as those external law enforcement agencies/organisations in order to maximise effective investigations and the signing of Memorandum of Understanding to ensure mutual co-operation.
    • To manage control and co-ordinate the recruitment and handling of the human sources of information network to ensure that witnesses are available to lead evidence in disciplinary/arbitration and procedures and any other matter as required.
    • Manage, control, monitor and safeguard the integrity and confidentiality of informational evidence and human sources of information, to ensure the preservation of evidence for both criminal and internal disciplinary proceedings.
    • Conduct regular security investigations audits to ensure compliance to National Prosecutions Authority Security
    • Investigations Management strategies, Security standards, procedures, and code of conduct and legislative requirements impacting on investigations.
    • To establish, manage and co-ordinate an efficient system of storage and retrieval of crime related data for data analysis, in order to identify crime threats, trends, methods and modus operandi in order to be able to effectively plan counter measures and operations.
    • Manage special task teams in projects.

    Qualifications & Experience:

    A Bachelor’s Degree in Information / Security Management or related field with at least 5-8 years’ experience in

    Investigation, Information Management, and Information Security in respect of:

    • Experience with industry leading information security risk assessment and in a decentralized environment.
    • Progressive leadership or management experience that would include budget and staff development.
    • Projects, Program Management, Strategic Planning and Service Management.
    • Experience of collation, analysis, and evaluation of information
    • Experience of Microsoft Office packages and input/ retrieval of information from various databases.
    • Extensive experience of working within an administrative role, the incumbent will need the following:
    • Alternatively, three years' experience in Security discipline in a large business environment (incl. but not limited to) Risk
    • Management, ISPS audit, Information Security, Physical Security/ Application Development Operations, Project Management.
    • 5 years’ experience in business strategic planning will be an advantage.

    Competencies:

    Knowledge required:

    • Sound knowledge and track record of Investigation
    • Sound understanding of ISPS Code
    • Understanding of basic information management practices
    • Understanding of political climate of the enterprise and how to navigate the politics
    • Knowledge of strategic planning
    • Experience evaluation efforts to impact policy qualitative and quantitative evaluation including non-traditional method such a outcome mapping.
    • Demonstrated ability to coordinate evaluations, including experience developing evaluation terms of reference

    • National Port Act

    • Focused on achievement and able to meet deadlines.
